1. Roll Call
Present: 6- Council Member Emil Attanasi, Council Member Linda Colbert, Council Member Edythe
Frankel Kelleher, Council Member Carey J. Sienicki, Council Member Howard J.
Springsteen and Mayor Laurie DiRocco
Absent: 1- Council Member Pasha Majdi
2. Approval of the Minutes:
A. Approval of the minutes of the Regular Council Meeting of January 5,
2015 and the Work Session Minutes of December 8, 2014.
It was moved to approve the minutes of the Regular Council Meeting of January 5,
2015 and the Work Session minutes of December 8, 2014 as submitted.
A motion was made by Council Member Attanasi, seconded by Council Member
Sienicki, that the Minutes be approved. The motion carried by the following vote:
Aye: 6- Council Member Attanasi, Council Member Colbert, Council Member Kelleher, Council
Member Sienicki, Council Member Springsteen and Mayor DiRocco
Absent: 1- Council Member Majdi
3. Receipt of petitions and communications from the Public
Tyler Schoeberlein, 224 Manvell Road addressed Council regarding safety on his
street. On the corner of Manvell and Park there are some bushes that are blocking
the view of pedestrians and drivers. He would like the Town to remove the bushes
without harming or taking away property. He furthered explained his conerns.
4. Reports/Presentations
A. Report and Inquiries of Council Members
Councilmember Kelleher reported that she has been to some County events on behalf
of the Town and also on behalf of her day job and the first one she emailed to the
Council on how to access, online, the draft product of the Economic Advisory
Commission that they have been working on for about three years and are finally
getting somewhere. This document will be presented to the Board of Supervisors at

their next meeting but it will be a few weeks before it goes before them for approval
so there will be some amendments. She stated that if Council has any other thoughts
on the document to please let her know so she can add to it. The other event she
went to was called the G7 which is the seven revitalization areas in Fairfax County
that were designated by the Board of Supervisors back in the 80's and there are some
issues there about brick and paver sidewalks because of maintenance issues. There
are a lot of things under consideration to replace some of the materials and
construction practices that are 25 and 30 years old. She picked up a copy of the
County's research and will pass it on to the Town Manager in case the Town wants to
make any changes to make their maintenance lives easier, we can take advantage of
the research they have already done.
Councilmember Springsteen reported that a majority of the lights on Church Street
have been fixed so it does appear they are making progress in getting them repaired.
Councilmember Springsteen thanked the Town Manager for providing Council with
the definitive water pipe replacement list that they will be voting on in a couple of
weeks. This will help with the long term.
Councilmember Springsteen also reported that there were some residents upset that
the Town would not be having the Fourth of July celebration at Caffi field this year.
He knows they are still having the fireworks, and if it is a funding issue he would like
to re-visit to see if there are some savings from vacant positions that can be used. Mr.
Payton will look into it.
Councilmember Sienicki reported that some of Council will be going to the Virginia
Municipal League Conference in Richmond to talk with our Legislators.
Councilmember Attanasi reported that it is not his intention to run for election this
spring. He appreciates the opportunity to serve the Town and maybe at a future time
he will run.
B. Report of the Town Manager
Mr. Payton stated that he really appreciates Councilmember Attanasi and working
with staff and hopefully he will continue to stay in contact in the coming months and
years, as well as there may be some opportunities for him to help with some tasks
that the Town may have. He thanked him on behalf of the Town.
C. Report of the Mayor
Mayor DiRocco reported that on January 19th, Martin Luther King Day, she went to
the First Baptist Church, along with the Police Chief Morris, to sit on a panel
discussion to talk about social justice and it was a really uplifting and interesting
discussion that they had. She was very grateful to Dr. Walton for inviting her to be a
part of it and they talked about possibly doing it again in the future.
Mayor DiRocco reported that some of Council will be attending the Virginia
Municipal League Conference in Richmond where they will be talking to Legislators
about the Town's Legislative Agenda.

E. Closed Session
It was moved that the members of the Vienna Town Council be polled to affirm that
during the first Closed Session convened this date, Monday January 26, 2015, the
Town Council met for purposes of discussion of possible land acquisition.
It was further moved that the Certification Resolution be adopted in accordance with
State Statutes, and that the Town Clerk is authorized to execute the Certification
Resolution.
It was further moved that the Closed Session be continued to later this date, Monday,
January 26, 2015 at the conclusion of the Regular Council Meeting, in accordance
with Virginia Code Section 2.2-3711A(1), for purposes of discussion of personnel
matters, specifically the annual review of the Town Manager.
A motion was made by Council Member Edythe Frankel Kelleher, seconded by
Council Member Emil Attanasi, that this item be approved. The motion carried
by the following vote:
Aye: 6- Council Member Attanasi, Council Member Colbert, Council Member Kelleher,
Council Member Sienicki, Council Member Springsteen and Mayor DiRocco
Absent: 1- Council Member Majdi
5. Public Hearings
There were no Public Hearings.
6. Regular Business
A. Request to set Public Hearing on a proposed Ordinance to amend the Code of
the Town of Vienna, Chapter 17, Subdivisions, Article 5, Improvements,
Section 17-67.1 Dedication of Sidewalks for Single-Lot Development; and
Section 17-67.2 Completion of Sidewalks for Single-Lot Development.
It was moved to set a public hearing on March 16, 2015 for the consideration of a
proposed Ordinance to amend the Code of the Town of Vienna, Chapter 17,
Subdivisions, Article 5, Improvements, Section 17-67.1 Dedication of Sidewalks for
Single-Lot Development; and Section 17-67.2 Completion of Sidewalks for
Single-Lot Development. It was further moved that the Town Clerk be directed to
advertise Notices of Public Hearing.
A motion was made by Council Member Sienicki, seconded by Council Member
Colbert, that the Action Item be approved. The motion carried by the following vote:

It was moved to set a public hearing on March 16, 2015 for the consideration of a
proposed Pedestrian Master Plan and it was further moved that the Town Clerk be
directed to advertise Notices of Public Hearing.

A motion was made by Council Member Colbert, seconded by Council Member
Kelleher, that the Action Item be approved. The motion carried by the following vote:

C. Award contract to Amec Foster Wheeler, Inc. for stormwater MS-4 Permit
compliance activities
It was moved to award a $27,800 professional services contract to Amec Foster
Wheeler, Inc. for MS-4 Permit Compliance under RFP 14-04 account 55111--47404.
A motion was made by Council Member Springsteen, seconded by Council Member
Sienicki, that the Action Item be approved. The motion carried by the following vote:

D. Request for approval of Instructor Contractors for Parks and Recreation Classes
for the Winter Session in Excess of $20,000
It was moved to approve an amount not to exceed $16,500 for C3Cyber Club, Nina
Crissey, and UK Elite Soccer for 2015 winter classes from account number
10712-43308.
A motion was made by Council Member Sienicki, seconded by Council Member
Colbert, that the Action Item be approved. The motion carried by the following vote:

E. Request Waiver of Purchasing Regulations for the Installation of the Glyndon
Park Baseball Field Lights and Approve Contract To RE Lee In The Amount Of
$57,723.
It was moved to waive purchasing regulations and approve a contract to RE Lee for
the installation of the Musco ball field lights at Glyndon Park in the amount not to
exceed $52,723 from account #300710-48803 and $5,000 from account
#10713-47403.
A motion was made by Council Member Kelleher, seconded by Council Member
Attanasi, that the Action Item be approved. The motion carried by the following vote:

F. Request to Increase A&E Fees for the Vienna Community Center Renovation

It was moved to approve the additional A&E fees of $53,710, under RFP 14-03, for
Lukmire Partnership for the Vienna Community Center from account

A motion was made by Council Member Springsteen, seconded by Council Member
Sienicki, that the Action Item be approved. The motion carried by the following vote:

Second Closed Session
It was moved to recess into Closed Session at 8:50 p.m.
The Regular meeting was called back into order at 11:00 p.m.
It was moved that the members of the Vienna Town Council be polled to affirm that
during the second Closed Session convened this date, Monday January 26, 2015, the
Town Council met for purposes of discussion of personnel matters, specifically the
annual review of the Town Manager.
It was further moved that the Certification Resolution be adopted in accordance with
State Statutes, and that the Town Clerk is authorized to execute the Certification
Resolution.
It was further moved that the Closed Session be continued to Monday, February 2,
2015, at 7:15 p.m. in accordance with Virginia Code Section 2.2-3711A(1), for
purposes of discussion of personnel matters, specifically the interviewing of
individuals for consideration of appointment and/or re-appointment to Town
Boards and Commissions.
A motion was made by Council Member Edythe Frankel Kelleher, seconded by
Council Member Carey J. Sienicki, that this motion be approved.. The motion
passed by the following vote:
Aye: 6- Council Member Attanasi, Council Member Colbert, Council Member Kelleher,
Council Member Sienicki, Council Member Springsteen and Mayor DiRocco
