2. Approval of the Minutes:
A. 19-1177 Approval of the Regular Council Meeting Minutes of January 28, 2019.

It was moved to approve the regular Council Meeting Minutes of January 28, 2019 as
submitted.
A motion was made by Council Member Majdi, seconded by Council Member Sienicki, that
the Minutes be approved. The motion carried by the following vote:
Aye: 6- Council Member Bloch, Council Member Majdi, Council Member Noble, Council Member
Sienicki, Council Member Springsteen and Mayor DiRocco
Absent: 1- Council Member Colbert
3. Receipt of petitions and communications from the Public that is not on the Agenda.
(Limited to 5 minutes per issue and no formal action can be taken this evening)
Local Boy Scouts from Troop 1539 introduced themselves to Council. Two were
working on their Scout Rank and two were working on their Communications Merit
Badge.

A. 19-1161 Proclamation for Black History Month

Mayor DiRocco presented a Proclamation designating the month of February as
Black History Month in the Town of Vienna.

Ms. Marion Serfass, Director of Finance presented the 2018 Investment Report to
Council.
C. 19-1176 Presentation on Visual Preference Survey Results for Mac Design Guidelines

Ms. Kelly O'Brien, Principal Planner, presented the Visual Preference survey results
for the MAC Design Guidelines.
A. Report and Inquiries of Council Members
Councilmember Springsteen reported that there is black bunting on the Fire
Department due to the passing of a member, Bill Ellis, who was part of the
department for 50-55 years. He was Chief from 1980-2000, the longest service Chief in
the County. He started with Vienna when he was 16 years old in 1955.
Councilmember Springsteen thanked the Town Manager for putting parking meters
on a work session in September to discuss parking options.
Councilmember Springsteen mentioned that Wiley Wilson did an illustration of
Maple Avenue with buildings on about 8 or 9 years ago and was wondering as they
go forward with the MAC, to have a rendition of what Maple Avenue would look like
built out. Mayor DiRocco stated it was based on a snapshot, not built out. It was
just showing a block. Councilmember Springsteen stated he thought it was built
out. This is one of his recomendations that he will make next month is that they look
at some renditions of when Maple Avenue is built out at 30%, 50% or 75%.
Councilmember Noble reported that they may have another Madison sports teams
come in next fall with the Women's Swim and Dive winning the State Championship
again.
Councilmember Noble thanked the Public Works Department staff for getting the
snow cleaned up even thought it all melted away in about a day.
Councilmember Noble asked the Town Manager and the Public Information to look
at is the public communication that goes out through social media with Vienna
Alerts and Facebook page and he would like to know what additional level of effort
it would be to also post information to Vienna Patch on a recurring basis and the
Nextdoor Community App.
Councilmember Noble brought up the two current developments that are in stream
right now on Maple Avenue, 380 Maple and the Sunsrise Assistant Living project. He
asked Ms. Petkac a number of questions on the mezzanie definition and number of
floors applied to the proposals. He requested that the issues are sorted out to
discuss at the work session.
Councilmember Majdi thought it was a good suggestion from Councilmember
Springsteen on having some sort of picture of what Maple Avenue would look like
30, 50, or 75 and asked what the status of the request was, who would do that and

what is the timeline. Councilmember Springsteen stated he was going to mention
that his suggestion when they had the work session and thinks that people want to
see what it will look like and what they are buying into if they build out Maple
Avenue. There was some further discussion on items to discuss at the work session.
B. Report of the Town Manager
Mr. Payton reported that he has been in conversation with Councilmember Noble
regarding town meetings up on the website in audio form. He stated that they are
planning that within 48 hours of any town meeting, the audio will be available on
the website. Mr. Mull explained that all televised meetings are automatically up on
the website by the next morning.The meetings that are not televised are recorded by
the Clerk's and they will be downloaded, converted and uploaded within two days.
Mr. Payton thanked Marion Serfass for filling in for him during the recent snow
storm and thanked her for her efforts.
Mr. Payton welcomed Kelly O'Brien to the town.
C. Report of the Mayor
Mayor DiRocco thanked the Town Business Liaison Committee for hosting a
networking event for home based businesses on February 19th. It was held at the
Vienna Community Center. It was a great networking event and was well attended.
D. Proposals for Additional Items to the Agenda
None
E. Closed Session
It was moved that the members of the Vienna Town Council be polled to affirm that
during the first Closed Session convened this date, Monday, February 25, 2019, the
Town Council met for personnel matters, specifically, the interviewing of individuals
for consideration of appointments and re-appointments to Town Boards or
Commissions.
It was further moved that the Certification Resolution be adopted in accordance
with State Statutes, and that the Town Clerk is authorized to execute the
Certification Resolution.
And it was further moved that the Closed Session be continued to Monday, March 11,
2019 at 7:00 p.m. in accordance with Virginia Code Section 2.2-3711.A.(1) for
purposes of discussion of personnel matters, specifically, the interviewing of
individuals for consideration of appointment and/or reappointment to Town Boards
or Commissions.

Second: Councilmember Springsteen
Carried unanimously
It was moved that Kathy Georgen be appointed to the Local Administrative
Retirement Committee as the Town Business Community Representative beginning
February 26, 2019.

It was further moved to re-appoint Roy Baldwin to the Board of Architectural Review
for a two-year term. Said term shall be retroactively effective from February 5, 2019
through February 5, 2021.
It was further moved to appoint Alexandra Mann as the student representative to the
Vienna Public Art Commission effective Februrary 26, 2019 through February 26,
2021.
Motion: Councilmember Bloch
Second: Councilmember Springsteen
Carried unanimously
A motion was made by Council Member Tara Bloch, seconded by Council Member
Howard J. Springsteen, that this was approved. The motion carried by the following
vote:

5. Regular Business
A. 19-1165 Request approval of Memorandum of Understanding between Vienna Little League
and Town of Vienna for use of Yeonas Park during the Fourth of July 2019
entertainment and fireworks show.

It was moves to approve the 2019 Memorandum of Understanding between Vienna
Little League and the Town for use of Yeonas Park on July 4, 2019 with a rain date of
July 5, 2019. It was further moved that the mayor or vice mayor be authorized to
execute the agreement.
A motion was made by Council Member Springsteen, seconded by Council Member Bloch,
that the Action Item be approved. The motion carried by the following vote:

B. 19-1158 344 Park St NE - Parcel 60, Ayrhill Subdivision Performance Bond Reduction

It was moved to approve the subdivision performance bond reduction for the bonded
improvements for 344 Park St NE subdivision to a two-year maintenance bond in the
amount of $2,790.
A motion was made by Council Member Sienicki, seconded by Council Member Bloch, that

It was moved to approve the bond reduction for the Andrew Minor Subdivision to the
two-year maintenance amount of $53,526.
A motion was made by Council Member Springsteen, seconded by Council Member Bloch,
