2. Approval of the Minutes:
Approval of the minutes of the regular council meeting of October 7, 2013 .
A motion was made that the Minutes be approved. The motion carried by the
following vote:
Aye: 6- Council Member DiRocco, Council Member Kelleher, Council Member Polychrones, Vice
Mayor Sienicki, Council Member Springsteen and Mayor Seeman
Abstain: 1- Council Member Cole

Councilmember Kelleher reported that she has heard that Wu's Garden is closing
and she would like to suggest that Council prepare a Resolution in honor of Wu's
nearly 40 years in business and present it to the family at the next Council
meeting. They had their first certificate of occupancy in December of 1974.
Councilmember Sienicki thanked Cathy Salgado and the Parks & Recreation
department for a wonderful Town clean up.
Councilmember Sienicki also thanked the TSC, Tamara Redmond, Mr. Zhang
and Public Works for the mini roundabout presentation.
Councilmember Cole reported that she attended the 2013 Fairfax Bike Summit
themed Bicycle friendly Tysons at George Mason University, put on by FAB,

Fairfax Area Bicycling and Washington Area Bicycle Association. She has some
material from the conference that she will pass on to Public Works. One of the
sessions she attended was on Bicycle Safety which she thought was very useful
and informative. The Fairfax County trail map includes the Vienna bicycle routes
and indicated as preferred to recommended routes that go right through town
and connect to the W & OD Trail. The trail is an important feature of this areas
bicycle. The trail map also has routes that are not recommended or routes that
present hazards. A citizen from town spoke to her about the idea for having a
business directory at the W & OD Trail in town, there has been one proposed in
Herndon but has not come in to being yet. She spoke with a gentleman from
Arlington who was their bicycle program coordinator and he gave her names of a
couple cities that have them in place. The directory would be posted so that
people arriving in Town would know where there are places to go eat, shop or get
their bikes fixed. There was also a presentation by the Executive Director of the
League of American Bicyclists and he pointed out that the only credentialed
bicycle friendly community in Northern Virginia is Reston so she picked up some
information on how to become a designated bicycle friendly community. Mayor
Seeman suggested that she pass on the information to the Transportation Safety
Commission as they are setting up a Bicycle Advisory Committee.
C. Report of the Town Manager
Mr. Payton reported that the work session scheduled after the meeting to discuss
the Police Station has been rescheduled to November 18th. They want to make
sure they have adequate information before they meet.
D. Report of the Mayor
Mayor Seeman reported that Council met in Closed Session for the express
purpose of interviewing an individual for a Board/Commission appointment.
E. Proposals for Additional Items to the Agenda

It was moved that the members of the Vienna Town Council be polled to affirm
that during the Closed Session convened this date, Monday November 4, 2013,
the Town Council met for purposes of discussion of personnel matters, specifically
the interviewing of individuals for consideration of appointment and/or
reappointment to Town Boards and Commissions.”
It was further moved that the Certification Resolution be adopted in accordance
with State Statutes, and that the Town Clerk is authorized to execute the
Certification Resolution.
It was further moved that the Closed Session be continued to Monday, November
18, 2013, at 7:30 p.m. in accordance with Virginia Code Section 2.2-3711A(1), for
purposes of discussion of personnel matters, specifically the interviewing of
individuals for consideration of appointment and/or reappointment to Town
Boards and Commissions.

It was moved that Jessica Hurst be appointed to the Community Enhancement
Commission to complete the unexpired term of Corinne Abbot. Said term is to
begin November 4, 2013 and to expire November 20, 2014.

It was further moved that Philip Grant be appointed to the Community
Enhancement Commission as a student member. Said term to begin on
November 5, 2013 and expire July 31, 2015.
It was further moved that Mary McCullough be appointed to the Windover
Heights Board of Review as the Transportation Safety Commission
representative. Her term shall begin November 5, 2013 and expire at the end of
her TSC term.

Request for approval of bank placement and/or bond issuance.

It was moved for the adoption of the attached Resolution authorizing bank financing
of 2014 capital improvement projects (CIP) as evidenced of the Town's official intent.

Member Polychrones, Vice Mayor Sienicki, Council Member Springsteen and Mayor
Seeman
Request to award bank contract.
It was moved to award the financing to TD Bank taking advantage of their option 2.
