1. Roll Call
Present: 7- Council Member Howard J. Springsteen, Council Member Carey Sienicki, Council
Member Tara L. Voigt, Mayor Laurie DiRocco, Council Member Linda Colbert, Council
Member Pasha Majdi and Council Member Douglas Noble
2. Approval of the Minutes:
Approval of the Regular Meeting Minutes of September 12, 2016.
It was moved to approve the regular minutes of September 12, 2016 as submitted.
A motion was made by Council Member Springsteen, seconded by Council Member
Voigt, that the Minutes be approved. The motion carried by the following vote:
Aye: 7- Council Member Springsteen, Council Member Sienicki, Council Member Voigt, Mayor
DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble

4. Reports/Presentations
A. Report and Inquiries of Council Members
Councilmember Sienicki reminded everyone that Saturday, October 1st, is
Oktoberfest. It will be held on Church Street from 11:00 a.m. - 7:00 p.m.
Councilmember Springsteen asked the Town Attorney to provide an update on the
Bey Lounge at the next meeting.
Councilmember Voigt thanked Parks & Recreation on behalf of herself and Michael
Amouri for the Concert Across America that was held on the Town Green. She got
up and said a few words on behalf of the Town. It was a wonderful event. Musical
acts and finalists from Vienna Idol were there and a number of ministers from local
churches were there to talk about gun violence. It was a really nice afternoon.
Councilmember Noble reminded everyone that Friday afternoon, September 30th is
the Madison High School Homecoming Parade on Maple Avenue beginning at 2:00

p.m. Maple Avenue will be shut down from Park Street to beyond James Madison
Drive westbound.
B. Report of the Town Manager
Mr. Payton introduced Michael Gallagher as the new Director of Public Works.
Michael has been with the town since 2010. He has been the acting Director since
the previous Director retired.
C. Report of the Mayor
Mayor DiRocco reported that she went to the Green Hedges school to celebrate the
beginning of their 75th year. They have been in the town since 1955. She presented
them with a Proclamation. They gave her a book called "green hedges school at 75."
It has a lot of history with the town and she will leave it at Town Hall if anyone
would like to read it.
Mayor DiRocco reported that Council will be attending the Virginia Muncipal
League conference in Virginia Beach over the Columbus Day weekend in October.
D. Proposals for Additional Items to the Agenda
None
E. Closed Session
It was moved that the members of the Vienna Town Council be polled to affirm that
during the Closed Session convened this date, Monday, September 26, 2016, the
Town Council met for purposes of discussion of personnel matters, specifically the
interviewing of individuals for consideration of appointment to Town Boards and
Commissions.
It was further moved that the Certification Resolution be adopted in accordance with
State Statutes, and that the Town Clerk is authorized to execute the Certification
Resolution.
And it was further moved that the Closed Session be continued to Monday, October
3, 2016 at 7:15 p.m. in accordance with Virginia Code Section 2.2-3711A(1), for
purposes of discussion of personnel matters, specifically the interviewing of
individuals for consideration of appointment and /or re-appointment to Town Boards
and Commissions.
A motion was made by Council Member Tara L. Voigt, seconded by Council
Member Howard J. Springsteen, that this was approved.. The motion carried by
the following vote:

Mayor DiRocco, Council Member Colbert, Council Member Majdi and Council

5. Regular Business
Award of Concrete Curb Contract at Nelson Drive and 329 Adahi Road SE
Developer Projects
It was moved to award contract work and approve expenditures in an amount not to
exceed $89,859.67 to Sagres Construction for above curb and gutter projects per

IFB 16-10.
A motion was made by Council Member Springsteen, seconded by Council Member
Voigt, that the Action Item be approved. The motion carried by the following vote:

DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble
Award of IFB 17-04 to National Asphalt for Cold Mix, Tack, and Reclaimed
Asphalt Pavement (RAP) in the amount of $89,700.
It was moved to award IFB 17-04 to National Asphalt for cold mix, tack, and
reclaimed asphalt pavement in the amount of $89,700.
A motion was made by Council Member Voigt, seconded by Council Member
Springsteen, that the Action Item be approved. The motion carried by the following
vote:

DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble
Approval of Capital Improvement Plan through 2034
It was moved to approve the Capital Improvement Plan through 2034 as updated at
the September 19, 2016 Council work session and including the suggested
amendments as discussed this evening..
A motion was made by Council Member Noble, seconded by Council Member
Sienicki, that the Action Item be approved. The motion carried by the following vote:

DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble
Request approval of first amendment to the lease between GRI Cedar Park, LLC
and the Town for relocation of the Parks and Recreation Department during the
community center project
It was moved to authorize the Mayor to execute the first amendment to lease between
GRI Cedar Park, LLC and the Town for temporary administrative and programming
space for the Parks and Recreation Department for eight months in the amount of
$16,650 from the Parks and Recreation operating budget account
100-107-1071-17130-43308.
A motion was made by Council Member Sienicki, seconded by Council Member
Springsteen, that the Action Item be approved. The motion carried by the following
vote:

DiRocco, Council Member Colbert, Council Member Majdi and Council Member Noble
