The Board of Architectural Review met in a regular session on Thursday, February
15, 2024, at 7:30 p.m. in Town Hall, 127 Center St S, Vienna, VA 22180.
Chair Ms. Hanley called the meeting to order at 7:30 P.M.
Roll Call: Mr. Cheselka, Ms. van Doorn, Mr. O’Keefe, Mr. Layer, and Ms. Hanley
were present.
Staff present: Deputy Director Kelly O’Brien, Planner Sharmaine Abaied, and Board
Clerk Yaska Camacho Castillo.
Ms. Hanley welcomed new board member Mr. O’Keefe to the Board of Architectural
Review.
Approval of the Minutes: January 18, 2024
The January 18, 2024, meeting minutes were accepted into the record as submitted.

BAR24-473 400 - Courthouse Rd SW - Meadows Ln Park - Exterior Modifications
Request for approval of exterior modifications for Meadow Lane Park, located at 400
Courthouse Rd SW, Docket No. PF-113265-BAR, in the PR Park and Recreational
zoning district; filed by Leslie Herman, Director of Parks and Rec, Town of Vienna,
Project Contact.
Applicant Present: Leslie Herman & Jeffrey Holzer.
Ms. Herman thanked the board for the time they had spent helping her and Mr.
Holzer improve the exterior modifications for the Meadow Lane Park restrooms.
Mr. Holzer stated that they’ve been working with vendor Smith-Midland on two
proposals for the roof. Each proposal has a different cost. He provided the board with
a product brochure for the color selection. He explained the updates which included:
• The roof style changed from the concrete cedar shake style to the smooth metal
component on top.
• The kelvin level was adjusted from 5000 to 3000 as well as adjusted on the face of
the building to bring better luminance to the doors where they are located along the
building.
• The gutters were removed from the project to allow the water to fall onto the
concrete.
• Revised specification for a reinforced partition between the urinal and the toilet stall
in the men’s room.
• Staining the exterior and interior of the building.
• Updated the rending to reflect the color palette that was selected during the work
session.
Mr. Layer stated that he reviewed a few of the items and noticed that changes were
made but pointed out a few things like the drain swale, consolidation of colors for the
exterior walls, the roof color was not added to the drawings, and the light on the back
not being moved adjacent to the door.
Mr. Layer asked for clarification on the roof specification highlighted in red on sheet
07410-3 under accessories as it has indications of a substrate water shield
underlayment. He wondered why that section was highlighted. Mr. Holzer stated that
he wasn’t sure why it was highlighted but the expectation was to incorporate that as
part of the roof structure. The discussion about the roof continued. Mr. Layer
suggested a full drip with a continuous clip pulling the flashing underneath the
standing seam. The standing seam comes down and terminates in a typical standing
seam smacna-type detail and the underlayment is pulled down over the face of the
fascia and the rake.
Furthermore, Mr. Layer asked for clarification on the protection grills. The applicant
stated that the protection grills are included the material would be prefinished
aluminum as well for the louvers and that the roof would be steel. Mr. Layer
recommended using aluminum rather than steel for the roof because the aluminum
will never have a problem and the steel might over some time. The discussion
continued.
Mr. Holzer stated that he could not get physical samples of the colors but could get a
material brochure. The board was provided with the brochure for their review. As
the brochure was passed around Ms. van Doorn asked for clarification about the
different proposals for the roof. Mr. Holzer explained that the expectation is to

proceed with a metal roof. The proposals presented are for whether the building is
being supplied with the roof or installed at a later time.
Ms. Hanley asked Ms. Herman if she was able to speak with town arborist Jeremy
about preserving tree number 24 (on the site plan) which is close to the LOD. Ms.
Herman stated she hasn’t been able to discuss that matter with Mr. Jeremy. Ms.
Hanley said she wanted them to understand that the trucks would be driving over
those routes delivering concrete structures. Mr. Holzer stated that he believes the tree
should be able to be maintained but if the town arborist prefers otherwise, they can
work together to find a solution. The discussion continued.
After reviewing the application, the board decided on the Hemlock Green color.
Mr. Layer made a motion to approve the request for exterior modifications for
Meadow Lane Park, located at 400 Courthouse Rd SW, Docket No. PF-113265-BAR,
in the PR Park and Recreational zoning district; filed by Leslie Herman with the
following comments and stipulations:
• The information handed to the applicant on the annotated drawing listed as
annotated 10 of 11 and 11 of 11 be incorporated into the set and that the set be
revised and submitted to the Department of Parks and Recreation Leslie Herman
before any construction starts.
• The color selected for the standing seam roof is Hemlock Green.
• Gutters have been eliminated from the project.

BAR24-474 139 Church St NW - Bognet - Signs
Request for approval of two signs for Bognet Construction, located at 139 Church St
NW., Docket No. PF-1231450-BAR, in the CS, Church Street District; filed by Steve
Kenney, RV Architecture, Project Contact.
Applicant Present: Fritz McDougal
Mr. McDougal stated that they’re requesting modifications to an approved master
sign plan based on the client's decisions. The first sign is a flat sign with lettering all
printed directly on the signboard which will be mounted with the mounting brackets
on the side of the building. The second sign is for the barbershop. The client wants to
have their logo. The sign is non-illuminated. It would be illuminated by the lighting
above that was part of the original master sign plan. The BARBERSHOP lettering
would be white and the BLUE RIBBON lettering in bronze.
Mr. Layer asked what material was used for the BLUE RIBBON and
BARBERSHOP sign which the applicant responded metal channel. He also asked
what the projection sign was made of and the applicant responded MDO. Mr. Layer
stated he thinks it would be better if the projection sign had a finished cut for
longevity.
Ms. Hanley asked what the clearance underneath the projecting sign was. The
applicant stated he was not sure but it would be greater than 7 feet.
Ms. van Doorn made a motion to approve the request for two signs for Bognet
Construction, located at 139 Church St NW., Docket No. PF-1231450-BAR, in the CS,
Church Street District with the provision that the panel sign has a finished edge.

BAR24-475 111 Maple Ave W - PR Run & Walk - Signs
Request for approval of signs for PR Run & Walk, located at 111 Maple Ave W,
Docket No. PF-1222592-BAR, in the AC, Avenue Center District; filed by Rob
Anderson, AdVision Sign Co./Baker Builders LLC., Project Contact.
Applicant Present: Rob Anderson
The company is re-branding from Potomac River Running to PR RUN & WALK.
Mr. Anderson stated that they’re changing the existing signs and adding a blade sign.
Mr. O’Keefe asked for clarification on the color of the blade sign. The applicant
stated that the sign is black with white acrylic letters and strips (logo). The board
reviewed the samples provided.
Ms. van Doorn inquired about the 5000 Kelvin level stated in the application as it was
higher than the board's standards. Mr. Anderson said that if the Kelvin level was
lower around 4000 the light would be a beige/yellowish color which they had issues
with before. The sign is going to be dark blue so having the Kelvin level at 5000 would
help the white light come through. There was a discussion on what Kelvin level range
was considered white light as the applicant had a different opinion.
Mr. Layer mentioned how the board has been consistent with the Kelvin level staying
in the 3000-3500 range and never surpassing. Furthermore, there has never been an
issue with any signs in town projecting green lights due to the 3000-3500 Kelvin levels
regardless of how dark the sign color is. Ms. Hanley suggested looking into perforated
signs or halo signs as a solution. The board continued to discuss the importance of
being consistent with the Kelvin level range at least until there is a more definitive
understanding of lighting.
Mr. Cheselka made a motion to approve the signs for PR Run & Walk, located at 111
Maple Ave W, Docket No. PF-1222592-BAR, in the AC, Avenue Center District with
the provisions that the Kelvin level does not exceed 3500.

BAR24-476 124 Park St SE - VSC Veterinary Surgical Center - Exterior Modification -
Revision
Request for approval of revisions to exterior modifications for Veterinary Surgical
Centers Rehabilitation, LLC, located at 124 Park St SE, Docket No. PF-803371-BAR,
in the C-1, Local Commercial zoning district, filed by Sergio Sur, The Princeton
Companies, project contact.
Applicant Present: Sergio Sur
Mr. Sur stated that during the BAR inspection of the previously approved items, the
zoning compliance officer found discrepancies between what was approved in 2022
and what was installed. He explained the reasons for the changes which were the
following:
• Dumpster enclosure- the layout and material change for a portion of the rear of the
dumpster enclosure. The change was an effort to save the Sugar Maple tree behind
the dumpster enclosure. To ensure the layout change worked, the applicant had to
eliminate the brick and replace it with the same material used for the dumpster
enclosure gate.
• Discoloration of the brick wall where the windows were removed to install an MRI
machine. After the installation of the MRI machine, it was discovered there was not
enough approved brick to rebuild the wall. There was no brick available matching
the same color, so the applicant used the brick that was closest in color.
Unfortunately, the brick color he used was also discontinued.
• The applicant was required to add a new CT cabinet and meter to accommodate the
use of the MRI machine. Dominion required a larger CT cabinet and meter.
Mr. Sur is requesting approval of the additional cabinets and meters as installed or
approval of the additional cabinets and meters installed painted brown to match the
framing.
Ms. van Doorn asked if there was a way to cover the brick discoloration with
shrubbery and Mr. Sur stated there was no space to plant. Ms. van Doorn
commented about the cabinets saying that the cabinets looked better painted. She
then asked if there were any options to improve the brick discoloration to which the
applicant said the only option would be to paint the entire building.
Mr. Cheselka stated that he drove by the building three times and couldn’t find the
brick discoloration. After locating the section, he realized that it didn’t seem that bad.
He encouraged the board members to drive by and see for themselves.
There was a discussion on what materials would be used for painting the cabinet and
the applicant said that they are using the same brown paint that was used for the
canopy and metal door. Mr. Layer voiced his opinion about latex paint not lasting on
the cabinet. He then asked what materials were used on the louvers protecting the
tree. The applicant confirmed it’s the same material that was originally used on the
dumpster enclosure doors.
There was a discussion about discolored bricks. Mr. Layer believes the issue with the
bricks is that it isn’t the right palette. Someone selected the wrong composition for the
brick. The applicant disagreed with Mr. Layer’s statement. Ms. van Doorn pointed
out that the variation in the brick had been caused by mixing the old and the new
brick to which Mr. Cheselka noted he understood the same. Mr. Sur clarified that
when they demoed the wall, they cleaned most bricks so they could reuse them. Ms.

Hanley stated she understood the applicant’s frustration with the brick situation and
noted how the mortar issues would go away over time if they got weathered. Ms. van
Doorn wanted to point out that she also passed by and didn’t see the discolored bricks
to be so obvious. Mr. Layer asked if the owner minded the bricks being discolored or
the cabinet being gray to which the applicant said no. The discussion continued. Ms.
Hanley inquired about the tree that was being saved. She wants to ensure that they
can maintain the tree when construction activity commences.
Ms. van Doorn made a motion to approve the request for revisions to exterior
modifications for Veterinary Surgical Centers Rehabilitation, LLC, located at 124
Park St SE, Docket No. PF-803371-BAR, in the C-1, Local Commercial zoning district
as submitted with the option of no paint on the cabinet.

Other Business:
BAR24-477 Outdoor Dining Discussion
Deputy Director Kelly O’Brien’s Outdoor Dining presentation included the Role of
the Board of Architectural Review, the background on the Outdoor Dining Code, the
Economic Development Strategy report that included creating a business-friendly
ecosystem, the implementation of the Outdoor Dining Code under the June 2020
emergency ordinance and the challenges of obtaining outdoor dining approval. Ms.
O’Brien explained the three outdoor seating categories which are the following:
• Permanent outdoor seating – twelve seats or less staff can administratively allow
twelve seats as part of just updating their certificate of occupancy. They must have
parking and space for outdoor dining. The applicant would still need to come to BAR
for furniture approval.
• Permanent outdoor dining – more than twelve seats require a CUP. Furniture must
be approved by BAR.
• Seasonal outdoor dining- located in the off-street parking spaces.
Ms. O’Brien stated that one of the business owners' biggest concerns is timing. The
outdoor dining requires BAR approval for the furniture. The board only meets once a
month and depending on when the applicant files their outdoor seating application
they would have to wait until the following BAR meeting which makes the application
process overwhelming for them.
After the conclusion of the presentation, the board discussed potential options for the
outdoor dining application process, one being the Uniform Bicycle Rack process.
After further discussions and brainstorming the board stated they would like to meet
in May 2024 for a work session to further explore a solution that can make the
outdoor dining application process easier for the businesses in the town.
