Continuity of Government - Electronic Participation
The Board of Architectural Review met in regular session at 7:30 PM on Thursday,
December 16, 2021, in the Vienna Town Hall at 127 Center St. S. Chairman Roy Baldwin,
Vice-Chair Michael Cheselka, Patty Hanley, Paul Layer were present in Council
Chambers. Linda van Doorn was present participating via Zoom. Principal Planner Kelly
O’Brien and Board Clerk Sharmaine Abaied were present in Council Chambers.
Mr. Baldwin called the meeting to order.

142 Branch Rd SE - Sign Revision - Big Buns
Item No. 1: Request for approval of revised submission for the previously approved building
mounted signs for Big Buns, located at 142 Branch Rd SE, Docket No. PF-637880-BAR,
in the C-2 General Commercial zoning district, filed by Tony Rogers of Ark Signs,
project contact.
Mr. Kevin Barry was present to represent the application. Mr. Barry stated they wanted to
make the sign family friendly and simple rather than using the letter D with symbols they
decided to use “EST * 2007”. There were no issues or additional comments regarding the
changes by the Board.
Ms. van Doorn did question the Boards input on the content of signs in the future.
Mr. Cheselka made a motion to approve the request approval of revised submission for the
previously approved building mounted signs for Big Buns, located at 142 Branch Rd SE,
Docket No. PF-637880-BAR, as submitted.

New Business
315 Maple Ave E - Exterior Modifications & Signage - Chase Bank
Item No. 2: Request for approval of façade of a new building, lighting, landscaping and
signs for Chase Bank, located at 315 Maple Ave E, Docket Nos. PF-668922 &
668778-BAR, in the C-2 General Commercial zoning district, filed by Aaron West of OTJ
Architects, project architect.
Ms. Michelle Rosati was present to represent the application.
Ms. Rosati explained the changes from the work session and what is submitted for the
Board to review at the meeting. The site plan changed significantly. The original location
of the ATM was along Maple Ave but has been moved to the rear of the site, 117 feet from
the sidewalk. That ATM is now perpendicular to Maple and no longer a two-lane ATM, but
a one-lane ATM. A full pedestrian entrance was added to Maple Ave with a brick path.
There will be perennial plantings, shrubs, and trees including the existing Maple trees.
Another change was the addition of a front door from the sidewalk. What had been a blank
wall on the Glyndon St elevation was changed to add signage and a feature over the door.
Ms. Rosati stated they would like to lower the middle façade to create diversity in the
Glyndon side although it’s not in the application. Ms. Hanley asked how much lower, Ms.
Rosati stated 6 inches. Ms. Rosati stated the additions to the exterior was based on input
from the BAR. Also, the sign package was amended to remove the sign on the Tysons side
of the building. All the signage will have dimmers, so the output is limited to 150 lumens.
Ms. van Doorn asked about the 7100 kelvin levels. Ms. Rosati stated they would need to
have the sign specialist speak on the kelvins.
Ms. Hanley inquired about the material samples. The yellow or light color limestone will
collect road dust, a grayer tone may do better regarding maintenance.
Mr. Layer stated that according to the material samples the rendering colors do not depict
well what the actual building will look like. Mr. Layer stated he didn’t feel the contrast
would be achieved as it is in the elevation with the smoked gray glass set in the fiber
cement product. Ms. Rosati showed the Board additional types of stone to possible use
rather than the proposed limestone. There was continued discussion regarding the
potential stone.
Ms. Hanley said the choices presented online by Ms. Rosati were better, but she would
need to see the samples next to each other to get the best idea.
Mr. Baldwin asked Ms. Rosati to show on the renderings the fiber cement panels and their
locations. It was discovered that FC2 is lighter than what the rendering shows which is an
advantage. Mr. Baldwin asked about the size of the roof for the ATM, Ms. Rosati stated
that should cover for those using the ATM on the driver side of the car. Mr. Baldwin
asked if there was potential for people to walk up to the drive-through ATM. Ms. Rosati
stated there would be a walk-up ATM in the lobby of the bank.

Ms. Hanley asked if they could speak with the lighting consultant before a motion.
Mr. Layer asked about the lighting by the ATM which Ms. O’Brien stated were the
parking lot lights and the towns acorn lighting.
There was some discussion by the Board about Lumens and Foot Candles in reference to
the lighting plan. Ms. Rosati stated that the Board of Zoning Appeals wanted to ensure the
site was lighted enough for security purposes.
Ms. Kimberly Morgan was present to represent the application. Ms. Morgan asked if the
question present was how they would achieve the 150 Lumens while maintaining the
Kelvin level. Ms. O’Brien asked what the proposed Kelvin level would be. Ms. Morgan
stated the Kelvin level would still be 7100k for the lights. The 3500 preferred is yellow
and the layer of diffuser vinyl inside the Chase sign would make the letter gray/green with
the lower Kelvin (3500). The voltage can be lowered allowing the illumination to be 150.
Mr. Layer asked if the 3500 would appear yellow. Ms. Morgan stated the 3500 would be
yellow and the Chase standard is blue white. Mr. Layer stated the Board prefers to avoid a
blue light by requesting the 3000 to 3500 kelvins. Mr. Layer asked for clarification for
the need for 7100 kelvins. Ms. Morgan said the diffuser vinyl would make any light drop
the 35% less its normal measurement. Mr. Layer asked if the diffuser vinyl is placed
over the entire surface that the light would penetrate. Ms. Morgan said yes and the sample
was submitted with the application. There was continued discussion regarding the kelvin
levels and the differences between the levels. There was a consensus that 4100 kelvin was
the highest kelvin level they would agree to.
Mr. Baldwin asked for information in preparation of a motion. It was decided that stating
the revised elevation with the parapet 6” lower in the center portion would be the language
in the motion. Mr. Layer then inquired about the stone. Board members stated the
applicant could submit the stone samples mentioned in the meeting for the Board to review
and approve without the applicant being present at the following meeting. Ms. Rosati
stated that would be fine but wanted to ensure procedurally that would be acceptable. Ms.
O’Brien said that would be fine and it would not hold up building permits.
Mr. Layer asked if there had been an agreement regarding the kelvin levels. The Board
members stated they would be agreeable to the 4100 kelvins and the 150 lumens on a
dimmer.
Ms. Hanley made a motion for approval of façade of a new building, lighting, landscaping
and signs for Chase Bank, located at 315 Maple Ave E, Docket Nos. PF-668922 &
668778-BAR with the condition that the elevation along Glyndon Street be revised as
presented with a 6” lower parapet center portion to create a more dramatic elevation
difference. The sign kelvin levels be reduced to 4100. The materials to be approved with a
follow up submission of samples (stone) to approve the color.

Ms. Hanley inquired about the temporary signs / banners and when they will come down
(due to the emergency ordinance allowance). Ms. O’Brien stated they are allowed for 60
days. The Economic Development Manager and Zoning Administrator are working

together to communicate with business regarding the end of the emergency ordinance.
Ms. O’Brien stated there was not an application for banners, but they would have to meet
the size and duration. If there is a sign that seems that it is not in compliance the zoning
administrator would like to be informed. Mr. Layer stated the temporary sign permit
would not be brought back, but that there was only a 60-day time frame with no review. Ms.
O’Brien stated that is the current operating procedure for banners. There was continued
discussion regarding temporary banner requirements.

Ms. Hanley made a motion to adjourn the meeting. Mr. Cheselka seconded the motion.
With no objections the meeting adjourned at 8:38.
