Springsteen, Council Member Carey Sienicki and Council Member Tara L. Voigt 1. Roll Call 2. Approval of the Minutes: A. Regular Minutes of October 19, 2015. It was moved to approve the Regular meeting minutes of October 19, 2015 as submitted. A motion was made by Council Member Springsteen, seconded by Council Member Sienicki, that the Minutes be approved. The motion carried by the following vote: Aye: 7- Council Member Colbert, Council Member Kelleher, Council Member Majdi, Mayor DiRocco, Council Member Springsteen, Council Member Sienicki and Council Member Voigt 3. Receipt of petitions and communications from the Public None 4. Reports/Presentations A. Report and Inquiries of Council Members Councilmember Springsteen thanked the IT Director, Tony Mull, for doing a good job. Councilmember Springsteen mentioned deer hunting in Vienna and that they had received a good report from the Town Attorney and the Police Chief. He was surprised that there were only 6 or 7 deer hit by cars this year. He thanked them for putting the report together. Councilmember Springsteen asked if it was a legality or a policy that states what is needed to be presented to the Planning Commission? Do you have to have things in writing? Mr. Briglia stated that the Planning Commission depends on certain information or they couldn't make a recommendation. Councilmember Colbert thanked the DPW Director, Dennis Johnson for working with the Community Center Project Manager to lower the silt fence, the post and the fabric to help with the sight lines. Councilmember Sienicki thanked Parks & Recreation, Public Works and the Police Department for a wonderful Halloween Parade it went off much better the day after it was scheduled, the weather was much better than the pouring rain. She thanked all involved, especially the Vienna Business Association who puts this on every year. It was a wonderful event. Councilmember Majdi thanked the staff for handling all the contingencies with rescheduling the parade, it went off without a hitch. Councilmember Majdi reported that he had a little complaint from his neighbors, while out trick or treating on Halloween with his son, that within 25 minutes they had to get out of the street because of all the cars going up and down and a few of them were going very fast. He just wanted to bring it up as a discussion point with Council to see if there is anything that can be done. He wondered if this was the new norm or if it was out of the ordinary. If this is the new norm maybe they could come up with some new innovative ways to make it more comfortable and safe for little kids to go trick or treating. Councilmember Sienicki piggy backed on Councilmember Majdi's report and suggested that maybe next year we have some sort of a campaign with the Police to get people to wear reflective gear while they are out to make sure they are lit up. Maybe next year they can advise people in vehicles to watch their speed, especially that evening, and to also get pedestrians to wear protective gear. B. Report of the Town Manager Mr. Payton and the Police Chief introduced Officer Halinski, a new officer for the Town of Vienna. Mr. Payton also introduced the new Communication and Marketing Manager, Lynne Dewilde. Mr. Payton also introduced the new Deputy Director of Planning and Zoning, Hyojung Garland. Mr. Payton reported that leaf collection has begun. They will get as much information out as possible to the citizens to keep them informed. Councilmember Springsteen would like the signs to get out in the neighborhoods at least four or five days prior to when they will be picked up. C. Report of the Mayor Mayor DiRocco thanked Mr. Payton, Leslie Herman and the entire Parks & Recreation staff for making the hard decision of rescheduling the Halloween Parade. Since the weather reports were coming back that there was going to be thunder and lighting they thought it was best to reschedule. There was a concern for citizens safety and she thinks it was a good decision to postpone it for a day. Fortunately the next day was a beautiful evening. She also thanked the Vienna Business Association and the businesses along Maple Avenue because without their support we couldn't do Town of Vienna Page 2 Printed on 12/9/2015 Town Council Meeting Meeting Minutes November 2, 2015 that, especially with having to reschedule it. She also thanked the Police Department and Public Works. Mayor DiRocco reported that the Towns around Northern Virginia met this past Thursday in Leesburg. This is a group of Mayor's and Town Manager's who meet quarterly to discuss items of concern, specifically, regarding towns. They try to use their collective efforts to support legislation that positively affects their communities. This meeting they shared their draft Legislative Agendas and talked about items of concern. One item in particular that was brought up was the legal requirements for Town notifications for Public Hearings that they can pull together and work on. She will pass this around to Council once they have some verbiage for it. This is something that Council may want to consider that will improve the notification process as well perhaps save money in the process as well. D. Proposals for Additional Items to the Agenda None E. Closed Session It was moved that the members of the Vienna Town Council be polled to affirm that during the Closed Session convened this date, Monday, November 2, 2015, the Town Council met for purposes of discussion of personnel matters, specifically the interviewing of individuals for consideration of re-appointment to Town Boards or Commissions. It was further moved that the Certification Resolution be adopted in accordance with State Statutes, and that the Town Clerk is authorized to execute the Certification Resolution. And it was further moved that the Closed Session be continued to Monday, November 16, 2015 at 7:30 p.m. in accordance with Virginia Code Section 2.2-3711A(1), for purposes of discussion of personnel matters, specifically the interviewing of individuals for consideration of appointment and /or re-appointment to Town Boards or Commissions. Motion: Councilmember Kelleher Second: Councilmember Sienicki Carried Unanimously It was moved that Walter Basnight be re-appointed to the Planning Commission for a two-year term. Said term shall be in effect from December 5, 2015 through December 5, 2017. It was further moved that James Cudney be re-appointed to the Town Business Liaison Committee for a two year term, said term shall be in effect from December 7, 2015 through December 7, 2017. Memorandum of Understanding between the Town of Vienna and Faith Baptist Church. Mayor DiRocco called a brief recess at 8:25 p.m. so staff can correct agenda software issues. The meeting was called back to order at 8:32 p.m. It was moved to approve the proposed Memorandum of Understanding between the Town of Vienna and Faith Baptist Church. A motion was made by Council Member Springsteen, seconded by Council Member Colbert, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Colbert, Council Member Kelleher, Council Member Majdi, Mayor DiRocco, Council Member Springsteen, Council Member Sienicki and Council Member Voigt B. Request approval of vehicle purchases within the Vehicle Replacement Program. It was moved to authorize a $107,522.76 purchase of four trucks, units #61, 64, 76 and 84 riding VDOT and eVA contracts within the Vehicle Replacement Program from accounts described above. A motion was made by Council Member Kelleher, seconded by Council Member Springsteen, that the Action Item be approved. Request replacement of vehicle #93 within the Vehicle Replacement Program. It was moved to purchase a 2016 Ford F-150 from Colonial Ford and Truck Sales and outfit with a dump bed insert from R&B Steel Fabrications to replace vehicle #93 for $23,754.20 from the account listed in the Town Manager's report. A motion was made by Council Member Springsteen, seconded by Council Member Voigt, that the Action Item be approved. Increase FY16 spending with Ferguson Waterworks It was moved to approve an additional $24,000 for repair parts from Ferguson Waterworks, riding Fairfax Water IFB 13-18, from the accounts listed in the Town Manager's report, bring total FY16 spending to $43,500.00. A motion was made by Council Member Voigt, seconded by Council Member Kelleher, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Colbert, Council Member Kelleher, Council Member Majdi, Mayor DiRocco, Council Member Springsteen, Council Member Sienicki and Council Member Voigt E. Request to Increase funding for implementation of Tyler Munis software It was moved to award an additional $30,000 for implementation of Tyler Munis software from account number referenced in the Town Manager's Recommendation section. Or Other action deemed necessary by Council.
