Town of Vienna 127 Center Street South Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes Board of Architectural Review Thursday, April 15, 2021 7:30 PM COUNCIL CHAMBERS-VIENNA TOWN HALL Electronic Participation The Board of Architectural Review met on Thursday, April 15, 2021 at 7:30 pm in the Vienna Town Hall at 127 Center St S. and Via Zoom Webinar. Chairman Roy Baldwin, Michael Cheselka, Patty Hanley, Paul Layer, and Linda van Doorn were present participating via Zoom. Planner Andrea West and Principal Planner Kelly O’Brien also participated via Zoom, and Board Clerk Sharmaine Abaied was present in Town Hall. Board of Architectural Review - Continuity of Government 2nd: Mr. Cheselka Ayes: Ms. van Doorn, Mr. Layer, Mr. Baldwin, Mr. Cheselka, and Ms. Hanley Roll Call Ms. van Doorn, Mr. Layer, Mr. Baldwin, Mr. Cheselka and Ms. Hanley were present. Approval of Minutes Meeting Minutes: accepted with a minor revision. Public Hearing 416 Council Dr. NE - Exterior Modification Item No. 1: Request for approval of a rear façade modification, for a town house, located at 416 Council Drive NE, Docket No. PF-09-21-BAR, in the RHT Town Home zoning district; filed by Aurelio Perrone, property owner. Ms. Mara Bowater and Jake Greenspun were present to represent the application. Ms. van Doorn asked if there was a central wood structure between the two existing windows. She then asked if it was a load bearing wall. Mr. Greenspun stated that the door was the same size as the window so there would not be a concern about the wall as the door would be installed using the existing beam that supported the weight above the window. Ms van Doorn asked if there was header there and Mr. Greenspun stated there was a header there already. Ms. van Doorn asked if the wood between the windows would be absorbing some of the load. Mr. Greenspun said they would not. Mr. Baldwin inquired about the neighbor’s door to which Ms. Bowater stated the neighbors had recently been approved for their deck. Marissa Eyon was present to represent the application. Ms. van Doorn inquired about the additional information on the sign from the previous application. Ms. West stated the additional information on the sign were a web address and telephone number that are not allowed per the town zoning code. Motion to approve as submitted: Ms. Hanley Second: Mr. Layer Ayes: Ms. van Doorn, Mr. Layer, Mr. Baldwin, Mr. Cheselka, and Ms. Hanley 5 Ayes, 0 Nays 223 Mill St NE- Exterior Modification Item No. 3: Request for the approval of revision to an approval plan (new bollards) for Mill Street CubeSmart Self Storage located at 223 Mill Street NE, Docket No. PF-34-20-BAR, in the CM Limited Industrial zoning district; filed by Dave Angelini of Bruno Clay Management. Mr. Ian Black and Mr. Dave Angelini were present to represent the application. Mr. Angelini stated the purpose of the bollards is to protect the building and is of a standard design. Ms. Hanley asked how many bollards would be on the right-side loading dock. Mr. Angelini stated the east side, the larger loading dock, would have 16 bollards. The west side, with the smaller loading dock, would have 7 or 8. The bollards are spaced approximately 6 feet apart. Ms. Hanley asked if any bollards were needed for the gas line. Mr. Angelini stated the gas service is under ground and out of the traffic pattern as well as the transformer. Mr. Layer inquired to the type of metal the bollard was made from. Mr. Angelini stated it was standard 6-inch pipe, concrete filled that is painted. The proposed paint for the bollards is bronze to match the exterior façade. Mr. Layer asked if it was a steel pipe, Mr. Angelini stated that was correct. Mr. Layer asked if the bollard would be painted before installation or painted in the field. Mr. Angelini stated it would be field painted. Mr. Layer then asked if it would be powder coated or brush applied, Mr. Angelini stated it would be brush applied with a DTM primer and paint that has a 25-year warranty. Mr. Layer asked if the top would have a smoothed over concrete or a cap. Mr. Angelini stated it would be smoothed over. Mr. Baldwin inquired about the rendering of the west side elevation. Mr. Angelini stated they did not have the elevation for the west side. Ms. West had provided a west elevation from the originally approved renderings. Richard Pepper was present to represent the application. Mr. Pepper stated CVS was rebranding with the new hear logo. The existing façade sign would be removed, and the new heart sign would be installed to the façade. The freestanding sign would be changed as well to match the new logo. Mr. Cheselka spoke on the lumen levels stating they were acceptable. Mr. Layer asked if the color of the plastic was ivory as the rest of the shopping center appeared to be white. Mr. Pepper stated it would be the same as the rest of the center in keeping with their comprehensive plan. The sign would be 2140 ivory plexiglass. Ms. van Doorn inquired about the 24-hour sign. Mr. Pepper stated they would still be 24 hours, but they were proposing to put that sign in the window. Mr. Baldwin asked if the signs would be the same brightness. Mr. Pepper stated the sign would go from neon to LED which are comparable. The lights will have the ability to be dimmed, but there may not be a need to do so. There was additional discussion about the 24-hour sign and the windows. Ms. Hanley asked about the size of window signage. Ms. West stated 1 ½ square feet does not require a permit, but that the code only allows up to 10 square feet for a window sign.
