Robinson, Jr. Town Hall, 127 Center Street, South 1. Call to Order Chairman Leggett called the meeting to order at 7:00 pm. 2. Resolution for Continuity of Government TBLC-21010 Resolution for Continuity of Government Chairman Leggett read the Continuity of Government. Motion to approve: Kiefhaber Seconded: Krinn Unanimous 3. Roll Call Shelley Kozlowski, Board Clerk, called roll. All members were present: Robert Leggett, Robert Holland, Friderike Butler (via ZOOM), Jennifer Kiefhaber (via ZOOM), Jon Krinn (via ZOOM), Deepa Chakrapani (via ZOOM). Staff Present: Natalie Monkou, Economic Development Manager (via ZOOM), Shelley Kozlowski, Deputy Town Clerk/Board Clerk. Special Guests: Mayor Linda Colbert, Lydia Russo (via ZOOM) 4. Approval of the Minutes: A. TBLC-21021 Meeting Minutes Acceptance, February 11, 2021, February 25, 2021 Motion to Accept: Chakrapani Seconded: Butler Unanimous 5. Introductory Remarks - Mayor Colbert Mayor Colbert thanked the TBLC members for all they have done for the town. Discussed their role and relationship with the Economic Development office and Town Council as well as open meeting laws. 6. Old Business A. TBLC-21008 Status of post-holiday window dressing survey held during the pandemic (Friderike Town of Vienna Page 1 Printed on 4/9/2021 Town Business Liaison Commiittee Meeting Minutes March 11, 2021 B.) Ms. Monkou will be sending out the survey. It will be open for 9 days. Ms. Butler will divide the businesses among the committee members to interview utilizing survey monkey B. TBLC-21011 Status of effort to meet with several surrounding towns on their economic development structure and their effort to support businesses during the pandemic and beyond. (Bob, Jen and Friderike) Mr. Leggett and Ms. Kiefhaber spoke with the Town of Herndon. Ms. Kiefhaber stated that she spoke with a Town staff member regarding their Economic Advisory Committee and shared their structure and efforts within the town. Mr. Leggett added that Ms. Kiefhaber will reach out to the City of Fairfax and Ms. Butler will be reaching out to the Town of Culpeper. A roundtable will be held (still tentative) in May or June involving all three towns and the TOV. C. TBLC-21013 TBLC membership update during the pandemic (Bob) There is a candidate that will be interviewed by the Town Council for the remaining position at the upcoming Town Council town meeting. 7. New Business A. TBLC-21015 A discussion about whether the TBLC should play a more active role in supporting and advising the TC on economic and business matters during the pandemic and beyond. (All) The Committee shared thoughts and ideas including the structure of the TBLC, the role of the committee with regard to the Town Council and “Smart City” initiatives. B. TBLC-21017 Discussion of the status of the emergency temporary outdoor permitting order, including alcohol, during the pandemic (Jon) Ms. Monkou stated that the Town Council recently readopted this emergency ordinance on March 1, 2021. Mr. Krinn and Ms. Monkou briefly discussed the VABC license. C. TBLC-21018 Discussion of ideas on how to attract new restaurants to the TOV during the pandemic and beyond. (Jon) Mr. Krinn shared his thoughts on ways to attract more good restaurants in the town including talks with the local landlords. 8. Economic Development Manager Update A. TBLC-21006 Update from Economic Development Manager Ms. Monkou updated the Committee regarding the Market and Economic Strategy study status. Ms. Monkou and members of the Committee shared thoughts on the recent Comprehensive Plan update meeting and their role regarding the update. 9.
