Mayor Colbert called on Reverend Johnny Kurcina, Christ Church Vienna to provide
the evening’s invocation.

2. Acceptance of the Minutes:
A. 23-3560 Acceptance of the Joint Conference Session Minutes of November 29, 2022, the
Regular Council Meeting of December 5, 2022 and the Conference Session Minutes
of December 12, 2022
The Joint Conference Session Minutes of November 29, 2022, the Regular Council
Meeting of December 5, 2022 and the Conference Session Minutes of December 12,
2022 were approved with revisions.
A motion was made that the Action Item be approved. The motion carried by the following
vote:
Aye: 7- Council Member Anderson, Council Member Brill, Council Member Patel, Council Member
Potter, Council Member Somers, Council Member Springsteen and Council Member Colbert
3. Receipt of petitions and communications from the Public that are not on the Agenda.
(Limited to 3 minutes per issue and no formal action can be taken this evening)
Mayor Colbert called for comments from the public, of which there were none.
4. Reports/Presentations
A. Report and Inquiries of Council Members
Mayor Colbert called for comments from Council.
Council Member Potter noted that an ordinance was passed at the August 31, 2020
Town Council meeting limiting Town Council meetings to two hours. He requested
that going forward Council consistently implement this motion.
Council Member Brill indicated that today is National Police Appreciation Day. He
extended his appreciation to Chief Jim Morris and all members of the Vienna Police

Force.
Council Member Patel stated that she sent an email to the Board of Supervisors
regarding the need for additional street lights in the Town, with a copy to Acting
Director Christine Horner, Department of Public Works. Follow up is requested. She
also noted National Police Appreciation Day.
Council Member Anderson pointed out that a number of the decorative street light
holiday snowflakes were not lit. As this décor is removed for storage, it would be
advised to check each for defect while they are still under warranty. He also
commented on the improvements to the W&OD Trail through the City of Falls
Church. Although Vienna is on the list for these same improvements, he urged the
Department of Public Works to push for expediting this project. Finally, he requested
that, as Council undertakes a review of Article 2 of the Town Code, a Council field
trip to Maple Avenue would be useful for decision making purposes.
B. Report of the Town Manager
Mayor Colbert recognized Town Manager Payton who in turn introduced Christine
Horner, Acting Director, Public Works to report on the elevator work at Town Hall.
Work is on schedule, however, it is requested that the February 6, 2023 Town
Council meeting be held in the Community Room of the Police Station to allow for
final inspection of the elevator and all attendant work.
Town Manager Payton also reminded Council that the Virginia Municipal League
Local Government Day will be held January 19, 2023 in Richmond, VA.
C. Report of the Mayor
Mayor Colbert wished everyone a Happy New Year.
D. Proposals for Additional Items to the Agenda
There were no proposals for additional items to the agenda
E. Closed Session Report
It was moved that the members of the Vienna Town Council be polled to affirm that a
Closed Session was held on January 9, 2023 in accordance with Virginia Code, for
discussion or consideration of personnel matters, specifically the interviewing of
individuals for consideration of appointment and/or reappointment to Town Boards
and Commissions.
It was further moved that the Certification Resolution be adopted in accordance
with State Statutes, and that the Town Clerk is authorized to execute the
Certification Resolution. And it was further moved that the Closed Session be
continued to Monday January 30, 2023 at 7:00 PM in accordance with Virginia Code,
Section 2.2-3711.A.(1), for discussion or consideration of personnel matters,
specifically the interviewing of individuals for consideration of appointment and/or
reappointment to Town Boards and Commissions.
Motion, Council Member Somers; second, Council Member Patel. Motion carried
unanimously.
It was moved that J. Leonard Ignatowski be reappointed to the Transportation and

Safety Commission for a two-year term. Said term shall be effective January 31, 2023
and expire January 31, 2025.
Motion, Council Member Somers; second, Council Member Patel. Motion carried
unanimously.
A motion was made by Council Member Ed Somers, seconded by Council Member
Nisha Patel, that this was approve. The motion carried by the following vote:

5. Regular Business
Mayor Colbert recognized Town Attorney, Steve Briglia who noted that the
Legislative Agenda Items ranking document will be resubmitted to Council. The
original ranking document design appeared to leave off the 16th item for
consideration.
D. 22-3555 Request approval to award IFB 23-11 construction contract to Stonebridge Civil
LLC for the Park Street NE sidewalk construction
Mayor Colbert recognized Christine Horner, Acting Director, Public Works, to
present the Item for consideration.
In response to Council, Acting Director Horner agreed to provide a count of trees
removed to accommodate the project.
A motion was made to award IFB 23-11 construction contract to Stonebridge Civil
LLC for the Park Street NE sidewalk construction.
Motion, Council Member Springsteen; second, Council Member, Patel. Motion
carried unanimously.
A motion was made by Council Member Springsteen, seconded by Council Member Patel,
that the Action Item be approved. The motion carried by the following vote:

A. 22-3551 Award Town Hall Space Study to PMA Architecture
Mayor Colbert called on Marion Serfass, Director, Finance to present the Item for
consideration. Katie Stodghill and Cara Adams of PMA Architecture presented a
brief overview of the project concept.
Comments by Council included the following:
• Requested assurance that there were no expectations by PMA Architecture of
consideration to build additional space;
• Appreciate consideration of personnel safety.
A motion was made to award the Town Hall space study to PMA Architects in the
amount of $84,900.
Motion, Council Member Springsteen; second, Council Member Potter. Motion
carried unanimously.

A motion was made by Council Member Springsteen, seconded by Council Member Potter,
that the Action Item be approved. The motion carried by the following vote:

Potter, Council Member Somers, Council Member Springsteen and Council Member Colbert
B. Proposal to Increase Mayor and Council Salaries Effective Jan. 1, 2024
Mayor Colbert again called on Marion Serfass, Director, Finance to present the Item
for discussion.
A motion was made to increase the Mayor’s and Councils’ annual salaries by 50%;
$11,250 for the Mayor and $7,500 for Council, to be effective January 1, 2024.
Motion, Council Member Somers; second, Mayor Colbert.
Motion passed in a 4 - 3 vote.
Town Council Briglia recommended signing of a prepared resolution to be included
in the Town records.
A motion was made by Council Member Somers, seconded by Council Member Colbert,
that the Action Item be approved. The motion carried by the following vote:
Aye: 4- Council Member Anderson, Council Member Potter, Council Member Somers and Council
Member Colbert
Nay: 3- Council Member Brill, Council Member Patel and Council Member Springsteen
C. 23-3565 Motion to Adopt Top Four Council Priorities
Mayor Colbert called on Council Member Brill to present the Item.
It was moved that the Vienna Town Council adopt its four top priorities for 2023. The
purpose of this measure is to provide Council and staff with guidance on what is of
greatest importance for the upcoming year. It does not mean that other initiatives
suggested by individual council members or staff are unimportant, or will not be
addressed in 2023.
In particular, the Council affirms its commitment to continued timely and efficient
performance of ongoing town government operations, completion of the annual
budgeting process, and dealing with time-sensitive critical issues as they arise. The
town manager and staff shall propose and set agendas consistent with these
priorities. Moreover, as priorities are addressed, the Council intends to replace
them with other priorities.
It was further moved that the council adopt the following items as its top four
priorities for 2023:
• Complete Code Create (redrafting and enactment of new ordinances covering
current Chapters 17 and 18 of the Town Code);
• Complete the Parks Master Plan including options/uses for the former Baptist
Church property;
• Ways to protect and increase the Town's tree canopy; and
• Review and revise our current noise ordinance.
Motion, Council Member Brill; second, Council Member Anderson.
Discussion comments included the following:

• Concern that public was not asked for comment;
• Suggest adopting the one priority that received consensus from Council;
• Priorities provide direction for all concerned;
• Must have more than one priority in order to effectively create alignment.
Council Member Patel offered the following amendment:
It was moved to postpone a vote on adoption of priorities until after a Public
Hearing is held.
Following a brief discussion, the amendment was changed to a motion.
Second, Council Member Somers. Motion failed in a 2-5 vote.
An amendment to the original motion was offered by Council Member Somers as
follows:
It was moved to adopt completion of Code Create as the top priority for the 2023
Calendar.
Second, Council Member Patel. Amendment failed in a 3-4 vote.
Original motion passed in a 4-3 vote.
A motion was made by Council Member Brill, seconded by Council Member Anderson, that
the Action Item be approved. The motion carried by the following vote:
Aye: 4- Council Member Anderson, Council Member Brill, Council Member Potter and Council
Member Springsteen
Nay: 3- Council Member Patel, Council Member Somers and Council Member Colbert
