1. Roll Call
Present: 7- Council Member Linda Colbert, Council Member Pasha Majdi, Council Member Douglas
Noble, Council Member Nisha Patel, Council Member Steve Potter, Council Member
Howard J. Springsteen and Mayor Laurie DiRocco
2. Resolution for Continuity of Government
20-1755 Resolution for Continuity of Government
The Resolution for Continuity of Government was approved through voice vote.
3. Acceptance of the Minutes:
A. 20-1754 Acceptance of the Regular Council Meeting Minutes of June 1, 2020
The minutes of the Regular Council Meeting of June 1 were accepted as presented.
4. Presentations to Departing Elected Officials and Board/Commission members
Mayor DiRocco thanked the Council for the privilege of serving the Town of Vienna
in various capacities over that last 17 years, especially her role as Mayor. Council
Member and in coming Mayor Linda Colbert read a statement of appreciation for
Mayor DiRoccos years of service. The following individuals were also recognized for
their contribution to the Town of Vienna through service on Council, and various
Commissions:
Council Member Majdi; Council Member Noble; Susan Stillman and JoAnn Burke,
Conservation and Sustainability Commission; Mary McCullough, Planning
Commission and Transportation Safety Commission.
4. Receipt of petitions and communications from the Public that are not on the Agenda.
(Limited to 5 minutes per issue and no formal action can be taken this evening)
Elizabeth D'Haiti, 9204 Hamble Terrinium Space, serving as a spokesperson for
fellow Vienna residents, presented a statement calling on the Vienna Town Council
to halt the Vienna Police Department Construction Project until after the creation of
a commission report on issues of policing and safety in Vienna. Initiating multiple
conversations, the Town of Vienna can gather ideas and actions to reimagine the
way Vienna protects its citizens. A Town-recognized commission should organize
and evaluate these ideas and prepare a formal report with recommendations to the
Town Council for adoption. The status of and need for a new police station should
be reconsidered in this report.
Megan Karthik, 413 Nutley St., NW called for a Public Hearing where the community

can present ideas for policing in the Town of Vienna that may impact the need for a
new a police station.
5. Closed Session
It was moved that the members of the Vienna Town Council be polled to affirm that
during the first closed session convened this day Monday June 15, 2020 the Town
Council met, virtually via ZOOM, in accordance with Virginia Code 2.2-3711.A.(1),
and the Town of Vienna’s Continuity of Government ordinance, for discussion and
consideration of personnel matters, specifically the interviewing of individuals for
consideration of appointment and/or reappointment to Town Boards and
Commissions. It was further moved that the Certification Resolution be adopted in
accordance with State Statutes, and that the Town Clerk is authorized to execute the
Certification Resolution. It was further moved that the closed session be continued
to Monday, July 6, 2020, at 7:00 PM in accordance with Virginia Code Section
2.2-3711.A.(3), for discussion and consideration of the acquisition of real estate
property for a public purpose.
It was further moved to amend the motion of June 1, 2020 that Miles Temple be
appointed to the Virginia Public Arts Commission and not the Conservation
Sustainability Commission for a two-year term. Said term shall be effective from June
2, 2020 to June 30, 2022.
It was moved that Michelle Kang be appointed to the Virginia Public Arts
Commission for a two-year term. Said term shall be effective from June 16, 2020 to
June 16, 2022.
It was moved that Jessica Plowgian be appointed to the Planning Commission for a
two-year term. Said term shall be effective from June 16, 2020 to June 16, 2022.
It was moved that William Comerford be appointed to the Conservation and
Sustainability Commission for a two-year term. Said term shall be effective from June
16, 2020 to June 30, 2022.
It was moved that Liz DiFrancisco be appointed to the Conservation and
Sustainability Commission for a two-year term. Said term shall be effective from June
16, 2020 to June 30, 2022.
Motion passed unanimously.
5. Closed Session

6. Consent Agenda
It was moved to approve the Consent Agenda as presented. Motion passed
unanimously.
A motion was made by Council Member Howard J. Springsteen, seconded by Council
Member Linda Colbert, that this is approved. The motion carried by the following vote:

D. 20-1730 FY 2021 funding of contracts issued by other jurisdictions
E. 20-1702 Request approval to continue to ride VITA contract VA-190822-DELL for purchase
of computers, laptops, and maintenance contracts for servers for FY21
F. 20-1703 Request approval for use of FY21 funds with Granicus, Inc., for agenda management
suite, boards and commissions module, and HD video streaming services.
G. 20-1731 FY 2021 funding and renewals of Town contracts
H. 20-1725 Request approval to ride Fairfax County Public Schools contract 4400006677 for
cell and mobile device services with Sprint.
7. Regular Business
A. 20-1746 Adopt FY 2020-21 Budget
It was moved to approve the revised fiscal year 2020-21 budget in the amount of
$41,007,200 with the assumption of December 31, 2020 return to more normal
circumstances. Motion passed unanimously.
A motion was made by Council Member Springsteen, seconded by Council Member
Colbert, that the Action Item be approved. The motion carried by the following vote:

B. 20-1745 Intent to Adopt Real Estate Tax Rate for FY 2020-21
It was moved to adopt a real estate property tax rate of $0.2250 per $100 of assessed
value for fiscal year 2020-21. Motion carried unanimously.
A motion was made by Council Member Majdi, seconded by Council Member Colbert, that
the Action Item be approved. The motion carried by the following vote:

C. 20-1744 Intent to Adopt the Repeal of the Maple Avenue Commercial (MAC) Zone
It was moved to adopt repeal of Article 13.1 - MAC Maple Avenue Commercial Zone
Regulations of Chapter 18 of the Town Code. Further the Town Clerk was directed to
advertise a Notice of Adoption. Motion passed.
A motion was made by Council Member Springsteen, seconded by Council Member Majdi,
that the Action Item be approved. The motion carried by the following vote:

D. 20-1708 Request Modifications of Requirements for New Police Station Related to Lot
Coverage, Parking, and Location of a Masonry Screening Wall. Station will be
located at 215 Center Street S and 114 Locust Street S.
It was moved that Town Council find that integrity of Chapter 18 of the Town Code
and the health, safety, and morals of the Town will not be impaired by the requested
modifications of requirements and therefore move to approve the requested
modifications as related to lot coverage, parking, and location of a masonry
screening wall for the proposed new police station. There was considerable
discussion around Council Member Potters request for the architects to increase
permeability and green space in the station's plaza area.Councilmembers agreed
with Council Member Patel’s caveat to the Motion that the architects should provide
lot coverage options less than the 69.71% originally presented. The amendment was
seconded by Council Member Potter and passed unanimously.
Following additional discussion, the motion with amendment passed on a four to
three vote.
A motion was made by Council Member Springsteen, seconded by Council Member
Colbert, that the Action Item be approved. The motion carried by the following vote:

F. 20-1674 Design and construction agreement with Fairfax County for public parking to be
incorporated into redevelopment of Patrick Henry Library
Following discussion on the Town’s role and input it was moved to approve the
design and construction agreement with Fairfax County for public parking to be
incorporated into redevelopment of the Patrick Henry Library as proposed.
A motion was made by Council Member Colbert, seconded by Council Member
Springsteen, that the Action Item be approved. The motion carried by the following vote:
Aye: 6- Council Member Colbert, Council Member Noble, Council Member Patel, Council Member
Potter, Council Member Springsteen and Mayor DiRocco
Nay: 1- Council Member Majdi
G. 20-1735 Request for Extension of Two Public Use Trailers, Located At Louise Archer
Elementary School at 324 Nutley Street NW
Upon a finding that the public health, safety, and welfare of the Town will not be
impaired, it was moved to approve continued use of two public use trailers, located
at Louise Archer Elementary School at 324 Nutley Street NW, for an additional two
years from the current expiration date of August 22, 2020.
A motion was made by Council Member Springsteen, seconded by Council Member
Colbert, that the Action Item be approved. The motion carried by the following vote:

H. 20-1750 Re-Adoption of an Emergency Ordinance to Permit Temporary Waivers of Zoning
Regulations and Review for Business Operations Adversely Affected by the Ongoing
Pandemic Disaster
It was moved to approve re-adoption of the emergency ordinance to permit
temporary waivers of zoning regulations and review for business operations
adversely affected by the ongoing pandemic disaster, originally adopted as an
emergency ordinance on June 1, 2020; and, it was further moved that this emergency
ordinance will expire on September 30, 2020; and, that the Town Clerk is directed to
advertise a Notice of Adoption.
A motion was made by Council Member Majdi, seconded by Council Member Springsteen,
that the Action Item be approved. The motion carried by the following vote:

Patel, Council Member Potter, Council Member Springsteen and Mayor DiRocco
