The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. Executive Session: Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield, Sr. Voting aye, Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether they should go into executive session. Mayor Flaggs,Jr. moved to go into executive session to discuss Personnel Action Forms for: Department Transfer - Water & Gas Administration (1); Department Transfer/Status Change - Community Service (1); Promotion - Fire Department (2); Suspension - Fire Department (1); Termination - Fire Department (1); Termination - Water Department (1). The motion was seconded by Alderman Mayfield, Sr. Upon vote being taken, the following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Department Transfer - Water & Gas Administration (1); Department Transfer/Status Change - Community Service (1); Promotion - Fire Department (2); Suspension - Fire Department (1); Termination - Fire Department (1); Termination - Water Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Walter W. Osborne, Jr. - City Clerk, Deborah A. ID-23-0521 Department Transfer - Water & Gas Administration (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Department Transfer of a Cashier from $10.2850 per hour in Water & Gas Administration to a Gas Dispatcher at $10.2850 per hour in the Gas Department, effective April 25, 2023. Employee is being transferred to the Gas Department as a dispatcher due to ongoing issues with her current position at Water & Gas Administration. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. B. ID-23-0522 Department Transfer/Status Change - Community Service (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Department Transfer/Status Change of a PT City of Vicksburg Page 5 Printed on 5/10/2023 Board of Mayor and Aldermen Minutes - Final-revised May 1, 2023 Community Service Foreman from $9.00 per hour to a Landscaping Laborer at $9.00 per hour, effective May 3, 2023. Employee is transferring from part-time foreman to a laborer in the Landscaping Department. ID-23-0523 Promotion - Fire Department (2) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Promotion of a Lieutenant IV from $14.26 (new base rate) to a Captain I at $15.08 (new base rate), effective May 3, 2023; a Firefighter/Ambulance IV from $12.34 (new base rate) to a Lieutenant I at $13.32 (new base rate), effective May 3, 2023 in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. D. ID-23-0524 Suspension - Fire Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Probationary Firefighter I, effective May 1, 2023. Probationary Firefighter did not meet requirements of his probation. Failed to fulfill Vicksburg Fire Department Standard Operating Guideline 9.1.1 which reads in part, "The entry-level firefighter must complete the following steps during a 12-month probationary period. 14. must be a nationally and state registered EMT." Also VFD SOG 9.1.4 which reads, "The VFD requires all new employees who are not national registry of EMT-Basics or EMT-Paramedics to take the Emergency Medical Technician course when offered by an accredited school approved by the Mississippi State Department of Health Division of EMS and the fire chief. Failure to successfully complete this course during the probationary period will result in termination from the Vicksburg Fire Department." The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. E. ID-23-0525 Termination - Fire Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Termination of a Probationary Firefighter I, effective March 1, 2023. Probationary Firefighter did not meet requirements of his probation. Employee has been on discretionary leave as of December 2, 2022 and he has not turned in the correct paperwork to continue his leave. Benefits has tried to reach out via phone, email and letter and has not heard from employee. He violated the Discretionary Leave Policy and 4.1 (i), (p) and (z) in the Water Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr. G.
