2. Approval of the Minutes:
A. 19-1188 Approval of the Regular Council Meeting Minutes of February 25, 2019

It was moved to table the approval of the minutes
A motion was made by Council Member Noble, seconded by Council Member Springsteen,
that the Minutes be tabled. The motion carried by a unanimous vote.
3. Receipt of petitions and communications from the Public that is not on the Agenda.
(Limited to 5 minutes per issue and no formal action can be taken this evening)

4. Reports/Presentations
A. 19-1174 Resolution for the 50th Anniversary of Planning Districts in the Commonwealth

Councilmember Colbert presented the Resolution commending Virginia's 21
planning district commissions on their 50th Anniversary.
B. 19-1190 Monarch Pledge Proclamation
Attachments: Proclmation - Monarch Pledge Day 2019
Mayor DiRocco presented the Proclamation recognizing March 11, 2019 as Monarch
Pledge Day to the Wolftrap Elementary Schools's 2nd grade students.

C. 19-1184 Operating Budget Overview
Attachments: Budget Framework for Council
Town Manager, Mercury Payton, presented and overview of what to expect in the
upcoming budget work sessions for the FY19-20 operating budget.
A. Report and Inquiries of Council Members
Councilmember Springsteen reported that he attended the funeral of former Fire
Chief Bill Ellis.
Councilmember Springsteen also reported that Maud Robinson, former
Councilmember has passed away after a very brief illness.
Councilmember Majdi stated that he understands there is a legal standard applied
to re-zoning applications, the fairly debatable standard, but he does not understand
how that works for the optional zoning overlay, particularly with respect to
subjective provisions in the code, such as the purpose and intent sub-section in the
MAC. This has been something that has been confusing him for five years and
wanted to ask about it. He would like some sort of formal legal guidance.
Councilmember Sienicki inquired on what is appropriate and not appropriate
during reports and would like a briefing on what is appropriate to be said, and
what the purpose of reports are. She would like to know the appropriate use of a
report and the appropriate way to present a report as well as the appropriate way
to move something forward from a report into a future agenda.
B. Report of the Town Manager

C. Report of the Mayor
Mayor DiRocco reported that it is with sadness that she share that Maud Robinson
did pass away peacefully with friends at her side. She was 96 years old, she would
have been 97 next month. The burial is private at her request. She agreed with
Councilmember Springsteen that she was a shining example of a lifetime of service
and volunteerism. Her commitment to the Town of Vienna is unparallel and we will
be forever grateful for the decades of service she provided to our community. She
further shared some of Maud's life. She personally can't thank Maud enough for all
that she has done for the Vienna community. Her passing is really the end of an era
in our town. She will be greatly missed. Councilmember Sienicki, Mr. Briglia,
Councilmember Colbert and Councilmember Majdi each said a few things about
Maud.
D. Proposals for Additional Items to the Agenda

E. Closed Session
It was moved that the members of the Vienna Town Council be polled to affirm that
during the first Closed Session convened this date, Monday, March 11, 2019, the

Town Council met for discussion or consideration of personnel matters, specifically
the interviewing of individuals for consideration of appointment and/or
re-appointment to Town Boards and Commissions.
It was further moved that the Certification Resolution be adopted in accordance
with State Statutes, and that the Town Clerk is authorized to execute the
Certification Resolution.
And it was further moved that the Closed Session be continued to later this date,
Monday, March 11, 2019 at the conclusion of the Regular Council Meeting in
accordance with Virginia Code Section 2.2-3711.A, for purposes of consultation with
legal counsel for the provisions of legal advice, as well as Virginia Code Section
2.2-3711.A.(3), for purposes of discussion or consideration of the acquisition of real
property for a public purpose.

Second: Councilmember Springsteen
Motion carried unanimously
It was moved that Angela Sorrell be appointed to the Transportation Safety
Commission for a two-year term. Said term shall be effective from March 12, 2019
through March 12, 2021.
It was further moved that Robert Dowler be recommended to the Fairfax County
Circuit Court for re-appointment to the Board of Zoning Appeals for a five-year term.
And it was further moved that Desiree DiMauro be re-appointed to the Conservation
and Sustainability Commission for a two-year term. Said term shall be retroactively
effective from November 20, 2018 through November 20, 2020.
And it was further moved that Andrew Meren be re-appointed to the Planning
Commission for a two-year term. Said term shall be retroactively effective from July
12, 2018 through July 12, 2020.
Motion: Councilmember Bloch
Second: Councilmember Springsteen
Motion carried unanimously

5. Regular Business
A. 19-1179 Request to set a public hearing for April 8, 2019 regarding the FY 2019-20 operating
budget
It was moved to set a public hearing for April 8, 2019 regarding the FY 2019-20
operating budget. It was further moved that the Town Clerk advertise a Notice of
Public Hearing.
A motion was made by Council Member Springsteen, seconded by Council Member Bloch,
that the Action Item be approved. The motion carried by the following vote:

B. 19-1180 Request to set a public hearing for April 8, 2019 regarding proposed water and
sewer rates
It was moved to set a public hearing for April 8, 2019 regarding FY 2019-20 proposed
water and sewer rates. It was further moved to direct the Town Clerk to advertise a
Notice of Public Hearing
A motion was made by Council Member Bloch, seconded by Council Member Springsteen,
that the Action Item be approved. The motion carried by the following vote:

C. 19-1181 Request to re-set a public hearing for May 13, 2019 regarding the FY 2019-20 real
estate tax rate
It was moved to set a public hearing for April 22, 2019 regarding the FY 2019-20 real
estate tax rate. It was further moved to direct the Town Clerk to advertise a Notice
of Public Hearing.
A motion was made by Council Member Bloch, seconded by Council Member Springsteen,
that the Action Item be approved. The motion carried by the following vote:

D. Second Closed Session
It was moved that the members of the Vienna Town Council be polled to affirm that
during the second Closed Session convened this date, Monday, March 11, 2019, the
Town Council met for purposes of consultation with legal counsel for provisions of
