Robinson, Jr. Town Hall, 127 Center Street, South Invocation: Rev. Craig Burns, Vienna Assembly of God Pledge of Allegiance to the Flag of the United States of America 1. Roll Call 2. Approval of the Minutes: Work Session Minutes of August 18, 2014. It was moved to approve the minutes of the Work Session of August 18, 2014 as submitted. A motion was made by Council Member Attanasi, seconded by Council Member Kelleher, that the Minutes be approved. The motion carried by the following vote: Aye: 7- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco 3. Receipt of petitions and communications from the Public Patricia Melton, 300 Mashie Dr., SE addressed Council regarding the Follin Lane. She would like to remind Council and the staff that there is precedent to ask the Transportation Safety Commission to further review the Follin Lane improvement project. Given that the Lewis Street sidewalk project was cancelled after concerned citizen input. They continue to hope that they will all have a equitable resolution to the situation for everybody as well as their neighbors at Navy Federal Credit Union. Suzanne McClorey, 702 Hine Street also addressed Council regarding regarding the Follin Lane project. They had an onsite visit with Dennis Johnson and staff and are hoping to clarify some things about the project and feel more comfortable with it but frankly a lot of them are just not happy at all with the project and really feel it needs to be fixed before it goes out to bid. They did discuss trees and drainage and they were given some assurances and they were told they would get letters very soon with guarantees of what the Town would do if they encountered any problems. It has been several weeks and they still have not received any letters regarding the trees or drainage situation. The other thing that was discovered at the onsite meeting was that the right hand turn lane that is in the plan is actually a fully dedicated lane and she would like Council, Dennis Johnson and his staff would start referring to it as a fully dedicated lane. A couple weeks ago, the day after the meeting, she sent an email to the entire Council explaining that they think they have a solution to alleviate congestion on Follin that if they simply made a real right hand turn lane and started it at Hine they could probably help the situation. As they were standing on the road they discussed this issue and even Dennis Johnson admitted that 70% of the traffic is Town of Vienna Page 1 Printed on 10/29/2014 Town Council Meeting Meeting Minutes September 8, 2014 going left on Follin heading up to Maple so having an 800 foot right hand turn lane is not going to solve the problem. They would really like Council to consider that one issue because they think it is a good compromise. Finally she is the resident that lives at the corner of Hine and Follin and it is a very dangerous intersection and she is very fearful that if they were to put that lane in, it would go even closer to her house, the grade would be taken away and it would put her kids and other kids not in the yard are at risk. They keep getting referred to the Transportation Safety Commission and they are willing to work with them but they have not been able to since they have not been in session. She really thinks they need to have Dennis Johnson and Council should be part of that discussion. The residents that live along Follin, the people that live in Vienna and use Follin, the Police Department and Council are very aware of Hine and Follin, it is very dangerous. They have about 40 residents that are very concerned. A local Boy Scout, Christopher Serfass from Troop 13 introduced himself to Council, he is working on his Citizenship in the Community Merit badge. Reverend Craig Burns complimented Council for showing up. It is hard to do what they do and as a resident for many years he wanted to acknowledge the hard work they do day in and day out. Life does go on and decisions have to be made. He also complimented members of the Vienna Police, specifically, Inspector Leroux and Lt. Rush on doing an excellent job on an issue they were involved in. He also mentioned that he has some experience on moving forward after getting some bad news and what helped his family was to not ask the why questions but ask what next questions. That one phrase has helped them moved forward over countless insurmountable things. He provided the Mayor with a book on the thought of "What's Next?". 4. Reports/Presentations Mayor DiRocco presented the following Proclamations: Proclamation for Constitution Week. Proclamation for September 11, 2001. A. Report and Inquiries of Council Members Councilmember Sienicki provided information on Hunger Awareness Month in Virginia. She attended an event at the Capital Area Food Bank where they provided information on hunger in our area. Councilmember Sienicki thanked the Cooking Channel for attending Viva Vienna event and recording the event. Councilmember Colbert reported that she had some citizens comment to her about how great Center Street was and how quickly it was finished. Councilmember Springsteen thanked Public Works for fixing the bump on Center Street that the Fire Dept. had concerns with. Councilmember Springsteen shared his loss of Greg Hembree. He always counted on him for advice, he was right on with zoning questions and he always appreciated his opinion. Report of the Mayor Mayor DiRocco reported that she had her first Mayor's walking group and it went very well, they did a 2.8 mile walk in the southeast side of Town. She will continue to host these every Friday at 9:30 a.m. from the Town Hall. As it progresses they may start at different points in Town. She welcomed people to join if they are interested. Mayor DiRocco also reported that she will be hosting Vienna at Your Service on Tuesday, Sept. 9th at 7:30 p.m. in the Town Hall. Parks & Recreation will be discussing the Community Center Renovation, the Animal Control Officer will be discussing wildlife in the community and the Police will provide an update on what is happening. Mayor DiRocco also reported that there will be a 9-11 ceremony on September 11th at 10:00 a.m. on the Freeman House lawn. D. Proposals for Additional Items to the Agenda E. Closed Session It was moved that the members of the Vienna Town Council be polled to affirm that during the Closed Session convened this date, Monday, September 8, 2014, the Town Council met for purposes of discussion of personnel matters, specifically the interviewing of individuals for consideration of appointment to Town boards and commissions. It was further moved that the Certification Resolutions be adopted in accordance with State Statutes, and that the Town Clerk is authorized to execute the Certification Resolution. And It was further moved that the Closed Session be continued to Monday, September 22, 2014 at 7:30 p.m. in accordance with Virginia Code Section 2.2-3711A(1) for purposes of discussion of personnel matters, specifically, the interviewing of individuals for consideration of appointment and/or re-appointment to Town boards and commissions. Motion: Councilmembe Kelleher Second: Councilmember Attanasi Carried Unanimousl It was moved that Friderike Butler be appointed to the Town/ Business Liaison Committee to fill the unexpired term of Pasha Majdi. Said term shall begin retroactively on August 19, 2014 and will expire October 5, 2015. Regular Business Approval of a Proposed Ordinance to Amend the Code of the Town of Vienna, Chapter 18, Zoning, Article 2, Section 18-4, Definitions, adding new Definitions, and adding a new Article 13.1 MAC: Maple Avenue Commercial Zone Regulations. It was moved to defer this item to the regular Council meeting of September 22, 2014 with the record to remain open for written comments from citizens. A motion was made by Council Member Kelleher, seconded by Council Member Springsteen, that the Action Item be deferred. The motion carried by the following vote: Aye: 7- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco The Northern Virginia Regional Gang Task Force payment. It was moved for the approval for the Police Department to expend an amount not to exceed $25,000 from account 10311-47230 to the Northern Virginia Regional Gang Task Force as stated in the funding agreement. A motion was made by Council Member Springsteen, seconded by Council Member Sienicki, that the Action Item be approved. It was moved for approval to ride National Joint Powers (NJPA) contract #111309-CDW for the purchase of server maintenance renewals and computer supplies with CDW-G at a total cost, not to exceed (NTE) $18,000.00 from the accounts listed above. A motion was made by Council Member Springsteen, seconded by Council Member Sienicki, that the Action Item be approved. It was moved for approval to add $3,000.00 to Purchase Order 140277 with Presidio Networked Solutions to complete Active Directory consolidation at a total cost, not to exceed (NTE) $201,538.14 from the account listed above. It was further moved that it be transmitted to Fairfax County with the request that it be posted and entered into County records according to law. It was further moved that delinquent real estate taxes be recorded as a tax lien against said properties. A motion was made by Council Member Kelleher, seconded by Council Member Springsteen, that the Action Item be approved. A motion was made by Council Member Springsteen, seconded by Council Member Kelleher, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco Award a contract to Whitman Requardt for a Water and Sewer Capacity and Growth Study It was moved to award an engineering services contract for a Water and Sewer Capacity and Growth Study in the amount of $99,235 to Whitman Requardt and Associates, LLP under RFP 13-05 from account number 380502-48803. A motion was made by Council Member Springsteen, seconded by Council Member Attanasi, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council Member Majdi, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco Award On-Call Roadway Maintenance Contract to Espina Paving, Inc. It was move to award IFB 14-21 On-Call Roadway Maintenance Contract to Espina Paving, Inc. and It was further moved, as part of IFB 14-21, to award contracts for repairs to: Ware Street SW, Cottage Street SW, Aponi Rd - Adahi Rd SE, East Street NE, and Lauren Lane SE totaling $106,854.00 from account 10414-47402. A motion was made by Council Member Kelleher, seconded by Council Member Sienicki, that the Action Item be approved.
