1. Roll Call
Present: 7- Council Member Linda Colbert, Council Member Edythe Frankel Kelleher, Council
Member Pasha Majdi, Mayor Laurie DiRocco, Council Member Howard J. Springsteen,
Council Member Carey Sienicki and Council Member Tara L. Voigt
2. Approval of the Minutes:
A. Minutes of the Regular Council Meeting of September 28, 2015.
It was moved to approve the minutes of the Regular Council meeting of September
28, 2015 as submitted
A motion was made by Council Member Voigt, seconded by Council Member
Springsteen, that the Minutes be approved. The motion carried by the following vote:

3. Receipt of petitions and communications from the Public

4. Reports/Presentations
A. Proclamation for National American Indian Heritage Month.
Mayor DiRocco presented a Proclamation designating the month of November,
2015, as National American Indian Heritage Month.
A motion was made that the Proclamation be approved. The motion carried by a
unanimous vote.

A. Report and Inquiries of Council Members
Councilmember Springsteen asked that all of Council take a look at the shingles that

the Director of Public Works has left out so they can get the roof issue taken care of.
Councilmember Sienicki reported that Oktoberfest did happen. Even when so many
jurisdictions and festivals were canceling their events Vienna did not cancel. She
gave special thanks to the Vienna Business Association, Parks and Recreation,
Brooke Rentals and all the volunteers for all the help before, during and after the
event.
Councilmember Sienicki also reported that it was a very good VML Conference that
some of Council and staff attended, she learned a lot.
Councilmember Sienicki reported that there is a gallery of maps that the Town of
Vienna has that show all different features around Town and thanked Planning and
Zoning for creating it, it is very interesting.
B. Report of the Town Manager
Mr. Payton reported that one of the Town staff, Gul Nabi, suffered a tragic accident
while he was off work. He wanted to mention that he has visited him twice in the
hospital and he is hoping and praying that he will recover. Over the course of time
he thinks employees are going to donate some of their sick leave time to assist him
during this difficult time for him and his family.
C. Report of the Mayor
Mayor DiRocco stated that they were down at the VML Conference and they did
learn a lot about demographics and generational demographics. While they were
down there the Town received the "Certified Green Government award" for
successfully implementing environmental policies and taking practical actions to
reduce carbon emissions. She thanked Town staff, the Community Enhancement
Commission and the Parks and Recreation Department, they did a lot of work for
this. This award has gotten harder to achieve as the rules were changed by
increasing some of the requirements this past summer. The CEC and Parks and
Recreation are looking at what things are applicable now to use, as a Town, within
these requirements and what kind of changes we can make.
Mayor DiRocco also stated that Oktoberfest was a wonderful success given the
weather and they did a great job!
D. Proposals for Additional Items to the Agenda
A motion was made to add an item to the end of the agenda to endorse another round
of the Solarize Program.
A motion was made by Council Member Edythe Frankel Kelleher, seconded by
Council Member Howard J. Springsteen, that this was approved.. The motion
carried unanimously.
E. Closed Session
It was moved that the members of the Vienna Town Council be polled to affirm that
during the Closed Session convened this date, Monday, October 19, 2015, the Town
Council met for purposes of discussion of personnel matters, specifically the
interviewing of an individual for consideration of appointment to a Town Board or
Commission.
It was further moved that the Certification Resolution be adopted in accordance with

State Statutes, and that the Town Clerk is authorized to execute the Certification
Resolution.
And it was further moved that the Closed Session be continued to Monday, November
2, 2015 at 7:30 p.m. in accordance with Virginia Code Section 2.2-3711A(1), for
purposes of discussion of personnel matters, specifically the interviewing of
individuals for consideration of appointment and /or re-appointment to Town Boards
or Commissions.

Second: Councilmember Sienicki
Abstain: Councilmember Majdi and Councilmember Springsteen

It was moved to appoint Catherine Hardman to the Pedestrian Advisory Committee
to fill the unexpired term of Brian Yanni.
It was further moved to appoint Jonathan Rak to the Bicycle Advisory Committee to
fill the unexpired term of Vince Amodeo.
Motion: Councilmember Kelleher
Second: Councilmember Voigt
Carried Unanimously

5. Regular Business
A. Approval of 2016 Town Council Meeting Schedule and Calendar
It was moved to accept the 2016 Town Calendar as proposed and direct the Clerk to
advertise the adoption of the Town Council's regular meeting schedule for 2016 and
approval of the Town Calendar as discussed and recommended by the Town
Manager.
A motion was made by Council Member Springsteen, seconded by Council Member
Sienicki, that the Action Item be approved. The motion carried by the following vote:

B. Memorandum of Understanding between the Town of Vienna and Faith Baptist
Church.
It was moved to defer the approval of the memorandum of understanding between the
Town of Vienna and Faith Baptist Church to the Regular Council meeting of
November 2, 2015.
"I move to defer the approval of the memorandum of understanding between the
Town of Vienna and Faith Baptist Church to the Regular Council meeting of
November 2, 2015."

C. Consideration of a Melody Lane Safe Routes to School Sidewalk Grant
Application
It was moved to endorse a VDOT Safe Routes to School sidewalk grant application
for a sidewalk project on the south side of Melody Lane SW from Lullaby Lane to
DeSale Street. It was further moved to authorize the Mayor to execute the support
Resolution and the Town Manager to sign other documents required for the grant.
A motion was made by Council Member Sienicki, seconded by Council Member
Springsteen, that the Action Item be approved. The motion carried by the following
vote:

D. Consideration of a Marshall Road SW Revenue Sharing Grant Application.
It was moved to endorse a VDOT Revenue Sharing grant application. It was further
moved to authorize the Mayor to execute the support Resolution and the Town
Manager to sign other documents required for the grant.
A motion was made by Council Member Sienicki, seconded by Council Member
Kelleher, that the Action Item be approved. The motion carried by the following vote:

E. Request to award Nutley & West Street NW sidewalk design contract.
It was moved to award a $99,696 Nutley & West Street NW design contract to Rinker
Design Associates through RFP 12-01 On-Call Engineering Services, account listed
above.
A motion was made by Council Member Voigt, seconded by Council Member
Springsteen, that the Action Item be approved. The motion carried by the following
vote:

F. Request approval for FY16 road salt purchases from Cargill, Inc.
It was moved to approve FY16 spending with Cargill, Inc., riding Montgomery
County Contract #1041647 in an amount NTE $116,900.00 from account
14133-46015.
A motion was made by Council Member Kelleher, seconded by Council Member
Majdi, that the Action Item be approved. The motion carried by the following vote:

G. Purchase of replacement Town Manager’s vehicle within the Vehicle
Replacement Program.
It was moved to replace vehicle #87 by purchasing a Ford Fusion for $18,040
through Bluefield Virginia contract, #C091412 from the account list above.
A motion was made by Council Member Springsteen, seconded by Council Member
Kelleher, that the Action Item be approved. The motion carried by the following vote:

H. Request to Set a Public Hearing for Issuance of Bonds & Notice of Intent to
Adopt an Ordinance Resolution
It was moved that a Public Hearing on a Proposed Bond Ordinance authorizing
issuance of general obligation bonds by the Town of Vienna in an amount up to
$6,750,000 for the purpose of financing, among other things, improvements to the
Vienna Community Center, stormwater drainage improvements, water and sewer
system improvements and street improvements be scheduled at the regular Council
Meeting of November 16, 2015. It was further moved that the Town Clerk be
authorized to advertise Notice of the Public Hearing and Notice of the Council's
Intention to Adopt such Ordinance at such Meeting.
A motion was made by Council Member Kelleher, seconded by Council Member
Springsteen, that the Action Item be approved. The motion carried by the following
vote:

I. Consideration of adoption of a Proposed Ordinance to amend Chapter 2,
Administration, of the Code of the Town of Vienna, Adding a New Article 7
and New Sections 2-69 to 2-71 to Establish Procedures for the Disposition and
Disposal of Property Seized by the Police in Accordance with Virginia Code
Section 15.2-1719 (1950 as amended).
It was moved to approve the proposed ordinance.and
it was further moved to direct the Town Clerk to advertise a Notice of adoption of
the proposed ordinance.
A motion was made by Council Member Springsteen, seconded by Council Member
Voigt, that the Action Item be approved. The motion carried by the following vote:

Request to endorse Solarize 2016 through NVRC.

It was moved to endorse Solarize 2016, a repeat of the Solarize program with the
Community Enhancement Commission.
A motion was made by Council Member Kelleher, seconded by Council Member
Voigt, that the item be approved. The motion carried by the following vote:
