Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of September 2023 and invited the public to
attend.
The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting.

of legal advertisements was presented and ordered filed.

Mayor and Aldermen voted to authorize the Mayor to execute Contract for
Professional Services with Rick Beers. The motion was adopted unanimously by

E. ID-23-1133 Authorize Mayor to execute Change Order #1 with Fordice Construction
Company for Washington Street Park Updates

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, Sr., the
Mayor and Aldermen voted to authorize the Mayor to execute Change Order #1
with Fordice Construction Company for Washington Street Park Updates. The
motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs, Jr., moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr., moved to go into executive session to discuss
Personnel Action Forms for: Pay Adjustment - Building Maintenance (1); Pay
Adjustments - Police Department (3); Longevity Pay - Traffic Department (1);
Longevity Pay - Building Maintenance (1); Suspension - Police Department (1);
Termination - Police Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Sr., Alderman
Monsour, Jr. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustment - Building Maintenance (1);
Pay Adjustments - Police Department (3); Longevity Pay - Traffic Department (1);
Longevity Pay - Building Maintenance (1); Suspension - Police Department (1);
Termination - Police Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman
Mayfield, Sr., Alderman Monsour, Jr., Kim Nailor - City Attorney, Walter W.
Osborne, Jr. - City Clerk, Tasha W. Jordan - Deputy City Clerk, Kelsey Hicks -
Human Resource Assistant/Safety, Charlie Hill – Deputy Chief of Police.
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
A. ID-23-1126 Pay Adjustment - Building Maintenance (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment of an HVAC Tech from $17.00
per hour to $18.00 per hour, effective September 6, 2023. Employee has received
his HVAC Technician Certification in Building Maintenance. The motion was
adopted unanimously by the following vote:

B. ID-23-1127 Pay Adjustment - Police Department (3)

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustments of a D-Watch Commander
from $23.78 per hour to Sergeant in Investigations at $23.48 ($23.78 - .30) per
hour, effective September 6, 2023. Employee is no longer working in the Patrol
Division; a FTO Patrol Officer from $20.13 per hour to a Patrol Officer at $19.38
($20.13 - .75) per hour, effective September 6, 2023. Employee is no longer
serving as a Field Training Officer; a Police Officer from $22.53 per hour to $22.73
($22.53+.20) per hour, effective September 13, 2023. Employee is eligible for an
additional .20 cents increase for six (6) years of service in the Police Department.
The motion was adopted unanimously by the following vote:

C. ID-23-1128 Longevity Pay - Traffic Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .20 cents Longevity Pay of a Supervisor in
the Traffic Department from $29.48 ($29.39 + .09) per hour to $29.68 ($29.39 + .20)
per hour, effective September 13, 2023. Employee is entitled to an additional .20
cents increase per hour for six (6) years of service. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
D. ID-23-1129 Longevity Pay - Building Maintenance (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the .20 cents Longevity Pay of a Carpenter from
$18.46 ($18.37 + .09) per hour to $18.66 ($18.37 + .09 +.20) per hour, effective
September 14, 2023. Employee is entitled to an additional .20 cents increase for
seven (7) years of service in Building Maintenance. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield Sr., and Alderman Monsour Jr.
E. ID-23-1130 Suspension - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to deny the Suspension and approve forty-five (45) day
probation of a Sergeant. Employee violated VPD Policies and Procedures: 6.02
General Guidelines 1 (b and c) and 7.04 Preliminary Investigation in the Police
Department. The motion was adopted unanimously by the following vote:

F. ID-23-1131 Termination - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Continued Suspension of a Booking Officer
effective September 8, 2023. Employee was in violation of the COV Arrest Policy
in the Police Department. The motion was adopted unanimously by the following
vote:

G. ID-23-1235 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Friday, September 15, 2023, to take up and act upon any
and all matters that may come before the Board.
