The Board of Architectural Review met in a regular session on Thursday, September 21,
2023, at 7:30 p.m. in Town Hall, located at 127 Center St S, Vienna, VA 22180.
Chair Mr. Baldwin called the meeting to order at 7:30 p.m.
Roll Call: Mr. Layer, Ms. van Doorn, Ms. Hanley, Mr. Cheselka, and Mr. Baldwin were
present.

August 17, 2023, meeting minutes were accepted into the record as submitted.

BAR23-425 377 Maple Ave W - The Maple Room - Exterior Modifications
Request for approval of revisions to previously approved exterior modifications for The
Maple Room, located at 377 Maple Ave W, Docket No. PF-698964-BAR, in the C-1 Local
Commercial zoning district, filed by John Gaston, Paramount Construction Services,
LLC. Project contact.
Applicant Present: John Gaston
Mr. Gaston described the revisions that included removing the previously proposed
umbrellas or sails from the application and installing two decorative lights in front of the
building on Maple Avenue. He explained that the owners are still determining if they want
to go with the umbrellas or the sails; therefore, they would like to remove those items from
the application until they figure out what they need based on how it goes in the first few
months of opening. It was discussed that when the owners are ready to decide which option
they prefer, they would have to submit a revision to this application.
The board reviewed the proposed decorative lights and stated the following:
Mr. Layer stated that he passed by during the night, and the lights seemed decorative. Mr.
Cheselka voiced his concern about the lumen level being too bright. Mr. Gaston referred
to sheet 6.1 in the PowerPoint presentation and stated they chose the lowest setting: the
3000 kelvin level and the 1860 lumen level. There was a conversation about the difference
between the lumen level for a sign and the lumen level for decorative lights. Mr. Layer
asked if the lights were on a dimmer, and the applicant stated he spoke with the
electrician, who said he would find a way to dim it down if necessary.
Ms. Hanley stated she walked by and didn’t notice an overabundance of light. She believes
the decorative lights have the same tones as the other lights around the building. Mr.
Layer said his only concern is how the neighbor feels about the lights. He thinks the best
approach would be to have a dimmer to adjust the light. Mr. Cheselka noted that he was
going off by the information on the application, and the number of lumens on the
application seemed high. The brightness of the lights can potentially be dangerous to
traffic. The discussion continued.
Ms. van Doorn asked whether the decorative lighting replaced the parking lot lighting.
Mr. Gaston stated that they are not meant to replace parking lot lights. They’re intended to
replace the different fixture that was previously there.
Mr. Baldwin stated he feels the light pole is more decorative than functional. He feels it
would be distracting to the southbound traffic on Maple Ave. He would favor a standard
streetlamp with a cover on top pointing downward so that people could see down on the
ground.
Ms. Hanley commented that the decorative light would be one of the few light sources for
the patio area, making the site more ambient. She agrees with Mr. Layer's suggestion of
having a dimmer to adjust the light when necessary.
The board reviewed the tabletop sample requested during the last Board of Architectural
Review meeting. With no further discussion or concerns, a motion was in order.
Ms. Hanley made a motion to approve the revisions to previously approved exterior
modifications for The Maple Room, located at 377 Maple Ave W, Docket No.
PF-698964-BAR, in the C-1 Local Commercial zoning district, with the following

• The decorative lighting has a dimmer switch to control if necessary. The light is dimmed
to a level to create ambiance only and is unintrusive to traffic and the neighbor’s house.

Request for approval of a new sign for Kaizen MMA, located at 124 Branch Rd SE, Docket
No. PF-1095922-BAR, in the C-2 General Commercial zoning district; filed by Ruby
Loutfi of Enshin Karate Vienna Learning Center, Project Contact.
Applicant Present: Ashley Ballinger
Ms. Ballinger stated that Kaizen MMA is a family-owned and operated martial arts school,
which she has been a part of since age five. She described the sign colors (red and black)
as powerful colors significant to the company. She said the current lightbox would be
removed to allow more sunlight into the facility. Ms. Ballinger believes the sign is a great
fit with the neighboring signs to the left side of the Fresh Market Plaza.
There was a brief discussion about Fresh Market Plaza having a master sign plan for half
of the shopping center and the location for Kaizen MMA being part of the master sign
plan.
Mr. Baldwin asked what the oriental characters on the logo meant. The applicant
responded that the top major character is Kai, meaning good, and the bottom character is
Zen, meaning change. The business name is Kaizen, meaning good change. With no
further questions, a motion was in order.

Branch Rd SE, Docket No. PF-1095922-BAR, in the C-2 General Commercial zoning
district as presented.

Request for approval of signs for Yellow Diner, located at 501 Maple Ave W., Docket No.
PF-1104080-BAR, in the C-1 Local Commercial zoning district; filed by Daniel Nagib of
Emille Enterprises Inc., Project Contact.
Applicant Present: Daniel Nagib
Mr. Nagib discussed the locations of the three signs, noting that the three signs will be
located on the restaurant’s new vestibules South, West, and East elevations.
Ms. Hanley voiced her concern about the yellow color possibly not showing contrast with
the color white on the signs, limiting the daytime visibility. Ms. Hanley suggested that if
the business owners find that the sign is not offering visibility, they can come back for a
revision to change the background color.
Ms. van Doorn stated that the scale on the signs looked off. The word “Diner” on the signs
seemed small. She wondered if the word would be noticeable to someone driving by. She
noted that she understood the design was a business decision but wanted to voice her
concern about the scale between “Yellow” and “Diner.”
There was a discussion about the yellow color the applicant was proposing. Mr. Cheselka
stated that the proposed yellow color is more goldish. It has a mid-tone base, which makes
it thicker and more substantial. The discussion about the color continued.
Mr. Baldwin asked for clarification on the Kelvin level. The applicant stated that the kelvin
level is 3,000 and the lumen level is 150. With no further questions, a motion was in order.

BAR23-430 374 Maple Ave W - Tango Pastry (Sunrise) - Signs
Request for approval of signs for Tango Pastry, located at 374 Maple Ave W., Docket No.
PF-1109260-BAR, in the MAC, Maple Avenue Commercial zoning district; filed by Jackie
Dominguez of Sunrise Senior Living, Project Contact.
Applicant Present: Rhiannon Schroth
Ms. Schroth explained her request to change the previously approved signage for Corner
Café. The applicant is proposing new awnings and pin letters for Tango Pastry, which is
now occupying the location where Corner Café used to be. The proposed pin text above
Maple Avenue and Liberty Lane awnings will say “Argentine Café.”
Additionally, the applicant is also proposing two new awnings with the business logo
“Tango Pastry” in white and an image of a croissant in a yellowish gold color for the top of
the awnings and the words “BY ARGENTINE CHEF” at the bottom of the awnings.
The board reviewed the application and samples provided by the applicant and stated the
following:
Ms. van Doorn wondered if the letters on the rendering would stand out sufficiently. Ms.
Schroth stated that ideally, you want one inch of height for every 10 feet of distance and
noted that the sign is visible from across the street.
Mr. Layer said he likes the color combination. He voiced his concerns about the signs “
Tango Pastry” and “ BY ARGENTINE CHEF” being repeated four times. He mentioned
that historically, the board does not permit repeated information because it becomes an
advertisement. The code is written to identify the facility and provide an idea of what the
facility offers. Mr. Cheselka agreed with Mr. Layer's concern and stated that the awnings
looked cluttered.
Ms. Hanley also agreed that the awnings looked cluttered and stated that it would be more
acceptable if it were just the logo and the business name on the building. She said
removing the “BY ARGENTINE CHEF” at the bottom can declutter the awnings.
Ms. Hanley pointed out that there is currently some bubbling under the pin letters on the
green board. The substrate has failed. She wanted to inform the applicant about the issue
since that is where the sign is being mounted. Ms. Schroth replied that she would look into
it.
Mr. Baldwin concurred with the comments about the repetitive and unnecessary phrase
“BY ARGENTINE CHEF” on the awnings. He asked if the business name was “Tango
Pastry,” to which the applicant said yes. Mr. Baldwin said that the words “ARGENTINE
CAFÉ” above the awnings seemed descriptive of the restaurant. Mr. Layer pointed out that
the business name is usually in prominent letters, and the tagline is in subordinate
letters. In this case, it is reversed. There was a discussion on options that would help the
awnings look less cluttered.
Ms. Hanley suggested having one “BY ARGENTINE CHEF” on the front face and one on
the side face to avoid having them next to each other. Mr. Cheselka questioned the need for
signs over the window on both sides.
Mr. Layer suggested having one awning with the logo “Tango Pastry” and one without the
logo on the front entrance facing Maple Avenue and at the front door facing Liberty Lane

Street so it wouldn’t look repetitive, and each side has one sign. The board discussed.
Ms. van Doorn asked if there was any movement to put the bakery's name, “Tango Pastry”
on top of the awnings and the descriptor “ARGENTINE CAFÉ” below. She believes the
consumers will think the business name is “ARGENTINE CAFÉ” vs. “Tango Pastry.”
Mr. Baldwin stated that from an aesthetic standpoint, he wouldn’t mind the logo “Tango
Pastry” with the croissants on all four of the awnings, but he was opposed to the “BY
ARGENTINE CHEF” on any of the sides because it was too much.
Mr. Layer made another suggestion. He proposed having one awning with the logo “Tango
Pastry” and “ARGENTINE CAFÉ” as a tagline instead of “BY ARGENTINE CHEF” on
each side. All other information should be deleted, including the ARGENTINE CAFÉ on
the façade.
Ms. van Doorn wondered if the board differentiates signage on umbrellas from signage on
awnings. The board discussed this, and it was stated that the code was designed not to allow
repetitiveness; therefore, the same standards would apply to umbrellas.
The board deliberated what would be the best approach for the motion. It was explained to
the applicant that if the item was approved with one of the board's recommendations and the
business owners disagreed with the option selected, they could resubmit a new design, as it
would be the same outcome if the application were to be deferred.
Ms. van Doorn stated she believes it would be cleaner to defer the item and have the
applicant resubmit since Ms. Schroth received input about the board’s concerns. The
applicant said the owners would love to have something approved tonight. She is unsure
about changing the “BY ARGENTINE CHEF” to “ARGENTINE CAFÉ” as suggested.
Mr. Layer responded that he was willing to accept leaving it as is on the corner awnings
(one on each side), to which the applicant agreed. Ms. Schroth stated that if the awnings
next to the ones with the logo can be left blank, that could also be acceptable.
Mr. Layer made a motion to approve the request for approval of signs for Tango Pastry,
located at 374 Maple Ave W., Docket No. PF-1109260-BAR, in the MAC, Maple Avenue
Commercial zoning district, filed by Jackie Dominguez of Sunrise Senior Living, with the
following revisions:
• The Argentine Café on the upper portion of the panel is removed.
• The information on the awnings to the left and the right of the corners is removed.
• The awnings in the corner on both sides, front and side, will remain as is.

BAR23-426 308 Maple Ave E - TD Bank - Exterior Modifications
Request for approval of exterior modifications for TD Bank, located at 308 Maple Ave E,
Docket No. PF-1090284-BAR, in the C-1 Local Commercial zoning district, filed by
Ashley Torres, McKeever Services Corporation, project contact.
Applicant Present: Bryan Giroux
Mr. Giroux presented the board with the proposed exterior modifications that included the
following:
The addition of an architectural fin element for the front elevation on the left side. The
fin elements are aluminum tubes painted with the TD brand color (Pantone 361) that will
have backlit illumination with a green tint to create a glow behind the signage.
The proposal of metal Bahama-style shutters for their CSR platform on the Southeast
and Northeast elevations above the storefront windows. The shutters will also have tape
lighting to create a green glow. This would be an accent glow to the building at night,
similar to the Chase Bank across the street.
The replacement of the storefront system with a system by Kawneer. The proposed
system is framed and adheres to modern energy efficiency codes.
Paint the rear door to match the existing brick color.
Drive-through elevation: replacement of the stainless-steel bands with a green metal
panel. The tagline will be a vinyl application to the green panel.
No changes to the landscaping- proposing to trim back overgrown bushes and trees and
replace dead planting in kind.
Mr. Layer stated that the changes are acceptable, but there is a concern with the LED
lights. He noted that the applicant referenced the lighting across the street, so he wanted
to point out that everything across the street at night is very low-key. He questioned how
would the board know if the fins would not be brighter than what is shown/stated on the
application. How would they know if the fins would be accent-oriented?
Mr. Giroux stated that TD has gone through extensive testing. They have worked closely
with the manufacturer of the LEDs to do specific testing and mockups so that this wasn’t
an overbright feature. Additionally, the fins will have a dimmer switch installed so that it
can be adjusted at any time. The discussion continued.
Mr. Baldwin asked if the shutters would have any illumination, and the applicant
responded that the awnings are an airfoil profile, and there are gaps between each fin, so
the lights behind will shine through. He assured the board that they were not trying to
light the sidewalks in front of the branch but instead have a glow between the slots of the
awnings.
Mr. Layer asked if the tape lighting would be on a dimmer, to which the applicant stated he
doesn’t believe that tape lighting allows for a dimmer. There was clarification on the
dimmer lighting system and dimmer switch information provided in the application. Mr.
Giroux said that the dimmer controls the illumination of the fins, and the switch was to
step it down to a specific voltage.
Mr. Cheselka voiced his concern about the lighting. He reviewed the applicant's lighting
stats and said that the applicant is getting 22 lumens per foot for 9 feet, which puts him at
around 200 lumens, and for the LED tape lights listed for the shutters, the kelvin level is
3225, and lumen level 197 which are on the high end. Mr. Cheselka commented that he
felt the tape lights (on the shutters) with the stated lumen level would make it brighter
than usual. He added that having a dimmer as a provision would help.

Ms. Hanley stated she was less concerned about the brightness of the lights than the
aesthetics of the architectural fins, on top of adding the bright green shutters. She doesn’t
think that it is cohesive with the existing building. If the color was different, like black,
then it might work with the brick. She stated that it seemed the only reason they chose
green is because TD Bank is green, and it leads her to believe that the building will be
used as a giant advertisement instead of using the building to fit into the neighborhood and
community.
Ms. Hanley commented on the applicant's reference about the lights for the bank across
the street. She said that those lights are more of a halo type that glows behind and
emanates elegantly and pleasantly. The brightness of the proposed green, plus using a
green light on a green fin and a green shutter, is not congruent with the existing building,
in her opinion.
Mr. Layer asked for clarification on the picture that shows the fins glowing. He wondered
if the fins would not glow. The applicant replied that it is a glow effect from the space
between the fins. The discussion continued.
Mr. Baldwin thinks the fins on the left side detract from the TD logo. He does not see the
decorative purpose. He is not a fan of the fins. He stated that he would approve the awnings
with a soft glow. Lastly, he asked how the shutters are built. The applicant said the
awnings are made in sections and spread over the overall length from glass to glass. There
will be no gaps between the segments of the awnings.
The board quickly reviewed the list of the proposed changes to ensure it was all discussed.
It was decided to separate the items to be able to vote separately on the ones that caused
some concern to the board.
Mr. Layer made a motion to approve the exterior modifications for TD Bank, located at 308
Maple Ave E, Docket No. PF-1090284-BAR, in the C-1 Local Commercial zoning district,
as follows:
The storefront, green panels at the teller window (back), and painting on the rear door
be approved.

BAR23-427 308 Maple Ave E - TD Bank - Signs
Request for approval of replacement signs for TD Bank, located at 308 Maple Ave E.,
Docket No. PF-1095637-BAR, in the C-2 General Commercial zoning district, filed by
Gary Brent of MG Permits, Project Contact.
Applicant Present: Gary Brent
Mr. Brent Presented the board with the proposed signs that included the replacement of
the current monument sign, façade signs, and drive-thru teller window sign. The applicant
proposes adding signs to the glass above the entry doors and removing all the exterior
brochure holders.
The monument sign will be internally illuminated with the lumen level at 150 and the
kelvin level at 3500. The sign is translucent green vinyl on a 3/16 acrylic white face. It
will be in the exact location of the current sign using the existing support pole and footing.
The façade sign to the left would be modified to eliminate the proposed fins that were not
approved on the previous item number 5. The cabinet sign is a 3/16 acrylic with
translucent green vinyl and the “TD” logo on white, similar to the monument sign. The
sign is internally illuminated with the lumen level at 150 and the kelvin level at 3500.
The sign over the storefront will have individual channel letters internally illuminated.
The kelvin level is 3500, and the lumen level is 150. The sign is a white acrylic with a
green vinyl overlay. The proposed sign is slightly smaller than the existing sign.
The drive-thru window sign is a replacement eight-inch green panel with white vinyl that
is not illuminated. The applicant noted that the bottom panel below the drive-through
window is silver, not green, as mentioned in the previous application, and that the sign
company would install it.
The signs on the four entrance doors are new and will display “America’s most convenient
bank.” The signs are white vinyl, which will be applied to the outside of the glass.
Ms. Hanley asked for clarification about the monument sign. The applicant ensured that
the concrete footing and the existing steel pole would remain. The sign and the cladding
are replacements. The applicant also confirmed that the landscaping is going to stay as
well.
Mr. Baldwin commented that he prefers the monument sign to say TD Bank rather than
TD. The applicant stated they’re trying to differentiate themselves from other banks. Mr.
Baldwin said he likes that the sign over the storefront is cleaner and has no green
underline. With no further comments, a motion was in order.
Ms. van Doorn made a motion to approve the replacement signs for TD Bank, located at
308 Maple Ave E., Docket No. PF-1095637-BAR, in the C-2 General Commercial zoning
district with the following conditions:
• The applicant must submit updated renderings showing the sign on the façade without
the fin element.

Request approval of a canopy sign for iCode, located at 419A Maple Ave E., Docket No. PF-
1101754-BAR, in the C-1 Local Commercial zoning district; filed by Steve Kenney of RV
Architects., Project Contact.
Applicant Present: Stephen Kenney
Mr. Layer recused himself from the item since there was no objection to the application
during the August 11, 2023, work session for which he was absent.
Mr. Kenney explained that the tenant had installed the sign, thinking he did not need
approval from the board since he was replacing the awning that was previously there. Mr.
Kenney informed the business owners that they needed approval from the Board of
Architectural Review.
The applicant stated that the tenant used the same frame but replaced the material on the
vinyl awning with the iCode logo embedded in it. The board reviewed the application and
stated the following:
Ms. van Doorn commented that the sign looks more prominent in person but is within the
limitation. Ms. Hanley stated that since it is similar and kind to the Apple Federal Credit
Union, there is no reason to deny it. She would prefer that when the item returns for an
update, the colors are current and more pleasing to the eye. She wondered about the
longevity of the awnings, to which the applicant stated seven years for the typical fabric
awnings and a little longer for the vinyl material. Overall, the awning would have to be
replaced within ten years.

Ave E., Docket No. PF- 1101754-BAR, in the C-1 Local Commercial zoning district as

Request for approval of a revision to exterior modifications for Bognet Construction,
located at 139 Church St NW., Docket No. PF-1032511-BAR, in the C-1B Pedestrian
Commercial zoning district; filed by Steve Kenney, RV Architecture, Project Contact.
Applicants Present: Stephen Kenney and Jim Bognet
The applicants presented the board with a revision that included color changes to the
masonry, the metal roofing and aluminum coping, the Trex decking, and the plaque. Mr.
Kenney explained that the colors switched from tans and bronze to grays and white during
the last meeting. After the meeting, the tenant and the owner decided to make a few color
changes. It was noted that the windows and doors will remain dark bronze. The masonry
stain will be gray, and the roof color will be charcoal since it blends better with the
cyberspace color. Color samples were provided for the board to review. The board members
commented that the color schemes were an improvement. With no questions or concerns, a
motion was in order.

Request for approval of exterior modifications for Bognet Construction, located at 145
Church St NW., Docket No. PF-1109320-BAR, in the C-1B Pedestrian Commercial
zoning district; filed by Steve Kenney, RV Architecture, Project Contact.
Applicants Present: Stephen Kenney and Jim Bognet
Mr. Kenney described the proposed changes, which included removing all the mechanical
ducts/louvers, filling in the bricks to match the adjacent, removing the roof penetrations
and boxes, and replacing the front building roof shingles with a standing seam roof.
Additionally, on the front façade, they will recoat all the upper portion bricks with a white
tone and the lower portion with a beige tone. The applicant also said they would replace the
front fabric awnings with Mapes metal awnings attached to the building. The landscaping
in the front of the building will be updated with new planting, and they’re removing the
sloped roof at the rear of the building to create a flat roof from composite wood. Lastly,
depending on the grading, they will cut in an ADA access ramp on the right side.
Mr. Cheselka stated that he likes the changes done to the back and the front of the
building. He believes it would be more pleasant for the tenants.
Mr. Kenney mentioned that they’re placing lights (sconces size) on the rear on either side
of the door. If there are any concerns with the lighting, the applicant is willing to put it on
dimmers.
Mr. Cheselka asked if the landscape was only in the front area, to which the applicant
stated yes. Mr. Baldwin asked if the landscaping was part of the application. There was
clarification about the applicants using the existing landscaping bed and only replacing
the flowers.
Ms. Hanley pointed out that she noticed that the existing conditions have a lot of exterior
light fixtures with cords running up the side of the building. She would like that to be
cleaned up, to which the applicant agreed. Ms. Hanley asked if the shutters on the front
façade would be removed. Mr. Kenney stated he didn’t have a strong opinion in one way or
another. There was a discussion about eliminating the shutters in the front and rear
façade and adding landscaping to the blank wall (left elevation) on the side facing Lawyer’s
Rd. It was also mentioned that the tenant can add a piece of decorative art on the outside
(rear elevation) to the right of the door. Lastly, Ms. Hanley wondered why the cornice
(shown on the perspective document BAR-03) was running into where a gutter would be.
There was a conversation about changing the cornice so it doesn’t go directly into the
pitched roof.
Mr. Baldwin said he was okay with the metal awning on the front. His only concern is that
the awnings appear to be flat in the renderings. He asked the applicant if he had thought
about what would happen to the water when it fell on it. Mr. Kenney stated that they have a
built-in gutter system. The soffit panel is also a roof panel, so everything pitches into the
perimeter gutter system. Mr. Kenney explained that they can use a diverter (outside of the
path of travel) that spills the water out to grade or put a little mini downspout on them,
which can’t be more than two or three square inches. Mr. Baldwin felt that the diverter
would be a good solution for keeping the water away from the foundation of the building.
Mr. Baldwin said he was concerned about the roof on the back in the upper left corner. The
roof is a vertical roof rather than a slanted roof. It was mentioned in the previous meetings
that the proposed roof was not consistent with the Church St vision. Mr. Baldwin asked if

the HVA equipment on the standing seam roof could be placed anywhere else. Mr. Kenney
stated that it can’t be placed on a pitch roof. He noted that he thought he was being
consistent with Roberto’s building, which has a mix of pitch and flat roof. Mr. Baldwin
commented that the condensers on the roof would free up space. The applicant added that it
would eliminate all the louvers on the front and clean up the HVC system. He will still have
units inside the split systems, but the condensers will all be on the roof.
Ms. Cheselka made a motion to approve the revision to exterior modifications for Bognet
Construction, located at 139 Church St NW., Docket No. PF-1032511-BAR, in the C-1B
Pedestrian Commercial zoning district, with the following conditions:
• Shutters to be removed.
• Cornice return be shortened.
• Addition of a rectangular planter (on Lawyers Rd) similar to the ones used on 139
Church St.

The board discussed the following:
Ms. Hanley asked about a straightforward way to add landscaping that wouldn’t require a
site plan modification.
There was a discussion on best practices for mural applications moving forward.
Questions:
o Does the board still hold the same view as is laid out in the 2010 mural memo?
o If we still hold those views, guidelines should be given to potential applicants.
o Best practices for mural artwork:
Murals and large artwork go to the board as a work session at the Chair’s discretion
after discussion with the staff liaison.
Determination based on the project's complexity, location, and size.
The board voted 5-0 to add the work session as part of the process for murals and artwork
based on the best practices listed above.
The board also requested a new mural artwork application in IDT rather than exterior
modifications, as that application only entails some items needed for those projects.
