Town of Vienna 127 Center Street South Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes Board of Architectural Review Thursday, January 18, 2018 8:00 PM COUNCIL CHAMBERS-VIENNA TOWN HALL 1 Roll Call: Ms. Abaied called roll with Roy Baldwin, Laine Hyde, Paul Layer, Michael Cheselka and Patty Hanley being present, Mr. Layer welcomed new board member Patty Hanley 2 Approval of the Minutes: 3 Signage for Magnolia Coffee Shop located at 431 Maple Avenue West Request for approval of signage for Magnolia Coffee Shop located at 431 Maple Avenue West, (Docket No. BAR-01-18), in the C-1 Local Commercial zoning district; filed by W. Sakie Bhar, sign agent. Sumotita Disaywathana (Tammy), the owner of Magnolia, represented her proposed sign application. Mr. Baldwin inquired about the proposed name on the sign and the lettering size and if there was any room to change the wording. Ms. Tammy explained the reasoning for the wording. Mr. Cheselka asked if they would take the old sign off and repair the building where needed. Ms. Tammy stated they would be taking down the sign and repairing. There was more discussion about the wording on the awning. There being no further questions or discussion a motion was in order. Ms. Hyde asked if Ms. Tammy would like to change the wording or if she would prefer to use the wording she submitted for approval. Ms. Tammy stated she would like to keep what she had. Ms. Hyde made a motion that the request for approval of signage for Magnolia Coffee Shop located at 431 Maple Avenue West, (Docket No. BAR-01-18), be approved as submitted. Mr. Gary Brent was present to represent the application for proposed signs for FedEx. Ms. Hanley asked if the beacon illuminated. Mr. Brent stated it was an interior sign that illuminated through the glass. Ms. Hanley asked if it was LED. Mr. Brent stated that all the internal components for the façade sign and the sign in the window were LED. Ms. Hanley asked how to proceed with the brightness and Mr. Layer stated he had information regarding average lumens due to the growing issue. Mr. Layer presented information from the Illuminating Engineer Society. There was continued discussion on the brightness of signs. Mr. Baldwin asked about the beacon light. Mr. Brent stated it was 4” deep, aluminum return; vinyl covered acrylic, that lights out, and is double sided. There was continued discussion regarding the suspended beacon and its lighting. Mr. Layer asked how many lumens the suspended beacon would project or how many foot candles. Mr. Brent stated he didn’t have that information. Mr. Layer noted that in the future the board will want to see foot candles of each light and lumen output. He also stated that he would like for light brightness to be coordinated with recommended standards for illumination. Mr. Layer asked if Mr. Brent knew at what kelvin the white light from the LED was burning for all the signs. Mr. Brent stated he did not know. There was continued discussion regarding the lighting for this application as well as the sign lighting in Vienna. Ms. Hanley asked if the sign was similar to other FedEx offices. Mr. Brent stated it was and that there is an industry standard for lighting and that it will look exactly like other FedEx stores. Ms. Hyde asked if FedEx was the only tenant in the building currently. Mr. Brent stated he wasn’t sure. Mr. D’Orazio stated that as far as staff was aware there FedEx was the only tenant. He also stated that the names on the other signs in the rendering were from the original façade renovation. Mr. Cheselka inquired about the difference in the logo on the monument and façade. He asked if they were both standard logos and why are they using the 2 different colors. Mr. Brent stated the monument sign is closer to the ground with a different view distance which is the reason for the difference in color. There was continued discussion of the color and lighting on the pylon sign. There being no further questions or discussion a motion was in order. Motion: Cheselka Second: Baldwin Approved: 5-0 Town of Vienna Page 2 Printed on 4/9/2018 Board of Architectural Review Meeting Minutes January 18, 2018 5 Exterior modifications for Vienna Shopping Center, space 15, located at 146 Maple Avenue West Request for approval of exterior modification for Vienna Shopping Center-Space 15 located at 146 Maple Avenue West, (Docket No. BAR-02-18), in the C-2 General Commercial zoning district; Stephen Kenny, architect. Mr. Stephen Kenny was present to represent the proposed exterior modification application. Mr. Baldwin asked if it was just the one unit. Mr. Kenny stated it was just the one unit and then explained what would work they were doing on the front and the rear. Mr. Baldwin then asked if the front door would be wider and Mr. Kenny stated that it would be the alcove going into the door under the canopy. Mr. Layer asked if everything else would remain the same. Mr. Kenny stated everything else would remain the same. Mr. Layer asked what the railing in the back would be composed of and Mr. Kenny stated it was painted steel. Ms. Hanley asked if the door in the rear would be removed / sealed in. Mr. Kenny stated it would be sealed with CMU (cement block). Ms. Hanley then asked about if the bollards at the rear would be similar to the unit next door. Mr. Kenny said yes. Ms. Hanley asked if there would be a new light over the door and Mr. Kenny stated it would be a new light and it would match the others. There was continued discussing the rear of the entire building in regards to pedestrian cross walks, the access road, and the ramps. There being no further questions or discussion a motion was in order. Mr. Baldwin made a motion that the request for approval of exterior modification for Vienna Shopping Center-Space 15 located at 146 Maple Avenue West, (Docket No. BAR-02-18), be approved as submitted. Motion: Baldwin Second: Cheselka Approved: 5-0 6 Exterior modifications for USAA located at 527 Maple Avenue East Request for approval of exterior modifications for USAA located at 527 Maple Avenue East, (Docket No. BAR-06-18), in the C-1 Local Commercial zoning district; filed by Shawn Johnson, agent. Mr. Johnson was present to represent the application for exterior modification. There was initial discussion about the lumens and foot candles in regards to the lighting in this application.’ Ms. Hanley asked which strip light would be used. Mr. Johnson stated it would be a 4 foot LED inside the ATM room. Ms. Hanley asked if the existing exterior lighting would be removed and Mr. Johnson stated it would stay. Ms. Hanley and Mr. Layer commented about the existing lighting and the addition of more lighting. Mr. Johnson stated there would be additional lighting due to the bank standards for lighting requirements, for security reasons, not being met. There was continued discussion regarding the existing lights and the new lights. Mr. Johnson stated the wall packs were setback further from the curb so they needed to be set higher to reach the drive lane. Mr. Baldwin asked where the poles would be located. Mr. Johnson stated they would be located at the exit side of the ATM around 8-10 feet apart placed between the 3 trees at the exit side of the ATM. There was continued discussion regarding the location of the wall mount and the pole lighting. Ms. Hanley asked what the physical project of the pole lights. Mr. Johnson stated the light fixture projects out a maximum of 11 ½ inches. Mr. Layer asked what is maintained for the average foot candle of the pole lights. Mr. Johnson stated the average they like to reach is 2 foot candles. Mr. Layer stated the Illuminating Engineer Society recommends1 foot candle for suburban and 1.5 for urban. He asked Mr. Johnson why their foot candle is double what is recommended by the engineering society. He then asked if there was other data that would suggest that it was the proper lighting level. Mr. Johnson stated it was the proper lighting level under USAA bank’s lighting requirements for security purposes. Mr. Johnson also explained the industry standards for bank lighting. There was continued discussion regarding the level of lighting and how it will affect future applications when looking at lighting and lighting levels. Mr. Layer requested this application be kept open and on record when looking at lighting in the future. There being no further questions or discussion a motion was in order. Ms. Hanley made a motion that the request for approval of exterior modifications for USAA located at 527 Maple Avenue East, (Docket No. BAR-06-18), be approved as submitted. Motion: Hanley Second: Hyde Approved: 5-0 7 Meeting Adjournment New Business: Discussion began regarding election for chairman of the board. Ms. Hyde nominated Mr. Layer for another term as Chairman for the board. Motion: Hyde Second: Cheselka Approved: 5-0 Mr. Cheselka stated the Vienna Arts Commission requested a work session regarding a mural that has been commissioned for the Vienna Shopping Center. There was discussion regarding the timeline and items needed for mural review. It was decided the work session should be at 8 am on April 5th. Mr. D’Orazio mentioned the two work sessions, as a reminder, scheduled for the morning of January 26th beginning at 8am. He also stated Vienna Market requested a work session with the BAR and asked the board what date would work for the board. There was a brief overview of the use of Granicus / iLegislate for board members to utilize their iPads for reviewing agenda items before and during board meetings. Mr. Cheselka made a motion to close the meeting. Mr. Baldwin seconded the motion. The meeting adjourned at 9:05 PM.
