Mayor Flaggs, Jr. stated that purchasing an advertisement from Robert Jones on
behalf of the P.D. Jones Foundation will bring into favorable notice the
opportunities, possibilities and resources of the City of Vicksburg and will be
helpful toward advancing the moral, financial, and other interests of the City of
Vicksburg.
The Mayor and Alderman of the City of Vicksburg approved the purchase of a
sponsorship ad for the P.D Jones Foundation in the amount of $250.00 for it's
Movie Festival in the Park Event on May 4, 2024. The City is authorized pursuant
to Section 17-3-1 and Section 17-3-3 of the Mississippi code of 1972, as amended.

Appearing Laura Beth Strickland
Ms. Laura Beth Strickland, of the Vicksburg Convention & Visitors Bureau, came
before the Board to inform the public of the upcoming events at the Vicksburg
Convention & Visitors Bureau for the month of April 2024 and invited the public to
attend.
The Mayor and Alderman thanked Ms. Strickland for attending the meeting.
D. ID-24-0364 Ratify Mayor's execution of letter to WGK, Inc. to proceed with the Overlay
of Woodland Place under the Professional Services Agreement executed
on September 18, 2023 not to exceed amount of $8,099.00 for
engineering services and $5,400.00 for construction administrative
services

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to Ratify the Mayor's execution of a letter to WGK, Inc. to
proceed with the Overlay of Woodland Place under the Professional Services
Agreement executed on September 18, 2023, not to exceed amount of $8,099.00

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to Accept the Recommendation from Belinda Stewart
Architects to reject bids received for Constitution Firehouse Rehabilitation Project
and authorize re-advertisement as soon as possible. The motion was adopted
unanimously by the following vote:

I. ID-24-0360 Authorize Mayor to execute Memorandum of Understanding with
Mississippi State Fire Academy for Aircraft Refresher Fire Fighting
Training in the amount of $2,665.00

and Alderman voted to Authorize the Mayor to execute a First Amendment to the
Contract for Grass Cutting Services with Al Sellers d/b/a Doc's Wholesale, Inc. in
the amount of $1,100.00 per cut. The motion was adopted unanimously by the
following vote:

relation to implementing the redistricting plan of the City of Vicksburg

M. ID-24-0370 Authorize Mayor to execute Service Agreement with Stryker Medical for
stretchers, powerloads, Lucas devices and stairchairs in the amount of
$28,774.20

and Alderman voted to Authorize the Mayor to execute a Service Agreement
with Stryker Medical for stretchers, power loads, Lucas devices and stair chairs in
the amount of $28,774.20. The motion was adopted unanimously by the following
vote:

Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Alderman go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Monsour, Jr. None Voting nay, the motion was unanimously adopted.
The Mayor and Alderman discussed whether they should go into executive
session.
Mayor Flaggs, Jr. moved to go into executive session to discuss Personnel Action
Forms for: Longevity Pay - Fire Department (2); Pay Adjustment - Gas Department
(1); Pay Adjustment - Police Department (1); Pay Correction - Police Department
(1); Termination - Police Department (2).
The motion was seconded by Alderman Mayfield, Sr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Monsour, Jr. The motion was
adopted unanimously.
The Mayor and Alderman announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay - Fire Department (2); Pay
Adjustment - Gas Department (1); Pay Adjustment - Police Department (1); Pay
Correction - Police Department (1); Termination - Police Department (2).
The Mayor and Alderman are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman

A. ID-24-0373 Longevity Pay - Fire Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Longevity Pay of a Firefighter from $11.14
per hour to $11.24 (11.14 + .10) per hour, effective April 5, 2024. Employee is
eligible for an additional .10 cent increase for one (1) year of service in the Fire
Department; a Firefighter from $16.65 per hour to $18.15 (16.40 + .25 + 1.50) per
hour, effective April 7, 2024. Employee is eligible for an additional .25 cents
increase for twenty-five (25) years of service in the Fire Department. The motion
was adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr.
B. ID-24-0374 Pay Adjustment - Gas Department (1)

C. ID-24-0375 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Pay Adjustment of a Captain-Traffic/Special
Events from $32.22 per hour to $33.72 ($32.22 + 1.50) per hour, effective April 6,
2024. Employee is entitled to an additional 1.50 increase, per hour for twenty-five
(25) years of service in the Police Department. The motion was adopted
unanimously by the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr.
D. ID-24-0376 Correction - Police Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Pay Correction of an Entry Level Policeman,
effective March 27, 2024. Employee is a new hire in the Police Department. The
motion was adopted unanimously by the following vote:

E. ID-24-0377 Termination - Police Department (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Termination of a two (2) Police Officers,
effective March 22, 2024. Both employees failed to fulfill their obligations, per
agreement on March 6, 2024 in the Police Department. The motion was adopted
unanimously by the following vote:

F. ID-24-0454 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to come out of executive session and approve all items
taken up in Executive Session. The motion was adopted unanimously by the
following vote:

Adjournment
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman and unanimously passed, the Mayor and Alderman of the City of
Vicksburg adjourned to meet at 10 o' clock a.m., Wednesday, April 10, 2024, to
take up and act upon any and all matters that may come before the Board.
