Invocation, Pledge of Allegiance and Call to Order Invocation was given by Mayor George Flaggs, Jr. Pledge of Allegiance was led by Alderman Michael A. Mayfield, Sr. 2. Roll Call Also Present: Kim Nailor, City Attorney Walter W. Osborne, Jr., City Clerk Tasha W. Jordan, Deputy City Clerk Present: 3 - Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Alex J. Monsour Jr. 3. Board Comments: 4. Adopt Agenda On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to adopt the Agenda, as printed. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Recognitions: A. ID-22-0170 Employee Anniversaries: 20 years of service Wanda Davis - Police Department; Thomas Gardner - Vehicle Maintenance Mayor Flaggs, Jr. recognized Wanda Davis in the Police Department and Thomas Gardner in Vehicle Maintenance Department each with twenty (20) years of service. The Mayor and Aldermen congratulated Wanda Davis and Thomas Gardner for their years of service with the City of Vicksburg. Approval of Consent Agenda Items: On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to approve the Consent Agenda Items. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. A. ID-22-0164 Adopt Board Meeting Minutes for: 1. January 10, 2022 2. January 18, 2022 B. ID-22-0171 Approve the following Personnel Action Forms: 1. Resignation - Gas Department (1) 2. Resignation - Sewer Department (1) C. ID-22-0160 Declare Monday, February 21, 2022 a city holiday in observance of Presidents' Day pursuant to Section 3-3-7(1) of the Mississippi Code of 1972, as amended D. ID-22-0168 Continue State of Emergency Due To The Unfilled Abandoned Drainage Pipe On Indiana Avenue Located Within the City of Vicksburg E. ID-22-0182 Approve the following request from Artracia Brown, Youth Coordinator: 1. Permission to enter Inner-City Youth in the Mardi Gras Parade to represent the City of Vicksburg Attachments: Inner-City Youth Request 2 H. ID-22-0163 Approve Claims Docket The City Clerk presented the Docket of Claims numbering: 2185 - 2193; 306397 - 306798 for approval. Routine Agenda: A. ID-22-0161 Discuss Southern Cultural Heritage Center Updates Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the Board to inform the public of the upcoming events at the Southern Cultural Heritage Center for the month of February 2022 and invited the public to attend. The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting. B. ID-22-0167 Adopt Resolution Regarding the Appeal of Calvin Green from Zoning Board of Appeals Attachments: Resolution Regarding the Appeal of Calvin Green On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the Resolution Regarding the Appeal of Calvin Green from Zoning Board of Appeals. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-22-0162 Authorize Mayor to execute Agreement with Vicksburg Girls' Softball Association for use of city's softball fields Attachments: Girls Softball Agreement On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to authorize the Mayor to execute Agreement with Vicksburg Girls' Softball Association for use of city's softball fields. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-22-0166 Accept Proposal from Neel-Schaffer for Archaeological Monitoring for the Proposed Levee Street Improvements Project Attachments: COV Levee St Improvements_archaeological monitoring_proposal_02072022 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to accept the Proposal from Neel-Schaffer for Archaeological Monitoring for the Proposed Levee Street Improvements Project. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-22-0179 Authorize Mayor to execute Contract with American Recovery Plan Act Funding Recipient (Brilliant Minds Tutorial Services, LLC) Attachments: Contract ARPA Funds Brilliant Minds City of Vicksburg Page 2 Printed on 3/21/2022 Board of Mayor and Aldermen Minutes - Final February 10, 2022 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the Mayor and Aldermen voted to authorize the Mayor to execute Contract with American Recovery Plan Act Funding Recipient (Brilliant Minds Tutorial Services, LLC). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Executive Session: Mayor Flaggs,Jr. moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Mayor Flaggs, Jr. moved to go into executive session to discuss Personnel Action Forms for: Request for Extended Medical Leave in the Fire Department (1); Request for Extended Medical Leave in Water & Gas Administration (1); Longevity Pay in the Police Department (1); Longevity Pay in Vehicle Maintenance Department (1); Pay Adjustment in the Police Department (1); Promotion in the Gas Department (1); Longevity Correction in the Fire Department (1); Discuss Real Estate Matter. The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Request for Extended Medical Leave in the Fire Department (1); Request for Extended Medical Leave in Water & Gas Administration (1); Longevity Pay in the Police Department (1); Longevity Pay in Vehicle Maintenance Department (1); Pay Adjustment in the Police Department (1); Promotion in the Gas Department (1); Longevity Correction in the Fire Department (1); Discuss Real Estate Matter. The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Kim Nailor - City Attorney, Walter W. Osborne, Jr. - City Clerk, Kelsey Conner - Human Resource/Safety Administrative Assistant, Tasha W. Jordan - Deputy City Clerk, Tiffany Pendleton- Chief of Staff, Jamma Williams - Constituent Services Representative, Tabatha Martin Crawford - Compliance Officer. Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. A. ID-22-0172 Request for Extended Medical Leave - Fire Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Request for Extended Medical Leave of a Firefighter in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-22-0173 Request for Extended Medical Leave - Water & Gas Administration (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Request for Extended Medical Leave of a Customer Service Representative in the Water & Gas Administration for an additional thirty (30) days. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. C. ID-22-0174 Longevity Pay - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the .09 cents Longevity Pay of a Secretary II from $13.84 ($13.58 + .26) per hour to $13.93 ($13.58 + .26 + .09) per hour, effective February 11, 2022. Employee is entitled to an additional .09 cents increase for twenty (20) years of service in the Police Department. ID-22-0175 Longevity Pay - Vehicle Maintenance (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the .09 cents Longevity Pay of a Vehicle Maintenance Director from $24.74 ($24.48 + .26) per hour to $24.83 ($24.48 + .26 + .09) per hour, effective February 20, 2022. Employee is entitled to an additional .09 cents per hour for twenty (20) years of service in Vehicle Maintenance. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-22-0176 Pay Adjustment - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Police Officer from $17.45 per hour to $17.65 ($17.45 + .20) per hour, effective February 14, 2022. Officer is entitled to an increase in the amount of .20 cents for four (4) years of service in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. F. ID-22-0177 Promotion - Gas Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Promotion of a Laborer from $8.75 per hour to a Gas Serviceman at $10.00 per hour, effective February 9, 2022 in the Gas Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. G. ID-22-0178 Longevity Correction - Fire Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the .06 cents Longevity Correction of a Firefighter from $13.12 ($13.06 + .06) per hour to $13.18 ($13.06 + .06 + .06) per hour, effective January 27, 2022. Firefighter is entitled to an additional .06 cents increase for ten (10) years of service in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. H. ID-22-0169 Discuss Real Estate Matter A discussion was held. Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. I. ID-22-0309 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, Jr. seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Adjournment On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Tuesday, February 22, 2022, to take up and act upon any and all matters that may come before the Board.
