Invocation: Rev. Brenda L. Burns, Licensed Minister, Assemblies of God
Pledge of Allegiance to the Flag of the United States of America
1. Roll Call
2. Approval of the Minutes:
A. Approval of the Minutes of the Regular Council Meeting of October 24, 2016
and November 7, 2016.
It was moved to approve the minutes of the Regular Council Meeting of October
21,2016 as submitted.
Motion: Councilmember Sienicki
Second: Councilmember Voigt
Carried Unanimously
It was further moved to approve the minutes of the Regular Council Meeting of
November 7, 2016 as submitted.
Motion: Councilmember Sienicki
Second: Councilmember Colbert
Abstained: Councilmember Voigt
Motion carried
A motion was made that the minutes be approved as shown above.
3. Receipt of petitions and communications from the Public
4. Reports/Presentations
A. Bicycle Friendly Community Designation Award
Mayor DiRocco along with Beth Eachus and Charlie Strunk of the Bicycle Advisory
Commission reported that the Town of Vienna has been recognized by the League of
American Cyclists and awarded the Town the bronze level as a Bicycle Friendly
Community.
A. Report and Inquiries of Council Members
Councilmember Majdi asked the Director of Planning & Zoning to provide an update

on the Conditional Use Permit for the Bey Lounge. Mr. Mulhern stated that the
Board of Zoning Appeals approved the Conditional Use permit for 1 year for Bey
Lounge to continue operation with live entertainment. They are allowed to stay open
until 12:00 a.m. Sunday thru Thursday and 2:00 a.m. on Friday and Saturday. They
also agreed to continue working with the sound engineer to address mitigation of
ongoing sound leaks from the site, they have hired a consultant to look into that.
Councilmember Sienicki wished everyone a Happy Thanksgiving and reminded
everyone to shop local on
Saturday.
Councilmember Springsteen thanked the Director of Public Works for showing him
and Councilmember
Sienicki the new snow blowers and he was very impressed.
Councilmember Springsteen reported that he shares Councilmember Majdi's
concerns about Bey Lounge.
Councilmember Springsteen also mentioned that Mr. John Moore had a question
about grading and would
like the staff person to report directly to Mr. Moore on how the grading issues will be
addressed.
B. Report of the Town Manager
Mr. Payton communicated to all of the Town Staff that he really appreciates all the
hard work that they have done throughout the year and they are appreciated. He
hopes everyone has a wonderful week with their families.
C. Report of the Mayor
Mayor DiRocco reported that she was invited to Vienna Elementary School to see
projects of 1st grader's regarding elections. They did a wonderful job and they had
asked her to come in to see their projects and answer questions. She was really
impressed with the questions they had as 1st grader's, they were really great. She
thanked Vienna Elementary for inviting her.
Mayor DiRocco also wished everyone a Happy Thanksgiving and also she is very
grateful for the Town
Staff, they work hard throughout the year to provide great services for the citizens.
Mayor DiRocco reminded everyone that the Church Street Stroll that is coming up
November 28th from
6:00 p.m - 9:00 p.m. It is a community event that is sponsored by the Town, Historic
Vienna Inc. and the businesses along Church Street. There will be carolers, roasting
of marshmallows and the arrival of Santa.
D. Proposals for Additional Items to the Agenda

E. Closed Session
It was moved that the members of the Vienna Town Council be polled to affirm that
during the first Closed Session convened this date, Monday, November 21, 2016, the
Town Council met for purposes of discussion of personnel matters, specifically the

interviewing of individuals for consideration of appointment and /or re-appointment
to Town Boards and Commissions.
It was further moved that the Certification Resolution be adopted in accordance with
State Statutes, and that the Town Clerk is authorized to execute the Certification
Resolution.
and
It was further moved that the Closed Session be continued to later this date, Monday,
November 21, 2016 at the conclusion of the Regular Council Meeting in accordance
with Virginia Code Section 2.2-3711A(7), for purposes of consultation with legal
counsel and briefings by staff members or consultants pertaining to actual or
possible litigation.

It was moved that Maureen Alonso be re-appointed to the Community Enhancement
Commission for a two-year term. Said term shall be retroactively effective from
October 19, 2016 through October 19, 2018.
It was further moved that Desiree DiMauro be re-appointed to the Community
Enhancement Commission
for a two-year term. Said term shall be retroactively effective from November 20,
2016 through November 20-2018.
And it was further moved that Gloria Runyon be appointed to Historic Vienna, Inc. to
fill the vacancy left by Peter Tabash. Ms. Runyon’s term shall be in effect from
November 22, 2016 through November 22, 2018.

Carried Unanimously
E. Closed Session
5. Regular Business
A. Receipt of Public Comment and Input for the 2017 Legislative Agenda
After consideration of input from the public, the Town's state elected representatives
and Town staff move to approve and adopt the proposed 2017 Legislative Agenda
with the two provisions included from the Towns of Northern Virginia.
A motion was made by Council Member Sienicki, seconded by Council Member
Voigt, that the Action Item be approved. The motion carried by the following vote:
B. The Fairfax County School Board (FFCSB) seeks approval to provide an
additional public-use trailer as a temporary classroom at Cedar Lane School.
The school is located at 101 Cedar Lane SW and is further identified as Fairfax
County Tax Map Parcel 49-1-(2)-3.
It was moved to defer this agenda item.
A motion was made by Council Member Sienicki, seconded by Council Member
Springsteen, that the Action Item be deferred. The motion carried by the following

C. Re-set a public hearing for Zoning Ordinance amendments to the MAC
It was moved to re-set the public hearing for December 5, 2016 to consider Planning
Commission recommended amendments to the Maple Avenue Corridor (MAC)
portion of the Town's Zoning Ordinance.
and
It was further moved that the Town Clerk be directed to advertise notices of this
public hearing.
A motion was made by Council Member Colbert, seconded by Council Member
Voigt, that the Action Item be approved. The motion carried by the following vote:
D. Request to set a Public Hearing for Zoning Ordinance amendments to RM-2
Zone Definitions and Parking Requirements for January 9, 2017
It was moved to schedule a public hearing on January 9, 2017 to consider
amendments to the RM-2 Zone, Definitions, and Parking Requirement sections of the
Zoning Ordinance as recommended by the Planning Commission. It was further
moved that Council first hold a work session on December 12 to further review
Planning Commission changes.
A motion was made by Council Member Voigt, seconded by Council Member
Colbert, that the Action Item be approved. The motion carried by the following vote:
E. Request approval of a vehicle addition and purchase within the Vehicle
Replacement Program
It was moved to approve the proposed amendment to the Vehicle Replacement
Program and the proposed expenditure of funds in the amount of $24,328.80 under
the state contract for a new VRP vehicle to be used by the streets maintenance
supervisor.
A motion was made by Council Member Springsteen, seconded by Council Member
Voigt, that the Action Item be approved. The motion carried by the following vote:
F. Purchase McCain Traffic Controllers and GPS modules for traffic signals
It was moved to approve spending with J.O. Herbert Co., Inc. in the amount of
$25,365 for controllers and GPS modules.
A motion was made by Council Member Voigt, seconded by Council Member Noble,
that the Action Item be approved. The motion carried by the following vote:
G. Request to increase funds for Glyndon Street NE Drainage Study
It was moved to award increased funds to Urban, LTD for the engineering services
contract for Glyndon Street NE in the amount of $2,500 from account number listed
above.
A motion was made by Council Member Sienicki, seconded by Council Member
Colbert, that the Action Item be approved. The motion carried by the following vote:
H. Request approval of vehicle purchases within the Vehicle Replacement Program
It was moved to approve the proposed expenditure of funds for replacing the three
above mentioned vehicles within the VRP in the amount of $369,166.

A motion was made by Council Member Springsteen, seconded by Council Member
Voigt, that the Action Item be approved. The motion carried by the following vote:
I. Request to increase funds for Nutley Street and Courthouse Road Signal and
Sidewalk
It was moved to award an increase in the amount of $37,576.54 for the Nutley Street
and Courthouse Road Signal and Sidewalk project, payable to A&M Concrete.
A motion was made by Council Member Colbert, seconded by Council Member
Springsteen, that the Action Item be approved. The motion carried by the following
vote:
J. Request Additional Funds for Tyler Munis Utility Billing Conversion
It was moved to appropriate $13,500 for utility billing conversion costs, to be paid to
Norman Alan from the account number and project number listed above.
A motion was made by Council Member Springsteen, seconded by Council Member
Voigt, that the Action Item be approved. The motion carried by the following vote:
K. Request for additional experienced accounting staff from Robert
Half/Accountemps Company
It was moved to approve additional expenditures in an amount not to exceed $15,808
for experienced temporary accounting staff with Robert Half/Accountemps Company
from the account listed above and the balance to come
from100-102-1024-11241-41001.
A motion was made by Council Member Sienicki, seconded by Council Member
Springsteen, that the Action Item be approved. The motion carried by the following
vote:

A motion was made to recess into Closed Session at 9:09 p.m.

Mayor DiRocco called the regular meeting back to order at 10:51 p.m. The Clerk
called the role and all members of Council were present.
It was moved that the members of the Vienna Town Council be polled to affirm that
during the second
Closed Session convened this date, Monday, November 21, 2016, the Town Council
met for purposes of
consultation with legal counsel and briefings by staff members or consultants
pertaining to actual or possible litigation.
It was further moved that the Certification Resolution be adopted in accordance with
State Statutes, and that the Town Clerk is authorized to execute the Certification
Resolution.
And it was further moved that the Closed Session be continued to Monday, December
5, 2016 at 7:00 p.m. in accordance with Virginia Code Section 2.2-3711A(1), for
purposes of discussion of personnel matters, specifically the interviewing of
individuals for consideration of appointment and/or re-appointment to Town

Boardsand Commissions.
A motion was made by Council Member Tara L. Voigt, seconded by Council Member
Howard J. Springsteen, that this was approved.. The motion carried by the following
