Roll Call
The Board of Architectural Review met in a regular session on Thursday, August 15,
2024, at 7:30 p.m. in Town Hall, 127 Center St S, Vienna, VA 22180.
Chair Ms. Hanley called the meeting to order at 7:30 P.M.
Roll Call: Mr. O’Keefe, Ms. van Doorn, Mr. Penati, and Ms. Hanley were present.
Members absent: Mr. Cheselka
Staff present: Planner Sharmaine Abaied, and Board Clerk Yaska Camacho Castillo.
Vote for Vice Chair
Election of Board Vice Chair: Mr. O’Keefe volunteered to be Vice Chair of the board, and
all board members voted in favor.
Approval of Minutes:
The June 11, 2024, work session and June 20, 2024, meeting minutes were approved as
submitted.
Regular Business:
BAR24-523 201 Maple Ave E - Citibank - Exterior Modification - Revision
Applicant present: Jennifer Kosmider
Due to existing structural constraints, the applicant is requesting approval for the
following revisions:
• Canopy changed to an open-louvered design.
• Canopy and 30-inch transom design be raised 6 inches along Maple Ave and Park St.
Elevations.
The board reviewed the application and did not have any questions or concerns. Mr.
O’Keefe made a motion to approve the revisions to the previously approved exterior
modification application for Citibank, located at 201 Maple Ave E., Docket No.
PF-1158213-BAR, in the AC Avenue Center zoning district filed by Dan Kiser,
X-Pediters Plus Inc, as submitted.

BAR24-524 301A Maple Ave W - Prime Custom Kitchen & Bath Remodeling - Sign
Applicant Present: Alisa Ayarulaholo
The applicant described the wall sign as a 23-square-foot channel letter wall sign facing
Maple Ave. The channel letter sign will have the company’s logo on the far left in Golden
Poppy with the letters of the sign saying, “PRIME CUSTOM” AND
“KITCHEN|BATH|REMODELING” in dark blue. The logo and the letters will be fastened
to the raceway and the raceway will be attached to the wall with anchor bolts and brackets.
The sign will be internally lit. The proposed Kelvin level is 3500 and the proposed lumen
level is 150.
The board did not have any concerns about this application. Ms. van Doorn made a motion
to approve a wall sign for Prime Custom Kitchen and Bath Remodeling, located at 301A
Maple Ave W, Docket No. PF-1404128-BAR, in the AW, Avenue West Zoning District.

BAR24-525 112 Courthouse Rd SW - LC Massage - Sign
Applicant Present: Saley Jong & Lee Raymond Ho (translator)
The applicants stated that they are replacing the existing sign with a 4.78 square foot,
aluminum non-illuminated sign. The sign will have a white background, a red border with
“LC MASSAGE” painted on the sign in Blue.
Ms. van Doorn asked the applicants if the sign would be primed to which they responded
yes. The board discussed the red border on the sign. They felt that the rendering provided
by the applicant looked charming because it appeared to be black & white. The applicant
stated that they could modify the color. The board agreed that the sign would look simpler
if the border was the same blue color as the lettering. This way would maybe be more
cost-effective.
Ms. van Doorn made a motion to approve a wall sign for LC Massage, located at 112
Courthouse Rd SW, Docket No. PF-1258917-BAR, in the T, Transition Zoning District
with the provision that the lettering and the border be blue.

BAR24-526 160 Maple Ave E - Seray - Sign
Applicant Present: Marvin Romero
Mr. Romero stated that the proposed sign is 24 inches high, 10 feet by 5 inches in length
backlit (illuminated at night) with the Kelvin level at 3000. The color for the sign is
(ME23806) blackened bronze aluminum. There was a brief discussion about the rendering
shown on the presentation. The color on the rendering is light blue and the color on the
actual building is a bit darker possibly making the contrast during the day hard to read.
The applicant said that the color on the rendering was the closest they can get to with the
computer. There should be no issues with the contrast during the day. The board members
liked the proposed sign and had no additional comments or questions.
Ms. van Doorn made a motion to approve the wall sign for Seray, located at 160 Maple Ave
W, Docket No. PF-1322276-BAR, in the AC, Avenue Center Zoning District; filed by
Marvin Martinez Romero.

BAR24-527 235 Maple Ave W - Bank of America - Exterior Modifications
Ms. Abaied informed the board that there were two amendments to the application. One of
the amendments is deferring the lighting to a later meeting date and the second
amendment is adding a dumpster enclosure to the site.
Applicant Present: Patrice Sinkowitz
The applicant stated that the exterior modifications request is to refresh the paint, blend
any existing conduit into the building with matching bricks, replacing flashing that’s
falling apart on the exterior and adding a dumpster enclosure to the site.
The board asked for clarification on where the dumpster enclosure would be placed. Ms.
Abaied stated that the dumpster is located at the rear of the property which is where it is
required by code. The proposal is to build the enclosure around the dumpster so that it is
hidden.
Ms. Hanley asked for the material and width of the dumpster enclosure doors. The
applicant said the doors are wood from composite material and the doors measure 3 ft 6
and 3 ft 6 opening. The board did not have further questions.
Ms. van Doorn made a motion to approve the exterior modifications for Bank of America,
located at 235 Maple Ave W, Docket No. PF-1397015- BAR, in the AW, Avenue West
zoning district. I move to defer the lighting until a later meeting date and further move to
include the dumpster enclosure as submitted.

BAR24-528 302 Maple Ave W - Frame Coffee Roasters - Outdoor Seating
Ms. Abaied informed the board that the Zoning Administrator preferred that the board
consider deferring the application until there is a site plan review. The applicant submitted
the site plan which is now under review.
Applicant Present: Johnny
The applicant stated that he would like to have outdoor seating next to his shop. The area
for the proposed outdoor seating is one parking spot. His plan is to cover the concrete pad
and place a L-shape aluminum rail. He is proposing to have two tables with umbrellas, and
two chairs based on the parking tabulation calculation.
Ms. van Doorn asked about the proposed colors. The applicant stated he is proposing
yellow and red. Ms. van Doorn suggested that it would look more uniform just to have one
color.
Mr. O’Keefe asked for clarification on the materials for the concrete pad the applicant is
proposing to use to cover the asphalt space for his outdoor seating. The applicant said the
material is pure concrete pad. Mr. O’Keefe asked if the sidewalk was going to stay to
which the applicant was not sure but confirmed that the walkway would stay as a walkway
and the entrance to the building would not be affected by the proposed outdoor seating.
Mr. Penati voiced his concern about the safety of the patrons who are going to be sitting
there because of the way the public parking is situated right on the opposite side of the
proposed outdoor seating section. The first two parking spots on the top left corner (as
shown on the site plan) when pulling out is concerning because they will be right on the
patrons. Ms. Abaied noted that his concern will be part of the minor site plan review.
Ms. Hanley agreed with Mr. Penati’s concern. She stated that what the site lacks which
would make the situation better is a configuration for the parking spots at 45 degrees. The
angle requires a one-way and currently, there is no signage or pavement markings or
anything restricting people from going that direction. She also said that the short end of
their fencing comes into line with the current ADA ramp which would prevent someone
who needs to use the ramp. Additionally, she suggested placing a planter in the open space
next to the handicapped side for safety purposes which would also spruce up the area.
Ms. van Doorn made a motion to defer the request for exterior modifications – Outdoor
Dining (max 4 seats) - for Frame Coffee Roasters, located at 302 Maple Ave W, Docket No.
PF- 1378810- BAR, in the AW, Avenue West zoning district until the minor site plan
review is completed.

BAR24-529 600 Mill St NE- Town of Vienna - Exterior Modification
Applicants Present: Alan Chen & Anthony Ziegler
Mr. Chen stated that the stockpile canopy will help with the water quality and aesthetic
issues and will help maintain the site organization. Mr. Ziegler explained that the
membrane cover would be HDPE high-density polyethylene. It’s manufactured in Canada
and has a 20-year warranty. The discussion continued.
Public Comment - Bob Mccahill – 429 Center St. Mr. Mccahill commented in favor of the
application with a color suggestion for the structure after stating his concerns about the
proposed colors. He suggested a tan color (two-toned), or adobe color as seen on the bricks
of the property yard building. He also noted it would be nice if the roof of the structure was
consistent with the other buildings.
After further discussion on the color a motion was in order.
Ms. van Doorn made a motion to approve the exterior modifications, stockpile canopy, for
the Town of Vienna’s Northside Property Yard, located at 600 Mill St. NE, Docket No.
PF-1423428- BAR, in the RS-12.5, Residential Single-Unit zoning district, filed by Alan
Chen, Town of Vienna Water Quality Engineer, Department of Public Works, project
contact.

BAR24-530 127 - 133 Park St NE - Vienna Courts (The Grove on Park) - Revision
Ms. Hanley recused herself from item # 8 as she is one of the applicants.
Applicant Present: Steve Bukont, Patty Hanley, and Holly Green.
Mr. Bukont stated the revisions to the previously approved landscaping based on their
landscaper’s recommendations. The revisions are as follows:
• Add a 6 ft synthetic wood fence (color Nantucket Gray) along the commercial side of the
property for privacy.
• Interior Retaining Walls – Change the walls to the Belgard diamond pro retaining wall
system due to the local availability of the product.
• Brick – Use Oakhurst brick vs. the Overton brick in front of building #7 and use Old
Mill brick on building #9 due to the availability of the products.
• Lighting – Each garage door will have a light fixture to the closest exterior wall. Each of
the 24 covered porches will receive a recessed light fixture. Each building will have a
HomeGuard LED dusk to dawn security light mounted on each side of the building with
shields to prevent light spray. Proposing 24 solar path lights along the garden alley.
• Instead of 13 Eastern Redbuds, 9 Eastern Redbuds and 4 Forest Pansey Redbuds along
Park Street (Trees).
• Exchange the 8 Hackberry with Black Gum (Trees).
• Exchange the 4 Juniperus Virginiana Brodie with 4 Traditional American Holly (Trees).
• Exchange the Dogwood-cloud 9 with Dogwood*Improved Cultivator (Trees).
• Exchange the 3 Witch Hazel along the driveway easement with Arnold’s Promise
(Trees).
• Exchange the Henry’s Garnet with Leucothoe Rejoyce (Vegetation).
• Exchange the Pennsylvania Sedge Grass with Mondo Grass.
• Exchange the Little Bunny with Karl Foerster (Grass).
It was stated that the lumen level for the security lights was standard. Staff mentioned Mr.
Nash Cook’s email encouragement about using trees that would create privacy for the new
feature homeowner as well as for the current homeowner (neighbor). The board discussed
the revisions and voiced no further concerns.
Ms. van Doorn made a motion to approve revisions of landscaping and previously approved
exterior modifications for Vienna Courts, located at 127 – 133 Park St NE, Docket No.
PF- 983578-BAR, in the RM-2, Multi-Family, Low-Density zoning district, filed by Patty
Hanley of BFR Construction Company, project contact.

2025 Calendar Discussion
2025 Calendar Discussion – The board discussed alternative dates (June 12, 2025) for the
meeting landing on Juneteenth - June 19, 2025, and (April 10, 2025) for the meeting
landing on April 17, 2025, the week of FCPS spring break.

The board discussed the BAR annual presentation which Ms. Hanley will present to the
Town Council in September.
The board briefly discussed the outdoor dining process.
Staff informed the board that Clanton Engineering was contracted for the lighting project.
