Robinson, Jr. Town Hall, 127 Center Street, South Regular Meeting Invocation: Reverend Craig Burns, Vienna Assembly of God and Pastor David Jordan-Haas of the Vienna Presbyterian Church 1. Roll Call Present: 6- Council Member Laurie Genevro Cole, Council Member Laurie A. DiRocco, Council Member Edythe Frankel Kelleher, Council Member Michael J. Polychrones, Vice Mayor Carey J. Sienicki and Council Member Howard J. Springsteen Absent: 1- Mayor M. Jane Seeman 2. Approval of the Minutes: Regular Meeting of February 3, 2014 It was moved for approval of the minutes as submitted. A motion was made by Council Member Cole, seconded by Council Member DiRocco, that the minutes be approved. The motion carried by the following vote: Aye: 6- Council Member Cole, Council Member DiRocco, Council Member Kelleher, Council Member Polychrones, Vice Mayor Sienicki and Council Member Springsteen Absent: 1- Mayor Seeman 3. Receipt of petitions and communications from the Public Local Boy Scouts from troop 987 introduced themselves to Council, they are working on their Citizenship in the Community merit badge. 4. Reports/Presentations Vice-Mayor Sienicki read the Proclamation to be presented to DH Scarborough of the Vienna Business Association. A motion was made by Council Member Cole, seconded by Council Member Polychrones, that the Presentation be presented. The motion carried by a unanimous vote. A. Report of the Vice-Mayor Vice-Mayor Sienicki reported the following: Hunter Mill Community Summit will be held at Frying Pan Park Visitor Center on Saturday, March 1, 2014 from 9:00 a.m. to 12:30 p.m. On Sunday, March 2nd at 7:00 p.m, the Vienna Community Band Concert will be performing at the Vienna Community Center. Tuesday, March 14, 2014 is the filing deadline for candidates for the May 6th Town Election. Friday, March 7th is the 75th Anniversary of the Louise Archer Elementary School, the public is invited to the Open House being held from 6-8p.m. Vice-Mayor Sienicki thanked all the Town Personnel that have been assisting with all the efforts to remove the large amounts of snow on the roads and sidewalks. We are very fortunate to have such a great group of people who dedicate so much time to taking care of the Town. D. Proposals for Additional Items to the Agenda None E. Closed Session It was moved that the members of the Vienna Town Council be polled to affirm that during the first Closed Session convened this date, Monday, February 24, 2014, the Town Council met for purposes of discussion of personnel matters, specifically of Council's course of action since the passing of Mayor Seeman on Sunday, February 23, 2014. It was further moved that the Certification Resolution be adopted in accordance with State Statutes, and that the Town Clerk is authorized to execute the Certification Resolution. It was further moved that the Closed Session be continued to Monday, March 3, 2014 at 7:15 in accordance with Virginia Code Section 2.2-3711A(1), for purposes of discussion of personnel matters, specifically the interviewing of individuals for consideration of appointment and/or reappointment to Town Boards and Commissions. A motion was made by Council Member Kelleher, seconded by Council Member DiRocco, that the Closed Session be approved. The motion carried by the following vote: Aye: 6- Council Member Cole, Council Member DiRocco, Council Member Kelleher, Council Member Polychrones, Vice Mayor Sienicki and Council Member Springsteen Absent: 1- Mayor Seeman 5. Public Hearings 6. Regular Business Town of Vienna Page 2 Printed on 3/18/2014 Town Council Meeting Meeting Minutes February 24, 2014 A. Request to accept Classification and Compensation Study. It was moved to accept the consultant's report with the changes that were mentioned on the classification and compensation study with the no structure adjustment option . The change mentioned was the modification of the Directors to go to 3 grades, 132, 133 and 134 as discussed and the Deputy Directors are together in grade 130. A motion was made by Council Member DiRocco, seconded by Council Member Polychrones, that the Action Item be approved. The motion carried by the following vote: Aye: 6- Council Member Cole, Council Member DiRocco, Council Member Kelleher, Council Member Polychrones, Vice Mayor Sienicki and Council Member Springsteen Absent: 1- Mayor Seeman B. Request to award Echols Street SE Reconstruction contract to Sagres Construction Corporation. It was moved to award IFB 14-14, Echols Street SE Reconstruction, to Sagres Construction Corporation in the amount of $189,000 from account 10412-47401. A motion was made by Council Member Springsteen, seconded by Council Member Kelleher, that the Action Item be approved. The motion carried by the following vote: Aye: 6- Council Member Cole, Council Member DiRocco, Council Member Kelleher, Council Member Polychrones, Vice Mayor Sienicki and Council Member Springsteen Absent: 1- Mayor Seeman C. Request to accept easement at 385 Courthouse Road SW. It was moved to accept the 419.26 square foot street and utility easement at 385 Courthouse Road SW and authorize the Vice-Mayor to execute the documents. A motion was made by Council Member Cole, seconded by Council Member DiRocco, that the Action Item be approved. The motion carried by the following vote: Aye: 6- Council Member Cole, Council Member DiRocco, Council Member Kelleher, Council Member Polychrones, Vice Mayor Sienicki and Council Member Springsteen Absent: 1- Mayor Seeman D. Request approval to renew IFB 12-05, July 4th Fireworks Display Contract with Bay Fireworks for the 2014 fireworks display at Southside Park. It was moved for the approval of the renewal of IFB 12-05, July 4th Fireworks Display, to Bay Fireworks in the amount of $14,800 from account number 10715-47707. A motion was made by Council Member Polychrones, seconded by Council Member DiRocco, that the Action Item be approved. Request to set public hearing for Qwest franchise renewal for Monday, March 17, 2014. It was moved to set a Public Hearing for the Town Council meeting of March 17, 2014, to consider the renewal of the Qwest franchise agreement. It was further moved to direct the Town Clerk to advertise the notices of Public Hearing. A motion was made by Council Member DiRocco, seconded by Council Member Cole, that the Action Item be approved. The motion carried by the following vote: Aye: 6- Council Member Cole, Council Member DiRocco, Council Member Kelleher, Council Member Polychrones, Vice Mayor Sienicki and Council Member Springsteen Absent: 1- Mayor Seeman 7. Meeting Adjournment It was moved to adjourn the meeting at 8:54 p.m. A motion was made by Council Member Kelleher, seconded by Council Member DiRocco, that the meeting be adjourned.
