Eagle Lake will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the

The Mayor and Aldermen of the City of Vicksburg approved the purchase of a
sponsorship ad from Lake Fest at Eagle Lake in the amount of $100.00. The City is
authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code
of 1972, as amended.
E. ID-22-0426 Approve request for sponsorship in the amount of $40,000.00 for the 64th
Annual Miss Mississippi Pageant pursuant to Section 17-3-1 and Section
17-3-3 of the Mississippi Code of 1972, as amended

Mayor Flaggs, Jr. stated that purchasing an advertisement from Miss Mississippi
Corporation will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the

E. ID-22-0430 Authorize Mayor to execute Rate Schedule No Notice Service Agreement
by and between Gulf South Pipeline Company, LLC and City of Vicksburg,

Mayor and Aldermen voted to authorize the Mayor to execute Rate Schedule No
Notice Service Agreement by and between Gulf South Pipeline Company, LLC
and City of Vicksburg, Mississippi. The motion was adopted unanimously by the
following vote:

F. ID-22-0432 Authorize Mayor to execute Professional Services Agreement Between
City of Vicksburg, Mississippi and WEI/AJA, LLC in connection with the
design, bidding and contracting, and construction phase services for a total
of five (5) Road Sites at Cedar Hill Cemetery

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor to execute Professional

connection with the design, bidding and contracting, and construction phase

Mayor and Aldermen voted to ratify Ron Davis' execution of Application for

Airport. The motion was adopted unanimously by the following vote:

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor to execute Work Authorization
No. 2022-01 with Barge Design for Vicksburg Municipal Airport Airfield Pavement
Markings. The motion was adopted unanimously by the following vote:

I. ID-22-0445 Authorize Mayor to execute Agreement for Management of Farmer's
Market with Rebecca Sigh

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor to execute Agreement for
Management of Farmer's Market with Rebecca Sigh. The motion was adopted
unanimously by the following vote:

J. ID-22-0455 Authorize Mayor to execute Change Order No. 3 with Wildstone
Construction Services for Kuhn Memorial Park & Sherman Avenue Park

On motion of Alderman Mayfield, Sr., seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to authorize the Mayor to execute Change Order No.
3 with Wildstone Construction Services for Kuhn Memorial Park & Sherman
Avenue Park. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Executive Session:
Alderman Mayfield, Sr. moved the Mayor and Aldermen go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for: Extended Medical Leave in Water & Gas
Administration (1), Transfer/Pay in the Police Department (1), Pay Adjustments in
the Fire Department (2), Education Incentives in the Traffic Department (2),
Terminations in the Police Department (2), Discuss Pending Litigation Matter.
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Extended Medical Leave in Water & Gas
Administration (1), Transfer/Pay in the Police Department (1), Pay Adjustments in
the Fire Department (2), Education Incentives in the Traffic Department (2),
Terminations in the Police Department (2), Discuss Pending Litigation Matter.
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Walter W.
Osborne, Jr. - City Clerk, Kelsey Conner - Human Resource Assistant/Safety,
Tasha W. Jordan - Deputy City Clerk, Jamma Williams – Constituent Services
Representative, Tiffany Pendleton – Chief of Staff, Penny Jones - Police Chief,
Troy Kimble - Deputy Chief of Police, Charlie Hill - Deputy Chief of Police, Mike
Bryant - Deputy Chief of Police, Tabitha Crawford - Police Officer.
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
A. ID-22-0449 Extended Medical Leave - Water & Gas Administration (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Extended Medical Leave of a Customer
Service Representative of an additional thirty (30) days in Water & Gas
Administration. The motion was adopted unanimously by the following vote:

B. ID-22-0450 Transfer/Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Transfer/Pay Adjustment of a Deputy Court
Clerk from $11.76 per hour to a Criminal Investigation Division (CID) Secretary II
at $10.53 per hour. Employee pay rate will change to $10.44 (hourly rate) + .09
(longevity) = $10.53 in the Police Department. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
C. ID-22-0451 Pay Adjustment - Fire Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of a Captain IV from $15.93
($14.74 + .19) per hour to a Captain V at $16.27 ($16.08 + .19) per hour, effective
April 6, 2022. Captain may receive one raise per year after completing fifth tier
with satisfactory evaluation and physical agility test which also included 15 years
longevity pay of .19 cents; a Captain V from $16.27 ($16.08 + .19) per hour to
$16.53 ($16.34 + .19) per hour, effective April 6, 2022. Captain may receive one
raise per year after completing fifth tier with satisfactory evaluation and physical
agility test which also included 15 years longevity pay of .19 cents in the Fire
Department. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
D. ID-22-0452 Education Incentive - Traffic Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Education Incentive for two (2) laborers to
get certified in Work Zone Temporary Traffic Control Tech online in the Traffic
Department. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
E. ID-22-0454 Termination - Police Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Termination of a Police Officer that resigned
on April 13, 2022; a Booking Officer, effective April 13, 2022 for violating PPM 2.14
- Rules of Conduct, Section One and Number 11 (h) in the Police Department. The
motion was adopted unanimously by the following vote:

F. ID-22-0447 Discuss Pending Litigation Matter

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

Adjournment
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, April 25, 2022, to take up and act upon any and
all matters that may come before the Board.
