ID-24-1116 Approve request from the Vicksburg Alcorn Alumni Chapter of Alcorn State University to block off Drummond Street, Saturday, September 21, 2024 around Vicksburg High School Stadium for the Brave Night in the Swamp from 5:00 pm to 10:00 pm On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Alderman voted to Approve a request from the Vicksburg Alcorn Alumni Chapter of Alcorn State University to block off Drummond Street, Saturday, September 21, 2024 around Vicksburg High School Stadium for the Brave Night in the Swamp from 5:00 pm to 10:00 pm. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr. Recused: 1- Alderman Mayfield Executive Session: Mayor Flaggs, Jr. moved the Mayor and Aldermen to go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Jr., Alderman Monsour, Jr., Alderman Mayfield, None Voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether they should go into executive session. Mayor Flaggs, Jr. moved to go into executive session to discuss Personnel Action Forms for: Status Change - Information Technology (1); Pay Adjustment - Police Department (2); Status Change/Pay Adjustment - Ambulance Department (1); Longevity Pay - Ambulance Department (1); Longevity Pay - Traffic Department (1); Longevity Pay - Airport (1); Longevity Pay - Sewer Department (1); Longevity Pay - Court Services (2); Termination - Gas Department (1). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Jr., Alderman Monsour, Jr., Alderman Mayfield. The motion was adopted unanimously. ID-24-1104 Status Change - IT (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Approve the Status Change of a Part-Time Computer Specialist at $20.00 per hour to a Full-Time Computer Specialist at $20.00 per hour, effective October 2, 2024. Employee has received their Associate Degree and can now work full-time in the Information Technology Department. ID-24-1105 Pay Adjustment - Police Department (2) City of Vicksburg Page 5 Printed on 10/11/2024 Board of Mayor and Aldermen Minutes - Final September 16, 2024 On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Approve the Pay Adjustment of a Police Officer at $21.08 per hour to a Field Training Officer at $21.83 per hour ($21.08 + $0.75), effective September 7, 2024. Employee will begin serving as a Field Training Officer per (Policy 3.22-Revised March 25, 2024); Pay Adjustment of a Chief of Police at $46.6755 per hour to $48.1755 ($46.6755 + $1.50) per hour, effective September 22, 2024. Employee is eligible for a pay increase of $1.50 per hour for twenty-five (25) years of service. Both employees are in the Police Department. The motion was unanimously adopted by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr. C. ID-24-1106 Status Change/Pay Adjustment - Ambulance Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Approve the Pay Adjustment of a Full-Time Emergency Medical Technician 1 at $12.02 per hour to a Part-Time Emergency Medical Technician at $15.00 per hour, effective October 2, 2024. Employee requested to move to part-time employment in the Ambulance Department. The motion was unanimously adopted by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr. D. ID-24-1107 Longevity Pay - Ambulance Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Approve the Longevity Pay of a Firefighter from $19.54 per hour to $20.54 ($19.35 + $0.19 + $1.00) per hour, effective September 16, 2024. Employee is entitled to an additional $1.00 increase per hour for twenty (20) years of service in the Ambulance Department.The motion was unanimously adopted by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr. E. ID-24-1108 Longevity Pay - Traffic Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Approve the Pay Adjustment of an Assistant Supervisor from $17.25 per hour to $17.45 ($17.25 + $0.20) per hour, effective September 19, 2024. Employee is entitled to an additional .20 cents increase per hour for one (1) year of service in the Traffic Department.The motion was unanimously adopted by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr. F. ID-24-1110 Longevity Pay - Airport (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Approve the Pay Adjustment of an Assistant Operations Manager at $13.18 per hour to 13.38(12.89+.09+.20+.20) per hour, effective September 20, 2024. Employee is entitled to an additional .20 cents increase per hour for seven (7) years of service at the Airport. The motion was unanimously adopted by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr. G. ID-24-1111 Longevity Pay - Sewer Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Approve the Pay Adjustment of an Assistant Supervisor at $24.90 per hour to $25.90 (24.64 + .26 + 1.00) per hour, effective September 20, 2024. Employee is entitled to an additional $1.00 increase per hour for twenty (20) years of service in the Sewer Department. The motion was unanimously adopted by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr. H. ID-24-1112 Longevity Pay - Court Services (2) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Approve the Pay Adjustment of a Deputy Court Clerk at $12.00 per hour to $12.20 (12.00 + .20) per hour , effective September 20, 2024. Employee is entitled to an additional .20 cents increase per hour for one (1) year of service; Pay Adjustment of a Collections Specialist at $11.56 per hour to $11.76 (11.36 + .20 + .20) per hour, effective September 21, 2024. ID-24-1113 Termination - Gas Department (1) On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Approve the Termination of a Foreman, effective September 16, 2024, in the Gas Department. Employee was involved in a hit and run in which he parked the vehicle and left. The employee's license is currently suspended, and he/she has not returned to work since the accident which occurred on September 8, 2024. The motion was unanimously adopted by the following vote: Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr. J.
