The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Executive Session: Alderman Monsour, Jr., moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield, Sr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Mayor Flaggs, Jr., moved to go into executive session to discuss Personnel Action Forms for: Extended Medical Leave in the Fire Department (2); Extended Medical Leave in Water & Gas Administration (1); Retro Pay in the Recreation Department (1); Pay Adjustment in the Police Department (1); Suspension in the Police Department (1); Suspension in the Police Department (1). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Extended Medical Leave in the Fire Department (2); Extended Medical Leave in Water & Gas Administration (1); Retro Pay in the Recreation Department (1); Pay Adjustment in the Police Department (1); Suspension in the Police Department (1); Suspension in the Police Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Kim Nailor - City Attorney, Kelsey Conner - Human Resource/Safety Administrative Assistant, Tasha W. Jordan - Deputy City Clerk, Deborah A. Nickson - Deputy City Clerk, Tiffany Pendleton- Chief of Staff, Jamma Williams - Constituent Services Representative, Penny Jones - Chief of Police, Charlie Hill - Deputy Chief of Police, Tabatha Martin Crawford - Compliance Officer. Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. A. ID-22-0330 Extended Medical Leave - Fire Department (2) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Extended Medical Leave of a Captain for additional time; a Firefighter for an additional thirty (30) days in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-22-0331 Extended Medical Leave - Water & Gas Administration (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Extended Medical Leave of a Cashier for additional FMLA in Water & Gas Administration. ID-22-0332 Retro Pay - Recreation Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Retro Pay $39.47 of a Lifeguard Recreation Department, effective March 8, 2022. Upon hire as a lifeguard, employee should have been paid $9.25 per hour instead of $8.75 per hour. This action form is to correct his hourly rate and pay retro for hours worked from October 6, 2021 through February 22, 2022. Total hours worked were 78.94 x .50 = $39.47 owed in retro pay. There were no overtime hours worked. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-22-0333 Pay Adjustment - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Patrol Officer from $16.96 per hour to a Field Training Officer at $17.71 ($16.96 + .75) per hour, effective March 23, 2022. Officer is now serving as a Field Training Officer at the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. City Attorney Kim Nailor recused herself from Executive Session E. ID-22-0334 Suspension - Police Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Lieutenant for five (5) days with 45 days probation and counseling at employee's own expense in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. City Attorney Kim Nailor returned to Executive Session F. ID-22-0382 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Adjournment On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Friday, March 25, 2022, to take up and act upon any and all matters that may come before the Board.
