Chairman Roy Baldwin, Michael Cheselka, Patty Hanley, Paul Layer were present in Council Chambers or via Zoom. Ms. Linda van Doorn was present via Zoom. Principle Planner Kelly O’Brien and Board Clerk Sharmaine were present in Town Hall. Board of Architectural Review - Continuity of Government Sept 16, 2021 Resolution for Continuity of Government Second: Mr. Layer Ayes: Ms. van Doorn, Mr. Layer, Mr. Baldwin, Mr. Cheselka, and Ms. Hanley Roll Call Roll Call: Ms. van Doorn, Mr. Layer, Mr. Baldwin, Mr. Cheselka and Ms. Hanley were present Approval of the Minutes Approval of the meeting minutes were moved to the end of the meeting. Old Business 215 Center St S. - Vienna Police Dept - Roof Color Revision 211Center St S. - Bowman House - Roof Color Revision Item Nos. 1 & 2: Request for approval of a roof color change, for the Police Station, under construction at 215 Center Street S, and the Bowman House, located at 211 Center Street S., Docket Nos. PF-392171-BAR & PF-551475-BAR, in the RM-2 zoning district, filled by Roderick Williams, Project Architect from Dewberry, James “Jim” Morris, Chief of Police, Town of Vienna and Leon Evans from Town of Vienna Parks and Recreation Department. Mr. Roderick Williams was present to represent the applications for the roof change. Mr. Roderick reviewed the previously approved roof color and materials with the Board. Mr. Roderick requested the charcoal gray replace the approved color as it was a darker gray and inline with the design intent. The Board had no questions regarding the color change. Mr. Layer made a motion to approve the request for a roof color change, for the Police Station, under construction at 215 Center Street S, and the Bowman House, located at 211 Center Street S., Docket No. PF-392171-BAR & PF-551475-BAR, as submitted. Motion: Mr. Layer Second: Ms. Hanley Ayes: Ms. van Doorn, Mr. Layer, Mr. Baldwin, Mr. Cheselka, and Ms. Hanley Motion passes 5 to 0 140 Church St NW - Trace - the Zero Waste Store - Sign Item No. 3: Request for approval of a sign for Trace – the Zero Waste Store, located at 140 Church Street NW, Docket No. PF- 593771-BAR, in the C-1B Pedestrian Commercial zoning district, filed by Padmala Persaud of Trace – the Zero Waste Store. Ms. Padmala Persaud was present to represent the application. Ms. Persaud stated the request to have the proposed sign achieve a background color of the sign as close in color to the existing signs. The sign company was able to come up with a solution to include the color of the lettering be lighter to match the other plaza signs. Mr. Baldwin asked which of the three options was Ms. Persaud asking to be considered. Ms. Persaud stated it was the sample she brought that evening which was the printed border with the lighter color lettering. Mr. Cheselka questioned the colors and why the sign companies could not match the colors. He requested that the background purple and lettering be the same color as the existing signs. There was a question about the white letter. Ms. Persaud stated there was not white on the sign it was just a sample of the material being used. Mr. Baldwin asked Mr. Cheselka’s thoughts on the color and he stated it may end up being lighter due to ultraviolet rays. He continued stating he felt they should be able to match the colors. Mr. Layer clarified the color of the lettering being gold and not white. Mr. Layer stated he felt the raised border would be a better option and give some individuality and the color was very close to the current sign colors. Ms. Hanley asked what the difference was between the border of the raised panel and what is existing. Ms. Persaud stated the existing border was carved out and the width was the same on the raised and carved out. Mr. Baldwin asked why the border could not be carved out. Ms. Persaud stated that the details of why the border would not be carved out was in the presentation from the previous month, but that they could not carve out the border due to the type of wood used. The wood chosen was based on the sustainability aspect. Mr. Baldwin asked for a sample of the raised border, Ms. Persaud stated it was the same material as the letters. Mr. Layer asked how the end of they plywood sign would be capped or sealed. Mr. Layer stated it would be important to make sure the ends of the plywood sign were treated so it did not delaminate. Ms. Hanley made a motion to approve the Request for approval of a sign for Trace – the Zero Waste Store, located at 140 Church Street NW, Docket No. PF- 593771-BAR, with the condition that it be option three with the raised border. The border and the letters will be brilliant gold and the plywood ends be treated with a sealer to prevent delamination. Motion: Ms. Hanley Second: Mr. Layer Ayes: Ms. van Doorn, Mr. Layer, Mr. Baldwin, Mr. Cheselka, and Ms. Hanley Motion Passes: 5 to 0 New Business 448 Maple Ave E - Madeline Proust Baker - Sign Item No. 4: Request for approval of signs for Achikian Goldsmiths, located at 110 Pleasant Street NW, Unit C, Docket No. PF-608728-BAR, in the C-1A Special Commercial zoning district, filed by business owner Maral Achikian. Ms. Maral Achikian was present to represent the application. Ms. Achikian stated she would be using the sign from her previous location on Church to the new location. The application also included the double sided monument sign which would have their logo on it. Mr. Cheselka made a motion to approve request for approval of the monument sign for Achikian Goldsmiths, located at 110 Pleasant Street NW, Unit C, Docket No. PF-608728-BAR, with the condition that the background of the sign match the Culinaria sign, and the log will fit a just slightly larger perimeter than the pre-existing sign. Ms. Hanley made a motion to approve the request for a sign reface for Madeleine Proust, located at 448 Maple Ave E, Docket No. PF-605837-BAR as submitted. Mr. Cheselka made a motion to approve the request to replace existing wooden fence on a commercial property, located at 100 Maple Avenue E, Docket No. PF-597978-BAR, as submitted. Motion: Second: Ayes: Ms. Van Doorn, Mr. Layer, Mr. Baldwin, Mr. Cheselka, and Ms. Hanley Motion to pass 5 to 0 415 Windover Ave NW - Green Hedges School - Exterior Modification (fence) Item No. 7: Request for approval of fence modifications for the Green Hedges School located at 415 Windover Avenue NE and 206 Lewis Street NW, Docket No. PF-610841-BAR, PF-611223-BAR, PF-611230-BAR, in the RS-12.5 Single-Family Detached Residential zoning district; filed by Tom Mast of Green Hedges School, Inc. Ms. Hanley made a motion to approve the request of a fence modifications for the Green Hedges School located at 415 Windover Avenue NE and 206 Lewis Street NW, Docket No. PF-610841-BAR, with the condition that the top edge be rolled and fastened to the back side of the existing split rail fence and the base of the fence be tied as appropriate to prevent movement.
