The Board of Architectural Review met for a work session in Town Hall, 127 Center St S.
Vienna, Virginia, on Tuesday, January 9, 2024.
The following members were present: Ms. Hanley, Ms. van Doorn, Mr. Layer, and Mr.
Cheselka. Absent members: Mr. Baldwin.
Staff present: Planner Sharmaine Abaied and Clerk to the Board Yaska Camacho
Castillo.
Applicants present: Director of Parks and Recreation Leslie Herman, Deputy Director of
Parks and Recreation Nicole Falceto, Landscape Architect Jeffrey Holzer, and Roberto
Gonzalez from Smith-Midland Sales.
At the Board of Architectural Review meeting on November 16, 2023, Ms. Herman
presented the Meadow Lane bathroom exterior modifications. The exterior modifications
consisted of demolishing and replacing the existing bathroom with a prefab building built
by Smith-Midland. During the meeting, the board voiced their concerns regarding the
roof, lights, overhangs, gutters, ventilation, drainage, and colors. The board recommended
a work session to allow the applicants to incorporate the board's thoughts and
recommendations and present a new proposal during the work session.
In the work session, Ms. Herman stated that she, along with Paul Layer and Patty Hanley,
visited a few sites with installations similar to what is proposed for the Meadow Lane Park
bathroom. The board was presented with the following possible changes:
1. Embossed concrete roof with cedar shake pattern to remain.
2. Section of embossed concrete walls with lap siding patterns to remain as is.
3. Section of embossed concrete walls with stone pattern to include a four-inch band board
pattern at the top of the stone. The height of the base stone pattern, including the band
board, is 32 inches above the concrete apron.
4. Add natural light panels to the side walls.
5. Add louver grille protection similar to the Lovettsville facility. Add flat louver grille
protection on the interior and exterior of the lower louvers. The color will match the doors.
The louvers will be stainless steel or anodized aluminum.
6. Reduce the width of the privacy panel between the sink and urinal to 1’- 6”. Install an
aluminum channel at the back wall and the outside of the panel from floor to ceiling. Use
only stainless or non-corroding fasteners and receivers.
7. Revise the wall height to 8 feet, increasing the roof overhang front and back to 1 foot
and 8 inches on the side, and increase the roof slope to a 5-inch rise and 12-inch run.
8. Provide and install cap flashing over the ridge joint of the roof and the sealant at the
joint – color to match the roof color.
9. Delete gutter and downspouts if the embossed concrete roof is selected. Provide
conventional roof overlay if gutter and downspout are chosen. If the gutter and
downspouts are selected in conjunction with the embossed concrete roof, providing
connection detail for connecting the gutter to the concrete edge.
10. Slope and concrete apron surrounding the building to drain water away from the
building on all sides a minimum of quarter inch rise to 12-inch run and add the landscape
swales to keep the water further away.
11. Presented two options for colors:
o Option # 1: Embossed concrete roof – Silver Grey (HC124); concrete embossed lap

siding – Galvano (SW 4027); embossed band board and stone embossed base – Slate Gray
(SW 4026); metal doors, frames, and protection grilles – Tower Grey (SW 4018); interior
surfaces: floors – Structural Grey (SW 4031); walls – Cirrus White (SW 4012); Ceiling
- Pillar White (SW 4029). Note: all pertinent concrete surfaces will receive concrete stain
as submitted, and all pertinent metals will receive Protective & Marine Coatings as
submitted – unless noted otherwise. Colors are interchangeable.
o Option # 2: Embossed concrete roof – Charred Walnut (HC109); concrete embossed lap
siding – Tannery (SW 4004); embossed band board and stone embossed base – Corrugate
Brown (SW 4016); metal doors, frames, and protection grilles – Bolt Brown (SW – 4001);
interior surfaces: floors - Structural Grey (SW 4031), walls – Cirrus White (SW 4012);
Ceiling - Pillar White (SW 4029). Note: all pertinent concrete surfaces will receive
concrete stain as submitted, and all pertinent metals will receive Protective & Marine
Coatings as submitted – unless noted otherwise. Colors are interchangeable –
The board supported most of the changes and made the following recommendations:
• The embossed concrete roof with a cedar shake pattern will be replaced with a standing
seam roof.
• The embossed concrete wall with lap siding pattern remain as is.
• The section of embossed concrete wall with stone pattern to include a 4” band with the
height of the pattern and band board be 32” above the concrete apron.
• Add natural light panels to the side walls.
• Add the louvered grill protection on the facility for the interior and exterior.
• Verify that the louvers are anodized aluminum or stainless steel. If so, they can stay as
is. If not, they must be finished in the same colors as the door. No louvers on the door.
• Revise the wall height to 8’, increasing the overhang front and back to 1’ with 8” on the
side
• Increase the roof slope 5” rise and 12” run.
• Slope of the concrete apron on all sides for drainage be a minimum ¼” rise to 12” run.
• Add landscape swales (for drainage) discussed at meeting.
• Delete- number 8 and 9 on the list since the concrete roof will be replaced with a
standing seam roof.
• Please submit the color and specification for the standing seam roof.
• The board recommended option 1 for the colors, excluding the color option for the roof.
• Lighting- LED fixtures, 3000 kelvins, lockable dimmer switch, the light lumens should
be equivalent to 100 watts incandescent lamp, or the light lumens should be equivalent to
75 watts incandescent lamp if there are no dimmers.
• Location for lights: two on the front side adjacent to the doors, no higher than the door
height, and centered above the plaque that says, " Men and Women. " Similar placement
for the backlight.
• Provide the details on the warranty of the water fountain.
• Eliminate the gutter.
It was noted that the Board of Architectural Review only reviews exterior modifications,
not interior modifications. Interior recommendations:
• Interior integrity of the privacy wall
