Roll Call Present: 7- Council Member Tara Bloch, Council Member Linda Colbert, Council Member Pasha Majdi, Council Member Douglas Noble, Council Member Carey J. Sienicki, Council Member Howard J. Springsteen and Mayor Laurie DiRocco 2. Approval of the Minutes: No minutes for approval 3. Receipt of petitions and communications from the Public that is not on the Agenda. (Limited to 5 minutes per issue and no formal action can be taken this evening) Mr. David Heagy, 2235 Gerken Ave, addressed Council to voice his concern with water main breaks. In January there was a typical incident in his neighborhood with a water main break. This one rose to a level of not just inconvenience but a safety concern. At one point because of a concern about a possible gas leak there were eight fire trucks there and their crews and while they were there they could not respond to calls. The staff was there working for four days, sometimes at night, and it took about four days to get water restored. Took another day or two to get the gas restored. From what he has learned these breaks are pretty frequent in our location. He thinks it might be preventable by something as simple as a policy. He further offered some solutions that he thinks would help improve the safety of the community, the citizens and the staff. His concern is we get these breaks every year and they affect a lot of places in their neighborhoods. He has read that the greatest cause of these breaks is the age of pipes and these fixes may not be enough. He knows there is re-lining but there are different levels of re-lining. He is asking Council to consider doing something before September of this year to try and address this issue. Mayor DiRocco stated that they will be looking at their water & sewer rates to see how much we can invest in replacing water lines and re-lining pipes for the sewer. Depending on how much we invest per year and we are looking at $1.5 and $2.7 million per year so it is something the town is looking at as well as the Department of Public Works looks at where the most frequent breaks are, where are the oldest pipes and what areas are the first ones to take on. The town is looking at this on a regular basis and they are investing in it on an annual basis. 4. Reports/Presentations A. 18-765 Presentation by Fairfax County Sheriff Stacey Kincaid Sheriff Stacey Kincaid provide a brief presentation to Council on some of the programs that she has implemented in the Sheriff's Office. Town of Vienna Page 1 Printed on 4/10/2018 Town Council Meeting Meeting Minutes March 12, 2018 B. 18-779 Proclamation for Children and Youth Month Mayor DiRocco presented a Proclamation designating April 2018 as Children and Youth Month in the Town of Vienna. A. Report and Inquiries of Council Members Councilmember Sienicki thanked Town Staff for a wonderful job or preparation and response in the wake of all the bad weather from the nor'easter. She was pleasantly surprised because there was a lot of damage that happened and all preparation before helped with the response time. It was highly appreciated by the citizens in town. Councilmember Noble echoed Councilmember Sienicki's comments, they did a great job. He does think they have some lessons learned coming out of it in terms of coordination with Dominion Power and whose street is where for example on Courthouse Rd. because VDOT thought it was ours and we thought it was VDOT's etc. He thinks the town's staff responded exceptionally. He thanked the Town Manager and staff. Councilmember Majdi reported that this has been one of his favorite months on Council. He was really pleased on how the public hearing went just a little while ago and wanted to thank town staff for exemplary work. We have been talking for years about how we would really like to see more public engagement. He thinks across several departments, across the board, the town staff really stepped it up and sometimes we have had disagreements on whether we just follow what is in the town code or should we do more and what we saw at the public hearing and the manner in which we conducted the public hearing and the preparation for it was well beyond what is required. Even though we are not required to do so we hired a traffic and parking consultant, which really enriched the conversation, sent out flyers to neighboring residents, drafted faq's which we decided not to hand out at the last second because they needed revisions, but was a terrific idea and planning and zoning staff went out of their way to host briefing's for residents and interested parties for weeks in preparation of the public hearing. What we saw was a dialogue with citizens that was very rich, we got a lot of information and setting aside the merits of the proposal itself, the way the town approached it was excellent. Councilmember Springsteen stated that mid way through March if the punch list for the Community Center is not done we need to hold money back from the architect and the contractor and we get a good accounting of what has and has not been done. They have been told that they need to be done by the end of March and we need to hold them to that. Councilmember Noble reported that April is National Distracted Driver Awareness month and there is a National set of events surrounding that part of traffic safety. B. Report of the Town Manager Mr. Payton mentioned that they have received questions regarding the parking garage project on Mill St. that are being called Frequently Asked Questions, which include the questions that were raised at the public hearing and questions that were raised at the community meetings they had in January and February. They basically have the responses repaired and they will be put on the website later in the week and the public will be able to see all the answers to those questions. At the earliest it could be would be April 9th but it may happen after that. There are a number of things that have to occur before the Council can get to that point so it could be April 23rd or May 7th before Council is comfortable with the information presented. C. Report of the Mayor Mayor DiRocco also thanked town staff for all their hard work with the storm. Mayor DiRocco also reported that this past Saturday she had the first Mayor's storytime at Patrick Henry Library. She read a few books, sang a few songs and had a lot of fun. They had a bunch of children there and they are going to be making it a monthly event. It is going to be the 2nd Saturday of every month at 10:30 a.m. at Patrick Henry Library. Everyone is welcome but it is catered towards children. The next one will be April 14th. D. Proposals for Additional Items to the Agenda E. Closed Session It was moved that the members of the Vienna Town Council be polled to affirm that during the first Closed Session convened this date, Monday, March 12, 2018, the Town Council met for discussion or consideration of personnel matters, specifically the interviewing of individuals for consideration of re-appointment to Town Boards and Commissions.” It was further moved that the Certification Resolution be adopted in accordance with State Statutes, and that the Town Clerk is authorized to execute the Certification Resolution. And it was further moved that the Closed Session be continued to later this date, Monday, March 12, 2018 at the conclusion of the Regular Council Meeting in accordance with Virginia Code Section 2.2-3711.A.(19), for purposes of discussion or consideration of plans to protect public safety as it relates to law-enforcement task forces, as well as Virginia Code Section 2.2-3711.A.(3), for purposes of discussion or consideration of the acquisition of real property for a public purpose. A motion was made by Council Member Tara Bloch, seconded by Council Member Carey J. Sienicki, that this was approved.. It was further moved that the mayor or vice mayor be authorized to execute the Memorandum of Understanding and agreements that are part of the grant award from the Soil and Water Conservation District. A motion was made by Council Member Noble, seconded by Council Member Bloch, that the Action Item be approved. A motion was made by Council Member Bloch, seconded by Council Member Sienicki, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Bloch, Council Member Colbert, Council Member Majdi, Council Member Noble, Council Member Sienicki, Council Member Springsteen and Mayor DiRocco H. 18-770 Request to Set a Public Hearing on April 23, 2018 Regarding the FY 2018-19 Real Estate Tax Rate It was moved to set a public hearing on April 23, 2018 regarding the FY 2018-19 real estate tax rate. It was moved that the members of the Vienna Town Council be polled to affirm that during the second Closed Session convened this date, Monday, March 12, 2018, the Town Council met for discussion or consideration of plans to protect public safety as it relates to law-enforcement task forces, as well as Virginia Code Section 2.2-3711.A.(3), for purposes of discussion or consideration of the acquisition of real property for a public purpose.
