Invocation was given by Alderman Mayfield.

On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, the Mayor and
Aldermen voted to Adopt the Agenda, as printed. The motion was adopted
unanimously by the following vote:

June 25, 2025 agenda. The Mayor and Board of Aldermen congratulated all

A. ID-25-0646 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community

Jeff Richardson, Director of Community Development, came before the Board to
discuss and request permission to proceed with the cut, cleanup, and demolition
of the following properties:
1. **1019 First North Street**, PPIN 018747; owned by Larry Darnell Erves -
(Remove all inoperable vehicles from the property)
2. **1521 Washington Street**, PPIN 018495; owned by PDS 1921 LLC - (Cut and
clean all overgrown grass and weeds from the entire property)
3. **1931 Washington Street**, PPIN 015487; owned by Allyson Allison - (Cut
grass/weeds, remove trash and debris from the entire property)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to declare the foregoing properties, which have not
complied, to be a public menace to the health, safety, and welfare of the
community and authorize the Director of Community Development to proceed
with the cut, cleanup, and demolition of structures, with all charges incurred to
be assessed against the property owner(s). In the event an extension is granted,
if the owner(s) has/have not complied at the end of the extension period, the
Director of Community Development is authorized to proceed with the necessary
actions.

On motion of Mayor Flaggs, Jr., seconded by Alderman Mayfield, the Mayor and
Aldermen voted to Adopt Budget Amendments for June 16, 2025. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
C. ID-25-0616 Approve the following for Maynord Landscaping Co, Inc.:
a. Pay Application No.5 in the amount of $179,376.02 for the Iowa
Avenue Headwall Replacement Project (Ratify)

Alderman voted to approve the following for Maynord Landscaping Co, Inc.: a.
Pay Application No. 5 in the amount of $179,376.02 for the Iowa Avenue Headwall
Replacement Project (Ratify). The motion was adopted unanimously by the
following vote:

D. ID-25-0656 Adopt an Ordinance to Amend Section 2-1 Salaries of the Mayor and
Aldermen, of the Code of Ordinances of the City of Vicksburg, Mississippi,
to provide a Decrease in the Salary of the Mayor

On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Alderman voted to adopt an Ordinance to amend Section 2-1 Salaries of the
Mayor and Aldermen, of the Code of Ordinances of the City of Vicksburg,
Mississippi, to provide a decrease in the salary of the Mayor. The motion was
adopted unanimously by the following vote:
Aye: 2- Mayor Flaggs Jr., and Alderman Monsour Jr.
Recused: 1- Alderman Mayfield
Executive Session:
Mayor Flaggs, Jr. moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Jr., Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether they should go into executive
session. Mayor Flaggs, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Longevity Pay - Fire Department (1); Longevity Pay -
Ambulance (2); Longevity Pay - Auditorium (1); Pay Adjustment - City Clerk (1);
Suspension - Fire Department (1); Discussion - Right Of Way; Discussion - Police
Department; Discussion - Fire Department
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Jr., Alderman Mayfield, Alderman Monsour,
Jr. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Longevity Pay - Fire Department (1);
Longevity Pay - Ambulance (2); Longevity Pay - Auditorium (1); Pay Adjustment -
City Clerk (1); Suspension - Fire Department (1); Discussion - Right Of Way;
Discussion - Police Department; Discussion - Fire Department
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Jr., Alderman
Mayfield, Alderman Monsour, Jr., Kristen Harris - Chief of Staff, Lee Davis
Thames - City Attorney, Deborah A. Kaiser-Nickson - City Clerk, Jasmine Dillon -
Deputy Clerk, Carla Sullivan-Sanders - Human Resource Director, Kelsey Hicks -
Human Resources/Safety, Charlie Hill - Deputy Chief of Police
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
A. ID-25-0659 Longevity Pay - Fire (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Longevity Pay of the Chief in the Fire
Department by changing the hourly rate from $46.6825 to $48.1825 (46.6825 +
$1.50), effective June 28, 2025. The employee is entitled to an additional $1.50
per hour increase for twenty-five (25) years of service. The annual salary will be
$100,219.60. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
B. ID-25-0660 Longevity Pay - Ambulance (2)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Longevity Pay of an Emergency Medical
Services Paramedic by changing the hourly rate from $20.26 to $21.76 (20.01
+.25+ 1 .50), effective June 28, 2025. The employee is entitled to an additional
$1.50 per hour increase for twenty-five (25) years of service; Longevity Pay of an
Emergency Medical Services/Information Technology Specialist by changing the
hourly rate from $16.35 to $16.55 (15.95 + .20 + .20 + .20), effective June 29, 2025.
The employee is entitled to an additional $.20 per hour increase for three (3)
years of service. Both employees are in the Ambulance Department. The motion
was adopted unanimously by the following vote:

C. ID-25-0661 Longevity Pay - Auditorium (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Longevity Pay of an Assistant Manager in the
Auditorium by changing the hourly rate from $16.11 to $16.31 (15.71 + .20 + .20 +
.20), effective June 29, 2025. The employee is entitled to an additional $.20 per
hour increase for three (3) years of service. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
D. ID-25-0662 Pay Adjustment - City Clerk (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Pay Adjustment for a Deputy Clerk from a
current hourly rate of $19.56 to a new hourly rate of $19.84 (19.56 +.25), effective
June 11, 2025. This adjustment is made in recognition of the employee earning a
certification as a Certified Municipal Clerk. The motion was adopted unanimously
by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
E. ID-25-0663 Suspension - Fire (1)
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Suspension of a Firefighter I in the Fire
Department, effective for shift of June 25-26, 2025. The employee was suspended
for 24 hours without pay due to the 3rd offense of violating the Vicksburg Fire
Department Standard Operating Guidelines 12.1.75 Relief or Duty B. "Absent
without leave" on June 4, 2025. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
F. ID-25-0664 Discussion - R.O.W
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Approve the Termination of the Equipment Operator from
the Right of Way Department, effective June 16, 2025. The employee was a no
call/no show, and Human Resources verified his employment at another
company. The employee was terminated due to the no call/no show. The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
G. ID-25-0665 Discussion - Police
A Discussion was held in regarding changes to the Organization Chart for the
Police Department making Domestic Violence a Captain/Lieuttenant position and
Warrants/Transport a Captain position.
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
H. ID-25-0666 Discussion - Fire
This item was Postponed until the new administration takes office.
I. ID-25-0651 Come Out of Executive Session and Approve All Items Taken Up in Executive
Session
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour Jr., the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs Jr., Alderman Mayfield, and Alderman Monsour Jr.
Adjournment
On motion of Mayor Flaggs, Jr., seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Wednesday, June 25, 2025, to take up and act upon any
and all matters that may come before the Board.
