1. Invocation, Pledge of Allegiance and Call to Order
Invocation was given by Mayor George Flaggs, Jr.
Pledge of Allegiance was led by Chief Derrick Stamps.

On motion of George Flaggs, Jr, seconded by Alderman Monsour, Jr, the Mayor
and Alderman voted to adopt the agenda as printed. The motion was adopted
unanimously by the following vote:

On motion of Alderman Monsour, Jr., seconded by George Flaggs, Jr., the Mayor
and Alderman voted to approve the Consent Agenda Items. The motion was

for semi-annual allocation of funds in the amount of $12,000.00 pursuant to
Section 69-27-24 of the Mississippi Code of 1972, as amended (2nd and
final for FY 2024)

The Mayor and Alderman approved a request from Warren County Soil and
Water Conservation District for semi-annual allocation of funds in the amount of
$12,000.00 (2nd and final payment for FY 2024). The City is authorized pursuant to
Section 69-27-24 of the Mississippi Code of 1972, as amended (2nd and final
payment for FY 2024).
D. ID-24-0428 Approve request for permission from Ethan Katzenmeyer, Vehicle
Maintenance Director, to declare the following vehicles/items listed surplus

B. ID-24-0381 Discuss Southern Cultural Heritage Center Updates
Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of April 2024 and invited the public to attend.
The Mayor and Alderman thanked Ms. Mahoney for attending the meeting.
C. ID-24-0425 Accept the Recommendation of RCH Company that the one bid received
for Ash Meadows Subdivision - Infrastructure Construction, including Water
Distribution, Sewer Collection, and the Stormwater Drainage System be
rejected and authorize readvertisement

On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, Jr., the Mayor
and Alderman voted to Accept the Recommendation of RCH Company that the
one bid received for Ash Meadows Subdivision - Infrastructure Construction,
including Water Distribution, Sewer Collection, and the Storm Water Drainage
System be rejected and authorize readvertisement. The motion was adopted
unanimously by the following vote:

D. ID-24-0420 Adopt Resolution In Support of Expending Funds for the
Vicksburg-Economic Development Partnership

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to Adopt a Resolution In Support of Expending Funds for the
Vicksburg-Economic Development Partnership. The motion was adopted
unanimously by the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Alderman go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman
Monsour, Jr. None Voting nay, the motion was unanimously adopted.
The Mayor and Alderman discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Promotion - Court Services (1); Longevity Pay - VTV
(1); Longevity Pay - Gas Department (1); Longevity Pay - Ambulance Department
(1); Longevity Pay - Recreation Department; Discussion - Street Department

The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Monsour, Jr. The motion was
adopted unanimously.
The Mayor and Alderman announced they would go into executive session to
discuss Personnel Action Forms for: Promotion - Court Services (1); Longevity Pay
- VTV (1); Longevity Pay - Gas Department (1); Longevity Pay - Ambulance
Department (1); Longevity Pay - Recreation Department; Discussion - Street
Department
The Mayor and Alderman are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman
Monsour, Jr., Kim Nailor - City Attorney, Lee Thames, Assistant City
Attorney/Prosecutor, Deborah A. Nickson- Interim City Clerk, Tasha Jordan -
Deputy City Clerk, Carla Sullivan-Sanders - Human Resource Director, Kelsey
Hicks - Human Resource Assistant/Safety, Charlie Hill – Deputy Chief of Police

A. ID-24-0431 Promotion - Court Services (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Promotion of a Deputy Court Clerk at $11.00
per hour, to a Lead Deputy Clerk at $12.00 per hour, effective April 17, 2024 in
the Police Department. The motion was adopted unanimously by the following
vote:

B. ID-24-0432 Longevity Pay - VTV (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Longevity Pay of a Videographer from $12.50
per hour to $12.70 ($12.50 +.20) per hour, effective April 19, 2024. Employee is
entitled to an additional .20 cents increase per hour for one (1) year of service in
VTV Department. The motion was adopted unanimously by the following vote:

C. ID-24-0433 Longevity Pay - Gas Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Longevity Pay of a Custodian from $10.00 per
hour to $10.20 ($10.00 +.20) per hour, effective April 19, 2024. Employee is
entitled to an additional .20 cents increase per hour for one (1) year of service in
Gas Department. The motion was adopted unanimously by the following vote:
D. ID-24-0434 Longevity Pay - Ambulance Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Longevity Pay of a EMS Paramedic from
$11.85 per hour to $11.95 ($11.85 +.10) per hour, effective April 19, 2024. Employee
is entitled to an additional .10 cents increase per hour for one (1) year of service
in Ambulance Department. The motion was adopted unanimously by the
following vote:

E. ID-24-0435 Longevity Pay - Recreation Department (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to approve the Longevity Pay of a Director of Tennis from
$18.49 per hour to $18.99 ($18.49 +.50) per hour, effective April 20, 2024. Employee
is entitled to an additional .50 cents increase per hour for fifteen (15) years of
service in Recreation Department. The motion was adopted unanimously by the
following vote:

Adjournment
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Alderman of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Thursday, April 25, 2024, to take up and act upon any
and all matters that may come before the Board.
