Robinson, Jr. Town Hall, 127 Center Street, South Emergency Meeting Rollcall All Councilmemembers attended this meeting electronically. Present: 7- Council Member Linda Colbert, Council Member Pasha Majdi, Council Member Douglas Noble, Council Member Nisha Patel, Council Member Steve Potter, Council Member Howard J. Springsteen and Mayor Laurie DiRocco 2. Regular Business Mayor DiRocco called to order the emergency meeting of the Vienna Town Council at 7:00 pm. She noted one item on the agenda. A. Emergency Town Council meeting to adopt Continuity of Government Ordinance Mayor DiRocco recognized Town Attorney Steve Briglia who reviewed the proposed ordinance, authorized by Virginia Code Section 15.2-1413, permitting the Town to modify meeting and public participation methods to comply with the governor’s executive order and recommendations on limiting public gatherings and practicing social distancing. The Town will develop meeting procedures related to electronic participation by public bodies, public participation (i.e., submission of public comment through written and electronic methods), and logistical meeting planning to ensure safe social distancing. He recommended adoption of the proposed ordinance. It was moved to adopt the proposed Continuity of Government Ordinance as drafted by the Town Attorney. It was further moved to direct the Town Clerk to advertise an Intent to Re-Adopt the Continuity of Government Ordinance at the April 13, 2020 Town Council meeting. A motion was made by Council Member Linda Colbert, seconded by Council Member Douglas Noble that the Action Item be approved. The motion carried by the following vote: Aye: 7- Council Member Colbert, Council Member Majdi, Council Member Noble, Council Member Patel, Council Member Potter, Council Member Springsteen and Mayor DiRocco 3.
