1. Resolution
A. 21-2084 Resolution for Continuity of Government
Mayor Linda Colbert read into the record the Continuity of Government. The
Resolution was approved through voice vote.
2. Invocation: Councilmember Brill
Mayor Colbert recognized Council Member Brill who provided the evening’s
invocation.
3. Pledge of Allegiance to the Flag of the United States of America
4. Roll Call
Council: Council Member Chuck Anderson (via ZOOM); Council Member Ray Brill
Jr., Council Member Nisha Patel (via ZOOM); Council Member Steve Potter (via
ZOOM), Council Member Ed Somers (via ZOOM); Council Member Howard J.
Springsteen and Mayor Linda Colbert.
Staff: Mercury Peyton, Town Manager; Cindy Petkak, Director, Planning and Zoning
(via ZOOM); Steve Briglia, Town Attorney (via ZOOM).

6. Reports/Presentations
A. 21-2096 Viva Vienna 2021 Update
Mayor Colbert introduced AJ Oskuie, Viva Vienna Chair and Brian Billett, Viva
Vienna Sponsorship Chair to provide an update on the evolving plan for the 2021
event.
With recent easing of restrictions by the Governor allowing for outdoor attendance
of 1000, the Rotary Club of Vienna is moving forward with plans to hold Viva Vienna
Memorial Day weekend. They will once again be working with Cole Amusement
Company to provide rides and entertainment. This event company has prior
experience staging large events during the COVID crisis. Any changing restrictions
will be adhered to as mandated.
Additional items presented included:
* The event will be divided into two geographic sectors:

• The Octoberfest footprint to include rides and entertainment on the Town
Green;
• Caffi Field (possibly Vienna Elementary) to include vendors.
* Vendor numbers will be limited to a maximum of 200.
* Attendee maximum of 1000 excludes vendors and volunteers. Maximum is applied
separately to each event location.
* Will work with police department to assure public safety crossing Maple Avenue.
* Considering timed attendance windows.
* Will deliver plan to Parks and Recreation on March 22, 2021. Should Governor
loosen restrictions, Parks and Recreation will continue to move forward under
current guidelines as a precaution.
* Final presentation to Council, April 5, 2021.
7. Closed Session Report
Mayor Colbert recognized Council Member Somers.
It was moved that the members of the Vienna Town Council be polled to affirm that a
Closed Session was not held on March 1, 2021 as previously called, in accordance
with Virginia Code, Section 2.2-3711.A.(1), and the Town of Vienna’s Continuity of
Government ordinance, for discussion or consideration of personnel matters,
specifically the interviewing of individuals for consideration of appointment or
reappointment to Town Boards or Commissions.
It was further moved that the Certification Resolution be adopted in accordance
with State Statutes, and that the Town Clerk is authorized to execute the
Certification Resolution. And it was further moved that the Closed Session be
continued to Monday, March 8, 2021 at 7:00 PM for discussion and consideration of
appointment or reappointment to Town Boards or Commissions.
Motion, Council Member Somers; second, Council Member Springsteen. Motion
passed unanimously.
A motion was made by Council Member Ed Somers, seconded by Council Member Howard
J. Springsteen, that this was approved. The motion carried by the following vote:

Potter, Council Member Somers, Council Member Springsteen and Mayor Colbert
8. Regular Business
A. 21-2068 Extension and re-adoption of emergency ordinance to waive zoning regulations to
permit temporary outdoor activity through September 1, 2021
Mayor Colbert recognized Cindy Petkac, Director, Planning and Zoning to provide
a summary of the item.
It was moved to approve and re-adopt extension of the temporary outdoor activity
ordinance for expanded use of outdoor business operations for outdoor dining and
other commercial activities six months to September 1, 2021, subject to conditions
outlined in the emergency ordinance.
Motion, Council Member Patel; second, Council Member Potter. Motion carried
unanimously.
A motion was made by Council Member Patel, seconded by Council Member Potter, that
the Action Item be approved. The motion carried by the following vote:
