Chairman Roy Baldwin, Patty Hanley, Paul Layer, and Linda van Doorn were present participating via Zoom, with Michael Cheselka being absent. Planner Andrea West and Principal Planner Kelly O’Brien also participated via Zoom, and Board Clerk Sharmaine Abaied was present in Town Hall. Mr. Cheselka was absent Approval of Minutes Meeting Minutes and Work Session Minutes: Accepted as submitted. Public Hearing Continued Business 332 Maple Ave E - Burke & Herbert Bank Item No. 1: Request for approval of signs and exterior modifications, for Burke & Herbert Bank, located at 332 Maple Avenue E, Docket No. PF-71-20-BAR, in the C-1A Special Commercial zoning district; filed by Robert Brant, of Walsh Colucci Lubeley & Walsh, and Bob Korman, of Burke & Herbert Bank & Trust. Mr. Robert Brandt was present to represent the revision to the application. The revisions to the façade sign is the color scheme, letter, and removal of an underscore. The revisions to the pylon sign are consistent with the photos shared at the prior months meeting. Ms. Hanley asked if the previous proposal had the pole in the metallic color. Mr. Brandt stated it was a change. They had planned to retain the original pole, but with the new proposal they are cladding it with metal as a square post. Mr. Collin Sekas was present to represent the application. Ms. van Doorn inquired about approving with renderings rather than architectural drawings. Ms. West stated staff requires architectural drawings for building permit review. Ms. Mara Bowater was present to represent the application. Mr. Baldwin asked if the fence shown in the pictures was the fence in the application. Ms. Bowater stated the fence he inquired about was the fence to the right. Ms. Bowater then explained what was being proposed. Mr. Baldwin then asked what material was being used. Ms. Bowater stated she was not aware, but that it would be like and kind of the fences currently installed. She also stated they had approval from the HOA. There was additional discussion regarding the style of fence. Mr. Jeff Rankin was present to represent the application. Ms. Hanley inquired about the changes of the door to the window. Ms. Hanley asked about the height of the window, what trim will be on the ground, how high it will come up, and how it would look. Mr. Layer asked if the bottom of the window would be sitting on the concrete slab. Mr. Rankin stated it would be on the concrete slab. Ms. van Doorn asked if they were reducing the size of the planter. Mr. Rankin stated that it would be reduced to accommodate the new egress door and a sidewalk that would be installed. It would be split the planter on either side of the new sidewalk. There was continued discussion regarding the planter. Mr. Pat Stack was present to represent the application Mr. Layer asked about the stone. Mr. Stack stated they would be matching the stone as best as possible to the existing dug out with a slightly thicker grey flagstone cap edge. Mr. Baldwin asked about the plaque. Mr. Stack held up the plaque for board members to view. Mr. Baldwin asked about the sturdiness of the plaque to which Mr. Stack stated it was cast metal and the base was masonry and should hold up well. Ms. Herman, Director of Parks and Recreation, from the Town of Vienna commented on the letter sent in support of the application. Mr. Christner was present to represent the application. Mr. Baldwin asked if they would have 118 lumens and 2700 kelvins, Mr. Christner said that was correct. Guy Brami was present to represent the application. Ms. Hanley asked staff about the shopping center and the stores that were adjacent to Architeccsa. No one was present to represent the application. There was some discussion by the Board regarding some of the sign details as well as deferring the item. Mr. Layer asked staff if they could get the material changes in reference to how bright the sign will be as well as the lumen and kelvin levels. Ms. West said the applicant was replacing an existing sign face and that it may be difficult to get the lumen and kelvin levels.
