Natalie Monkou, Manager, Economic Development called roll. Members present:
Chairman Robert Leggett, Peggy James; Jennifer Kiefhaber; Mark Lander.
Absent: Deepa Chakrapani; Robert Holland
Staff Present: Natalie Monkou, Economic Development Manager.

TBLC Electronic Participation Resolution
The Resolution and Policy on Electronic Participation of Members of the Town
Business Liaison Committee was approved through roll call vote. All present voted
in favor.

3. Acceptance of Minutes
A. TBLC-22159
Acceptance of December 9, 2021, Meeting Minutes
The minutes of December 9, 2021 were approved with corrections. Motion, Jennifer
Kiefhaber; second, Mark Lander. Motion carried by all present.
New Business
Chairman Leggett introduced the idea of gathering information on businesses that
are “doing good” in the community and beyond. Suggest recognition for all such
businesses, not just those selected for awards. The goal is to create a dynamic list
that will evolve over time. Discussion of process followed.
Action: Manager Monkou will share a copy of the Carole Wolfand award survey to
Chairman Leggett for additions based on discussion.

TBLC Membership Update
Chairman Leggett recognized Peggy James who reported that Jennifer Morrow will
be joining the Committee.

Discussion included:
• Media options for circulating vacancies;
• Representation from food service industry;
• Urgency for filling vacancies; re: Mayor Colbert.
Chairman Leggett reported that a list of initiatives and accomplishments have been
submitted for the budget book. Now is the time to request project funding. TBLC is
pooled with all Boards and Commissions so must compete for project funding.
Funding requests are to be submitted directly to Town Clerk, Melanie Clark.

Update on Window Dressing Contest
Chairman Leggett reported on the 2021 contest.
Additional observations:
• Event seemed flat; TBLC should be more actively involved;
• Consider ways to incentivize all Church Street businesses to participate;
• Solicit Madison High School students to participate;
Action: Mark Lander and Peggy James to develop plan for holiday night run with
giveaways at business locations.
C. TBLC-22156
Update on New Business Visits
Chairman Leggett pointed out the need for a welcome letter to present to business
owners at point of first visit.
Action: Peggy James will provide letter for interim email use until official letter is
designed and funding provided for printing.
Action: Reports on assigned business visitations should be forwarded to Robby
Holland.
Action: Manager Monkou will investigate Town promotional items (i.e. calendars)
to share with new businesses.

Update on Madison High School Internship Effort
Chairman Leggett has forwarded advance questions to Madison High School
contacts.
5. Economic Development Manager Updates
Manager Monkou reported that interviews with Council regarding the parking
study have been completed. A meeting with the consultant is scheduled within the
next two weeks.

Update on 2022 Small Business Administration Awards
Manager Monkou reported on the nominations as follows:
• Small Business Person of the Year – Denise Lee, Social Burger
• Phoenix Award for Small Business After Recovery – Jennifer McLaughlin,
Caboose

Economic Development Strategy
Manager Monkou reported that results of the study will be presented to Council on
February 14, 2022. She indicated that this will provide focus for the Economic
Development Department for the next twelve months.
Manager Monkou followed with a list of the top five items provided by Council for
Economic Development focus. Following discussion, the Committee concluded that
as a Council advisory arm, it is appropriate for the TBLC, in collaboration with the
Department of Economic Development, to submit a collaborative priority list to
Council prior to February 14.
Action: Committee members will forward bulleted thoughts regarding the priority
list and memo to Chairman Leggett.
Action: Chairman Leggett will draft memo for review and forward to Council.
Action: Manager Monkou will schedule special TBLC Zoom meeting in the next ten
days.

Chairman Leggett called for a motion to adjourn.
Motion, Jennifer Kiefhaber; second, Mark Lander.
Meeting adjourned at 8:30 PM.
