Vice Chair Mr. Layer called the meeting to order at 7:32 P.M. Roll Call: Mr. Cheselka, Ms. van Doorn, Mr. O’Keefe, Mr. Layer, and Ms. Hanley were present. Ms. Hanley arrived at 7:39 p.m. Staff present: Deputy Director Kelly O’Brien, Planner Sharmaine Abaied, and Board Clerk Yaska Camacho Castillo. Approval of the Minutes: The February 15, 2024, meeting minutes and the February 23, 2024, work session minutes were accepted into the record. Applicant present: Leslie Herman, Director of Parks and Recreation. Ms. Herman stated that she appreciated the board's collaboration with the modifications to the Meadow Lane Park restrooms during the February 15, 2024, Board of Architectural Review meeting. After said meeting, Ms. Herman reached out to staff and decided that they would like to go with a darker color roof for the bathrooms. The request is to change the approved Hemlock green color to Charcoal grey. A sample was provided for the board's review. Mr. Layer asked Ms. Herman if she knew when the project would move forward, to which she replied she was hoping the installation would happen after fall. With no further questions or comments from the board or the public, a motion was in order. Ms. van Doorn made a motion to approve the request for a revision to the roof color for previously approved exterior modifications at Meadow Lane Park, located at 400 Courthouse Rd SW, Docket No. PF-113265-BAR, in the PR Park and Recreational zoning district. Request for approval of exterior modifications to the Bowman House, located at 211 Center St. S, Docket No. PF-551475-BAR, in the RMU, Residential-Multi-Unit zoning district; filed by Amy-Jo Hendrix, Recreation Program Manager, Department of Parks and Rec, Town of Vienna, Project Contact. Applicant Present: Leslie Herman, Director of Parks and Recreation. Ms. Herman stated that the exterior modifications to replace the Bowman House roof to match the police station standing seam roof in Dynaclad Slate Gray were approved by the board in 2022. They would like to continue the improvements to the Bowman House by replacing the existing shutters with Ekena Millwork lifetime open louvered vinyl standard cathedral top center mullion shutters in Black. Additionally, they are proposing painting the doors and railings with Rust-oleum oil-based paint in Satin Black. A sample was provided for the board's review. With no questions, concerns, or comments from the board or the public, a motion was in order. Applicant Present: John Gaston Mr. Gaston stated he was seeking approval for the outside seating umbrellas for the deck. Mr. Cheselka wondered about the connection to the deck. He asked the applicant if must put a plate in between the two studs to which Mr. Gaston responded that you have to put studs under and on top of the deck and blocking between the joists as stated on the installation instructions for this particular umbrella. All you will see from the top of the deck is a 9-inch plate and that 9-inch plate is where the center of the post connects to. Mr. Layer said that the specification was clear in showing the installation of the umbrella. The color of the umbrella is neutral, and the fabric is first-rate. With no further questions or comments from the board or the public, a motion was in order. Ms. van Doorn made a motion to approve the revision to previously approved exterior modifications for The Maple Room, located at 377 Maple Ave W, Docket No. PF-698964-BAR, in the AW Avenue West zoning district. Motion: Ms. van Doorn Second: Mr. Layer Vote: 5-0 Motion Carried BAR24-481 201 Maple Ave E - Citibank - Sign Item No 4: Request for approval of revision to a previously approved sign for Citibank, located at 201 Maple Ave. E., Docket No. PF-1155920-BAR, in the AE, Avenue East zoning district, filed by Gary Brent, MG Permits LLC, Project contact. Applicant Present: Gary Brent Mr. Brent stated that the request is for a revision to the size of the previously approved sign. The details for the sign will remain the same as previously approved. The proposed size is 12 feet 9 ½ inches wide by 3 feet high. A scaled version of the shopping center was provided to the board for review. With no questions, concerns, or comments from the board or the public, a motion was in order. Mr. Layer made a motion to approve the request for a revision to a previously approved sign for Citibank, located at 201 Maple Ave. E., Docket No. PF-1155920-BAR, in the AE, Avenue East zoning district. Applicant Present: James Sung Mr. Sung described the proposed sign as a 3-dimensional sign that will be made of 1-inch thick white PVC letters mounted to a brick wall with 4-inch screws. Applicant Present: James Sung Mr. Sung stated that the proposed sign is similar to the sign he previously presented. Ms. van Doorn noted that the application stated, “installation of electrical signage” but further down on the application it indicates that the sign will not be lit. Mr. Sung confirmed that the sign will not be lit. Mr. Cheselka made a motion to approve the request for a sign for Vienna Art Academy, located at 115 Beulah Rd NE, Docket No. PF-1236842-BAR, in the T, Transitional Zoning District as presented. Motion: Mr. Cheselka Second: Mr. O’Keefe Vote: 5-0 Motion Carried Town of Vienna Page 5 Printed on 4/22/2024 Board of Architectural Review Meeting Minutes March 21, 2024 BAR24-484 136 Maple Ave W - Pure Green - Sign Item No 7: Request for approval of a sign for Pure Green, located at 136 Maple Ave W, Docket No. PF-1262475-BAR, in the AC, Avenue Center Zoning District; filed by Chelsey Bashorun, Signarama. Applicant Present: Anthony Bashorun Mr. Bashorun stated that he is proposing a façade sign with the business standard branding illuminated on the raceway to match the color of the façade. Ms. van Doorn asked if samples were provided for the green color. Unfortunately, the applicant did not have samples but noted that PMS color information was included in the staff report. Mr. Layer stated that the center was redesigned entirely for the signs to be white with accents that would follow each other. He recommended that the Pure Green sign follow the same pattern. Having the signs coordinated and harmonious with the other signs is important in strip centers. Ms. van Doorn stated she was not opposed to the green and suggested maybe incorporating some white into the design to be consistent. The board discussed how the original theme for the center was developed and different possibilities for incorporating white into the Pure Green sign. One suggestion was to use a perforated sign. During the daylight, the sign could be as proposed, and at night it would be white with perforated green for the logo. The applicant liked the suggestion as well as the rest of the board members. Public comment: Ms. Carol Wolfand stated she understood the importance of continuity and signage as it holds the community’s eye and makes complexes look updated and fluid. However, she doesn’t agree with changing the national chain logo to keep that effect. National Logos spends a lot of money on its product sales and the taxes they pay to the town because people recognize their logo and shop there which is important to the business in the community. Before taking a business, logo and trying to align it for color it should be considered how it affects the business owners who are the ones who spent money to be in the town to do business. Ms. Wolfand added that she liked the suggestions made by the board. Ms. van Doorn stated that she also has sympathy for someone’s branding and agrees with the argument that the board should work hard to have consistency while also keeping in mind the importance of brand recognition and the color scheme that is part of it. Ms. Hanley agreed and noted that is the reason she provided a suggestion that allowed keeping the logo. The lighting, however, is different because a brand could not be consistent or good for the neighborhood when lit. Mr. Layer stated that the charter does not state the board has restrictions in terms of the brand, it states that they’re to look at the community overall. Is it good for the community, is it keeping with the harmony of its neighbors, is it aesthetically pleasing, does it have integrity? The boards have historically tried to work with the people to see if there’s a compromise in terms of the way it fits with the center and still achieving their logo. The discussion continued. Mr. Layer made a motion to defer the request for a sign for Pure Green, located at 136 Maple Ave W, Docket No. PF-1262475-BAR, in the AC, Avenue Center Zoning District to allow the applicant to incorporate some of the suggestions into another design and allow the applicant to provide the board with samples. Town of Vienna Page 6 Printed on 4/22/2024 Board of Architectural Review Meeting Minutes March 21, 2024 Motion: Mr. Layer Second: Mr. O’Keefe Vote: 5-0 Motion Carried Town of Vienna Page 7 Printed on 4/22/2024 Board of Architectural Review Meeting Minutes March 21, 2024 BAR24-485 317 Maple Ave W - Town of Vienna - Exterior Modification Item No 8: Request for approval of exterior modifications at 317 Maple Ave W, Docket No. PF-1264264-BAR, in the AW, Avenue West zoning district; filed by Robert Froh, Robinson Sidewalk Project, Town of Vienna, Project Contact. Applicant Present: Robert Froh, Department of Public Works Mr. Froh stated that they’re building a sidewalk along Pleasant St. To build the sidewalk they need to build a retaining wall due to an existing embankment in front of the building occupied by Verizon. The applicant is proposing the construction of a reinforced concrete 4-foot retaining wall with a brick face at the back of the public sidewalk with an ornamental handrail mounted on top of the railing, that will be powder coated and painted in black. The retaining wall will be in the public right of way except for where it ties back into the embankment on the two sides. Ms. van Doorn asked if the railing would be mounted into the cap piece or the ground. Mr. Froh replied that it would be mounted into the cap piece with a reinforced concrete wall underneath it. They will drill through the cap and drill into the reinforcer into the concrete wall and mount it that way. He also noted that the existing stairs encroach into the right of way by 1.2 feet. The applicant is proposing to leave the existing stairs in place, the wall will be at the back of the right-of-way line which will put the sidewalk 1 foot in front and move the stairs an extra 2 ½ inches so it flush with the last riser so that it won’t be tripping hazard. As the discussion continued and the renderings were reviewed the board had some questions/concerns about the landscaping, the configuration of the driveway, and the sidewalk. It was noted that the board was only reviewing the request for the retaining wall, however, the board provided the applicant with a few recommendations to try to re-establish as much green within the context of the design. The board reviewed the brick sample provided to them. There was some confusion with the sample and the picture displayed on the screen. Ms. Hanley pointed out that they were not the same. After discussion, the applicant realized that he left the paver sample in his office. While the sample was being retrieved from the office by staff the board continued to review the application. Recommendations were made to possibly replace the tree that would be removed due to grading issues that wouldn’t allow saving the tree and doing the grading necessary to create the streetscape. Additionally, some suggestions were made for the step reconfiguration to avoid possible complications in the future. However, the applicant would rather let the property owner take care of that in the future if they redevelop. The discussion continued and the board provided additional suggestions/recommendations for the configuration of the sidewalk and driveway. Mr. Layer made a motion to approve the request for exterior modifications at 317 Maple Ave W, Docket No. PF-1264264-BAR, in the AW, Avenue West zoning district as follows: • The retaining wall, the brick, the railing, and the material for the sidewalk configuration were approved as presented. • The item was approved with the stipulation to increase green or landscaping on the upper side of the wall where there is more space. • Adding the possibility of installing a tree for the removal of the one that was on the application that is on the private property. The board recommended considering some methodologies to raise the paving to a certain degree to mitigate some of the severity of the slope coming off the site and consider slightly shifting it if there can be a better grading afforded with the redesign. Town of Vienna Page 8 Printed on 4/22/2024 Board of Architectural Review Meeting Minutes March 21, 2024 Motion: Mr. Layer Second: Mr. O’Keefe Vote: 5-0 Motion Carried BAR24-486 210 Maple Ave W - Town of Vienna - Exterior Modification Item No 9: Request for approval of exterior modifications at 210 Maple Ave W, Docket No. PF-1264611-BAR, in the AW, Avenue West zoning district; filed by Robert Froh, Robinson Sidewalk Project, Town of Vienna, Project Contact. Applicant Present: Robert Froh, Department of Public Works Mr. Froh stated he is proposing to move the curb 4 feet into the right of way to gain additional room to build a sidewalk with a retaining wall. The wall is proposed to have a cap and a brick face. The applicant is also proposing bollards mounted on top of the retaining wall. The bollards are not to stop a vehicle but rather to create a visual break between the public sidewalk, the retaining wall, and the jiffy lube property. The retaining wall is approximately 30 feet long. The applicant is removing the existing landscaping to make space for the sidewalk but will provide landscaping to compensate for the loss of the shrubs. The board reviewed the application and stated the following: Mr. Layer voiced his concern about the possibility of people not realizing they’re going to step off a wall because of the way the applicant is proposing the wall cap. Mr. Froh stated there is a concrete area next to the building and a curb that rises 6 inches to which they will have the wall at the same height on top of the curb. The discussion continued and Mr. Layer suggested using a rail vs. bollards. In his opinion, the bollards would not survive. Mr. Froh responded that the downfall of using a rail is that if it gets hit it will be more difficult to replace because you will have to replace the whole length of the rail vs when using a bollard if you hit one bollard it won’t be as much damage to the wall and it would be easier o replace. The discussion continued and Mr. Layer asked the applicant if he considered using steel bollards with sleeves that go over vs standard bollards, this way if the bollard gets hit they can replace the sleeve. Another suggestion was putting joints at the part that would receive the impact load (one joint on each side of the wall) so that if something strikes that particular part it will just crack that section of the wall. Mr. Froh responded that is something that they incorporate into the design. Ms Hanley commented on the brick color. The light color makes the dirt visible. She wondered if the applicant considered a contrasting color as opposed to matching the building. Mr. Froh stated that he presented the owner with two color options and decided on the color matching the building. After agreeing with Ms. Hanley’s concern the applicant noted that he will be fine with changing the color to match the Maple Ave pavers which are the same pavers the used on the Verizon property. Mr. O’Keefe made a motion to approve the exterior modifications at 210 Maple Ave W, Docket No. PF-1264611-BAR, in the AW, Avenue West zoning district as follows: • Separation of the retaining wall at the bollards. • Change the brick as stated during the discussion. Applicant Present: Carol Wolfand Ms. Wolfand presented the application to the board including the renderings that were requested by the board during the last meeting the item was heard. The applicant stated that the lumens and the kelvins levels were changed to meet the standard levels. She thanked the board for their time and efforts in helping her with the painting of the building and noted that there has been a great transition in the caring of the group of people and the town in helping everyone do their best to coordinate. She recognized that it must be difficult for the board not to impose their aesthetics and their opinions as to what they feel is architecturally correct and have it be fair to everyone. The board reviewed the application and with no questions or concerns, a motion was in order. Ms. van Doorn made a motion to approve the request for a new sign and landscaping for Windover Square Shopping Center, located at 203 Maple Ave W, Docket No. PF-1185000-BAR, in the AW, Avenue West Zoning District. Motion: Ms. van Doorn Second: Mr. Layer Vote: 5-0 Motion Carried Town of Vienna Page 10 Printed on 4/22/2024 Board of Architectural Review Meeting Minutes March 21, 2024 BAR24-488 440 Maple Ave E - Truist - Sign Item No 11: Request for approval of refaced monument sign for the Orlich building, located at 440 Maple Ave E, Docket No. PF-1266018-BAR, in the AE, Avenue East Zoning District; filed by Victoria Orlich, Business Owner. Applicant Present: Victoria Orlich Ms. Orlich presented the application stating that they would like to add two tenant names to their existing monument sign. Ms. Abaied informed the board that she reached out to the applicant and confirmed that they’re only refacing the sign. They’re not painting it or changing it. Ms. van Doorn pointed out that the application indicated that the lumen level was 7500 to which the applicant said that they are not changing the lumens they will remain as is. Ms. van Doorn wanted to make a notation that the lumen information on the application was not accurate. The board reviewed the material provided which included the font type and font size. There was a discussion about the existing lighting due to Ms. Hanley’s concern about how much brighter the bottom would be vs. the top, which may interfere with the legibility of the sign. With no further comments from the board or the public, a motion was in order. Mr. Cheselka made a motion to approve the request for approval of refaced monument sign for the Orlich building, located at 440 Maple Ave E, Docket No. PF-1266018-BAR, in the AE, Avenue East Zoning District as presented. Applicant Present: Anthony Bashorun Mr. Bashorun is proposing to install two signs for Qamaria Coffee for the front and rear facades. He described the picture displayed on the screen as the sign in front of the building that will be illuminated letters in white, and the bottom letters “YEMENI COFFEE CO” non-illuminated 3-dimensional letters. The sign in the back of the building will be white non-illuminated letters that will be stud mounted to the façade. The board reviewed the application and with no questions or concerns, a motion was in order. Mr. Layer made a motion to approve the request for signs for Qamaria Coffee, located at 124 Maple Ave W, Docket No. PF-1247024-BAR, in the AC, Avenue Center Zoning District as submitted. Motion: Mr. Layer Second: Mr. Cheselka Vote: 5-0 Motion Carried Town of Vienna Page 12 Printed on 4/22/2024 Board of Architectural Review Meeting Minutes March 21, 2024 BAR24-490 305 Maple Ave W - Iris Building - Exterior Modifications Item No 13: Request for approval of exterior modifications to the Iris Building, located at 305 Maple Ave W, Docket No. PF-1262431-BAR, in the AW, Avenue West zoning district; filed by Adam Ehrlich, Alpha Consulting Enterprises, LLC, Project Contact. Applicants Present: Nay Sabusi and Adam Ehrlich Ms. Sabusi stated that the request for the exterior modifications is to paint the standing seam roof, standing seam canopy, and window trim of the building with Sherwin Williams Navy Blue 6244. Color Sherwin Williams Loyal Blue 6510 was also provided as an alternative color. The applicant chose the blue colors to represent her tenants who are mostly in the medical field. Ms. Hanley asked for clarification on the window trim. The applicant said they would like to paint the window trim to match the blue to keep it consistent. The board reviewed the application and suggested the following: • The alternate color (Loyal Blue 6510) was preferred since it matched better with the shopping center across the street, and it was a lighter color. • Recommendation for the window panels – first prime, then paint with an acrylic latex semi-gloss paint. • Recommendation for the roof- add tint to the primer to make it dark enough so that the finish coat latex will cover one coat. • Suggestion- consider using brake metal for the window frames. Ms. van Doorn made a motion to approve the request for exterior modifications to the Iris Building, located at 305 Maple Ave W, Docket No. PF-1262431-BAR, in the AW, Avenue West zoning district as submitted with the provision that the roof color be Loyal Blue with direct-to-metal paint for the roof and canopy and the window trim be painted in a semi-gloss exterior acrylic in Sherwin Williams Loyal Bue 6510. Motion: Ms. van Doorn Second: Mr. Layer Vote: 5-0 Motion Carried Town of Vienna Page 13 Printed on 4/22/2024 Board of Architectural Review Meeting Minutes March 21, 2024 BAR24-491 305 Maple Ave W - Iris Building - Master Sign Plan Item No 14: Request for approval of a master sign plan for the Iris Building, located at 305 Maple Ave W, Docket No. PF-1263989-BAR, in the AW, Avenue West Zoning District; filed by Adam Ehrlich, Alpha Consulting Enterprises, LLC., Project Contact. Applicants Present: Nay Sabusi and Adam Ehrlich Ms. Sabusi is proposing a master sign plan for the current and future tenant spaces for the building façade and the pylon sign. The primary tenants who are in the medical field will be on the 1st floor. The applicant is proposing channel signs for the first-floor and cabinet box signs for the second-floor tenants which will make it easier when swapping out tenants. The applicant provided an alternative selection of White acrylic faces and Black letters for the cabinet box signs. The board reviewed the application and stated the following: • Box signs – maybe use a blue background with white lettering. • Box sign- The kelvin level should be within the 3500 range. • Discussion on the color palette for the channel signs to ensure there is a boundary in staying consistent with the color palette. • Concern with tenant Health Check Urgent Care having four colors. • Suggestion– perforated channel letters for the wordings “Health Check” so that at night it would be white, and the wordings “Urgent Care” be red. As it pertains to the master sign plan this would allow the tenants to have one color coming through illuminated at night and the other colors can be utilized in the daytime. • Suggestion- tenant sign black perforated during the day and illuminated at night. After the discussion, the applicant stated she preferred the alternate cabinet box sign because the option is bolder. It will give the tenants a little more after not being able to use their designs. The board agreed with the applicant's decision. The board reviewed the proposed pylon sign and voiced their concerns about the entire pylon sign being painted blue. The board recommended maintaining the shingles brown or possibly painting the sign blue and maintaining the original shingles. After further discussion, a motion was in order. Mr. Layer made a motion to approve the request for a master sign plan for the Iris Building, located at 305 Maple Ave W, Docket No. PF-1263989-BAR, in the AW, Avenue West Zoning District as follows: The Box Signs: • The alternate sign choice with Loyal Blue trim and Loyal Blue lettering. The current Tenant Channel Letter Sign : • Logo in the proposed color scheme. • Wordings “Health” & “Check” in the proposed colors but perforated so that at night the words show as white. • Urgent Care to remain as presented. Future Tenant Channel Letter Sign : • The logo should be in the master sign plan approved colors. • Channel letters should be in the master sign plan with approved colors and perforated so that at night the words of the sign show as white. The Pylon Sign roof is to remain its current color and the sign board as submitted. Mr. O’Keefe made a motion to re-open item number 14 Request for approval of a master sign plan for the Iris Building, located at 305 Maple Ave W, Docket No. PF-1263989-BAR, in the AW, Avenue West Zoning District to which Mr. Layer seconded the motion. Ms. van Doorn made a motion to amend the initial motion to include that the Kelvin level for the signs does not exceed 3500 Kelvin. Motion: Ms. van Doorn Second: Mr. O’Keefe Vote: 5-0 Motion Carried Other Business: BAR24-493 Comprehensive Plan Update Ms. O’Brien presented the board with an overview of the Comprehensive Plan update process that included an explanation of what is a Comprehensive Plan, why a Comprehensive Plan, how is the Comprehensive Plan implemented, and how is the plan updated. Furthermore, Ms. O’Brien reviewed the Town of Vienna Comprehensive Plan timeline as well as the goals and objectives for the Comprehensive Plan and welcomed any questions the board had. Discussion on Outdoor Dining The board discussed partaking in a field trip to Alexandria City in April to explore the City’s outdoor dining. Meeting Adjournment The meeting was adjourned at 11:02 pm.
