Johnny Kurcina, Christ Church Vienna Mayor Colbert called on Rev. Johnny Kurcina, Christ Church Vienna, to provide the evening’s invocation. Pledge of Allegiance to the Flag of the United States of America 1. Roll Call Present: 7- Sandra Allen, Chuck Anderson, Roy Baldwin, Ray Brill Jr., Jessica Ramakis, Howard J. Springsteen and Linda Colbert 2. Acceptance of the Minutes: A. 25-5106 Acceptance of the Regular Council Meeting Minutes of April 28, 2025 and May 5, 2025. The Town Council Meeting Minutes of April 28, 2025 and May 5, 2025 were approved as submitted. The motion carried by the following vote: Aye: 7- Allen, Anderson, Baldwin, Brill, Ramakis, Springsteen and Colbert 3. Receipt of petitions and communications from the Public that are not on the Agenda. (Limited to 3 minutes per issue and no formal action can be taken this evening) Mayor Colbert recognized Scouts in attendance. 4. Reports/Presentations A. 2024 Special Gratitude Award for Maud Robinson Council accepted a Special Gratitude Award in memory of former Councilmember Maud Robinson. The award from the Fairfax County Federation of Citizens Associations recognizes Robinson’s generous bequest to the Town to build more than six miles of sidewalks. B. Report and Inquiries of Council Members Council Member Baldwin thanked the Department of Public Works for staging the open house May 15, 2025. Council Member Allen reminded residents that the senior centers at 7927B Westpark Drive in Tyson’s (Arbor Row) and 1613 Falls Church St. in McLean (Lewisville Town of Vienna Page 1 Printed on 6/16/2025 Town Council Meeting Meeting Minutes - Final May 19, 2025 Center) are open for new registrations. Council Member Allen called attention to the issue of child labor laws stressing that should parents experience any unethical practices related to their underage children, they are urged to contact the Vienna Police Department. Council Member Ramakis reported on attendance at the Vienna Chorale Society performance that included students from Louise Archer Elementary School. Council Member Brill congratulated Staff on the success of the Economic Summit. He applauded the highlighting of Staff at the Public Works Day event, and he reminded all of Viva Vienna to be held this weekend. Council Member Anderson noted celebration of the renovated Louise Archer Elementary School. C. Report of the Town Manager Town Manager Payton called on Michelle Crabtree, Director, Human Resources, to introduce the four WINGS summer interns. D. Report of the Mayor Mayor Colbert remarked on the dedication of the newly renovated Louise Archer Elementary School. She thanked the Bicycle Advisory Committee for their annual Community Bicycle Ride. Mayor Colbert urged attendance at this weekend’s Viva Vienna. The Memorial Day American Legion Ceremony will be held at Flint Hill Cemetery beginning at 11:00 AM. E. Proposals for Additional Items to the Agenda F. Closed Session Report It was moved that the members of the Vienna Town Council be polled to affirm that a Closed Session was held on May 19, 2025 at 6:30 PM in accordance with Virginia Code, Section 2.2-3711, a(1), for discussion or consideration of personnel matters, specifically the interviewing of individuals for consideration of appointment and/or reappointment to Town Boards and Commissions. It was further moved that the Certification Resolution be adopted in accordance with State Statutes, and that the Town Clerk is authorized to execute the Certification Resolution. And it was further moved that the Closed Session be continued to later this evening, Monday May 19, 2025 after the Regular meeting in accordance with Virginia Code, Section 2.2-3711, a(1) for discussion or consideration of personnel matters. Motion, Council Member Ramakis; second, Council Member Baldwin. Motion carried unanimously. Said term to commence June 20, 2025 and expire on June 20, 2027. It was moved that Donna Smith be reappointed to the Transportation Safety Commission for a two-year term. Said term to commence June 20, 2025 and expire on June 20, 2027. It was moved that Sally Jean Penna be reappointed to the Transportation Safety Commission for a two-year term. Said term to commence June 20, 2025 and expire on June 20, 2027. Motion, Council Member Ramakis; second Council Member Baldwin. Motion carried unanimously. A motion was made by Jessica Ramakis, seconded by Roy Baldwin, that this was approved. The motion carried by the following vote: Aye: 7- Allen, Anderson, Baldwin, Brill, Ramakis, Springsteen and Colbert 5. Regular Business A. 25-5063 Intent to Adopt Real Estate Tax Rate for FY2025-26 Mayor Colbert recognized Steven Barlow, Director, Finance, to present the Item for consideration. A motion was made to approve a resolution setting tax rates for the fiscal year beginning July 1, 2025 as follows: • Real Estate Tax Rate of $0.1950 per $100 of assessed valuation • Bank Net Capital Tax Rate of $0.80 per $100 of valuation • Residential Utility Tax Rate of 20% of the first $15 • Commercial Utility Tax Rate of 15% of the first $300. It was further moved that the Town Clerk be directed to advertise a Notice of Adoption. Motion, Council Member Springsteen; second, Council Member Anderson. Motion carried in a 6-1 vote. A motion was made by Springsteen, seconded by Anderson, that the Action Item be approved. The motion carried by the following vote: Aye: 6- Anderson, Baldwin, Brill, Ramakis, Springsteen and Colbert Nay: 1- Allen B. 25-5064 Intent to Adopt FY2025-26 Operating Budget Mayor Colbert recognized Steven Barlow, Director, Finance, to present the Item for consideration. Comments from Council included the following: • Recent actions by the Federal Government have yet to demonstrate a direct impact on the Town of Vienna; Town maintains strong reserve fund balance and revenue stabilization fund; • Encourage exploration of ways to invite continued feedback from residents. It was further moved that of the said total, $34,770,120 be appropriated for general fund expenditures; $6,001,950 be appropriated for debt service fund expenditures; $13,920,750 be appropriated for water and sewer fund expenditures; and $805,230 be appropriated for storm water fund expenditures. Motion, Council Member Anderson; second, Council Member Springsteen. Motion carried in a 6-1 vote. A motion was made by Anderson, seconded by Baldwin, that the Action Item be approved. The motion carried by the following vote: Aye: 6- Anderson, Baldwin, Brill, Ramakis, Springsteen and Colbert Nay: 1- Allen C. 25-5065 Intent to Adopt FY 2025-26 Water and Sewer Rates Mayor Colbert once again called on Steven Barlow, Director, Finance to present the Item. It was moved to adopt an ordinance setting water and sewer rates for fiscal year 2025-26, beginning July 1, 2025, as presented. It was further moved to direct the Town Clerk to advertise a Notice of Adoption. Comments by Council included: • Consideration of budget is a months long process; • Urge inclusion of funding in next year’s budget planning to assist lower and fixed income residents. Motion, Council Member Anderson; second, Council Member Springsteen. Motion carried in a 6-1 vote. A motion was made by Anderson, seconded by Springsteen, that the Action Item be approved. The motion carried by the following vote: Aye: 6- Anderson, Baldwin, Brill, Ramakis, Springsteen and Colbert Nay: 1- Allen D. 25-5029 Request approval for spending $149,832 with Musco Lighting to replace the Meadow Lane Park tennis and basketball court lights. Mayor Colbert called on Leslie Herman, Director, Parks and Recreation to present the Item. Comments from Council are summarized as follows; • Existing poles could not be retrofitted due to length; • Consider net extension to tennis court wall; • Unable to incorporate Dark Skies recommendations regarding pole placement; Will investigate other measures to direct lighting/prevent spillage; • Similar poles erected at Glyndon Park baseball field in 2015 with no ensuing complaints; • Lumens grid illustrates no issues at park boundaries; • Presence of trees help prevent spillage. Motion, Council Member Springsteen; second, Council Member Brill. Motion carried unanimously. Other Business Town Manager Payton called attention to the visual presented by Council Member Allen containing information on the Arbor Row Senior Center located at 7927B, WestPark Dr, Tyson’s. Mayor Colbert called for a recess into Closed Session at 8:25 PM. Council reconvened at 8:27 PM. A motion was made by Springsteen, seconded by Brill, that the Action Item be approved. The motion carried by the following vote: Aye: 7- Allen, Anderson, Baldwin, Brill, Ramakis, Springsteen and Colbert 25-5117 Second Closed Session It was moved that a second closed session was held on May 19, 2025 after close of the Regular Council Meeting in accordance with Virginia Code, Section 2.2-3711, a(1), for discussion or consideration of personnel matters. It was further moved that the Certification Resolution be adopted in accordance with State Statutes, and that the Town Clerk is authorized to execute the Certification Resolution. And it was further moved that the Closed Session be continued to Monday, June 2, 2025 at 6:30 PM in accordance with Virginia Code, Section 2.2-3711, a(1) for discussion or consideration of personnel matters, in addition to the interviewing of individuals for consideration of appointment and/or reappointment to Town Boards and Commissions. Motion, Council Member Ramakis; second, Council Member Baldwin. Motion carried unanimously. A motion was made by Ramakis, seconded by Anderson, that the Resolution be approved. The motion carried by the following vote: Aye: 7- Allen, Anderson, Baldwin, Brill, Ramakis, Springsteen and Colbert 6.
