(Limited to 3 minutes per issue and no formal action can be taken this evening) Mayor Colbert opened the floor to the public for comment. Beth Eachus 702 Marshall Rd., SW I am here tonight to speak in favor of the temporary 1% meals tax increase to fund the proposed fitness center and pool. Like some of you, I participated in the needs assessment when it was determined that the Town needed to redevelop our community center. I was there to hear Maude Robinson share its history and the vision to provide recreational services to our residents. At the end of those sessions it was determined that the number one priority communicated need was an indoor swimming pool and fitness center. That, however, was not incorporated; not into the redesigned community center. We got a new gym; we got additional meeting rooms and more, but the number one expressed need of a pool and fitness center was not met. More recently, according to the survey conducted as part of the Parks and Recreation Master Plan, a swimming pool with indoor/outdoor noncompetitive swim for recreation and fitness instruction received the highest communicated impact score, representing an implied need – a need not met. Walking paths and trails were number two and three respectively, number four were again the fitness center and exercise equipment station. I believe that when your residents express their Town of Vienna Page 1 Printed on 9/22/2025 Town Council Meeting Meeting Minutes - Final July 7, 2025 needs and wants, as their elected officials, we should listen; we should respond and we should address that communicated need. Additionally, I believe that a critical role of local government, in addition to providing parks and recreation facilities, is to ensure that community members are safe and have access to facilities and programs to develop skills that will keep them safe and healthy. Drowning is the leading cause of unintentional death in the U.S. for children ages 1-4 years old; it is the second leading cause of death for children under the age of 14. Drowning is also the second leading cause of death for those with autism – and I am a parent of child with autism. I’ve recently been elected to the Board of Directors for the Special Olympics for the State of Virginia. I can tell you how important it is to provide access for our children and residents to learn to swim. Our private pools in the Town of Vienna have wait lists that are extensive. Our community recreation centers are an hour by public transportation to access for a Town resident, and wait lists again are extensive. I think this is an opportunity for our Town to provide a service and not just a recreational service. It’s an opportunity for our residents to develop a lifetime skill. That is why I am here tonight. It is an opportunity for us to make a difference. Thank you for listening. Teresa and John Schultz, 2027 Carrhill Rd. We are proud Vienna residents since 1986. Thank you Mayor and Council for having us tonight. We are here to speak in strong support for the community swimming pool. We have a personal interest in this. I retired from Estee Lauder thirty years ago and my husband and I decided to become foster parents. Maryann Anastasia is our first and last foster. She was born two months early in 2006 and suffered from brain damage and many additional medical conditions, seizure disorders, cerebral palsy and the list goes on. But, as you can see she’s a pretty healthy 19 year old. She loves to swim; yet we cannot find a place to accommodate her. We have used several places, such as the Northern Virginia Training Center near George Mason (built for the disabled), but it closed in 2016. We had used this facility since she was two years old. We then moved to Oak Mar, which was not conducive to our needs as there is no way to get her into the pool. It requires two able bodied adults to lift her out of her chair. The pool is very cold, as are the rooms and there is no changing table. We then went to Falls Church, which is a long drive, and it was necessary to carry all her equipment. So [if there were a local pool] we would be using it a lot. I know there is a concern about the small tax on restaurants, but we use Vienna restaurants all the time as our source of entertainment. We don’t travel a lot because [it is difficult with a child] like Maryann Anastasia. We eat out all the time and we do so with her. We love it and we certainly wouldn’t mind paying another small percent on the bill. This project is not about luxury; it’s about livability. It is about giving kids a place to learn and play and giving our seniors a place to stay strong and social, and our families, including those with unique challenges, a place to belong. I hope you will give Vienna the kind of future that we all want to be a part of. Thank you for your time. Jennifer Condon, 607 Upham Pl, NW We are 25-year residents in Vienna. I am also in favor of the Town swimming pool and would like to speak to that point. As our Town continues to grow and evolve, it is essential that we invest in the infrastructure that promotes the health, wellbeing and cohesion of our community. The construction of an indoor swimming pool and fitness facility would be a forward thinking initiative with long-term benefits for residents of all ages. 1) Enhancement of Public Health and Wellness Access to a year round fitness and aquatics facility significantly contributes to Town of Vienna Page 2 Printed on 9/22/2025 Town Council Meeting Meeting Minutes - Final July 7, 2025 physical and mental health of a community. An indoor pool and fitness facility would provide residents with a safe and accessible space for exercise regardless of season or weather conditions. Regular physical activity has proven to reduce the risk of chronic diseases, improve mood and enhance quality of life. 2) Accessibility for all Ages and Abilities The proposed facility would be designed as inclusive, offering diverse programming designed to the needs of children, adults, seniors and individuals with physical and cognitive challenges. From swim lessons and aquatic therapy, to strength training and group fitness classes, the facility would serve as a central resource for health and recreation for every demographics. 3) Increased Community Engagement and Education A community fitness and aquatics center serves as a gathering place that fosters connection and participation. It offers opportunity for school partnerships, community events, youth swim teams and recreational leagues. By investing in shared recreational space we build a stronger communication with residents and common interests to be shared. 4) Economic and Development Benefits In addition to the health and social value, the facility will generate economic benefits for the Town. It can attract new families to the area, support local businesses through increased traffic and provide employment opportunities. Further, recreational amenities like this are known to be a positive influence on property values and the overall appeal of a Town. In conclusion, an indoor pool and fitness facility represents a meaningful investment in the future of our Town. It supports health, inclusivity, economic development and community spirit. I respectfully urge community leaders and residents to consider the long-term benefits of the project. Thank you. Maryam Dadkah, 609 Alma St. SE. I am a constituent and regular volunteer, for the last four years, at the Town of Vienna parks. I am here to ask the Honorable Council Members to consider supporting our efforts toward habitat restoration. Many of us work rain or shine, freezing cold, etc., to save the last bit of hope for our native species. We are a very small group of concerned citizens, many senior citizens. We also take the risk of exposure to ticks, poison ivy, yellow jackets and falls – all which can be major health risks. Nevertheless, we persist. I invite you to come volunteer with us on July 18 and 19 from 9:00 AM until 11:00 AM at Moorefield Park, to get a sense of what we are doing. Invasive woody plants infest many of our parks and natural areas and if left unchecked, encroaching and displacing native woody plants. In order to combat the spread and shift dominance back to a native plant community we need more than mechanical removal. In our parks, we see the spread of invasive species such as Japanese Barberry, Multiflora Rosa, Honeysuckle, Burning Bush and more. Theses invasive woody plants can get big and it becomes impossible to remove their root system. The best we can do is to cut them. According to the Penn State Extension Service, a cut every 5 feet is an effective method to control these woody plants. For this treatment, an herbicide is applied directly to the stump to prevent resprouting from the remaining plant tissue. It would be a great help if we, the volunteers, could use herbicide with the cut stump treatment in our parks. It is approved by the State and was initiated awhile ago in Fairfax County. Trained volunteers can use applicators to slow down the regrowth of the plant. Applicators eliminate the risk from open containers and spray application. Please consider our request and support our hard work at our Town parks. Thank you very much. Avril Garland, 917 Hillcrest Dr. It was interesting to hear talk of the potential asset a swimming pool would be for Town of Vienna Page 3 Printed on 9/22/2025 Town Council Meeting Meeting Minutes - Final July 7, 2025 Vienna. Another asset are the Town parks. [To combat the invasive plants] many locals are yanking them out by the root, which can be harmful to the back. Training for use of the herbicide takes about fifteen minutes. There is also an online component where one records herbicide use – specifically amount used and location of use. I wrote a letter to the Town regarding the trees. Council Member Allen replied (thank you). These invasive vines are killing our trees. They can grow fifteen feet in a year. Please consider this. JoAnn O’Brien, 400 Tapawingo Rd. SW I have been following your progress with the deer management ordinance since I read the Council Member’s article “What’s Next for Bambi” in the January issue of Vienna Voice. Since there has been no information from Council to the public supporting this deer management program, I encourage you to step away from it until you can provide data to validate this drastic action. The community has not received information from Council to justify the decision to imitate a culling program this fall. I’ve watched past Town Council videos and have only heard Fairfax County data about the deer population, not Vienna’s. Two concerns I looked into were 1) the spread of chronic wasting disease, which the CDC reports is only transferrable to humans through infected deer meat consumption, and 2) the threat of lime disease carried by the black legged tick (deer tick) which can be carried into neighborhoods on most animals, birds and reptiles. I’ve also sent e-mails inquiring about the deer caused traffic accidents, how size of herd was determined and recorded complaints. Answers to these questions would help us to understand your decision. My home of 44 years is four houses away from the Tapawingo entrance to Wildwood Park. I can go 3-4 days without seeing any deer. Yet there are people living in the center of Town that have so many deer in their yard that they have become a nuisance. There is no information to support that culling deer in our parks will have any effect on the number of deer in our neighborhoods. Because there is no clear solution to this very complicated problem, is it worth it to bring sharp shooters, even though you say they are trained, into our parks, which are sandwiched between clusters of houses? There is no similarity between our parks and the more open areas where culling events have taken place in Fairfax County. Your ordinance and MOU give details about sharp shooters accessing our public parks and public and private properties with permission. There are to be five separate culling events. These plans were drawn without inviting input form your citizens or offering statistics related to the deer population in Vienna. It is disappointing that you are moving quickly to implement this ordinance without updating residents regarding where you are in the management plan. Council has been sent publications written by Humane World (formerly Humane Society of America) that outline what a community can do to avoid lethal actions on the deer. Please take time to read them. We also sent you a sample survey to help determine how the community feels about the deer. Since you have sent out surveys in the past that help you act in the public interest, this should be an easy and familiar thing for you to carry out. In short, I ask you to put aside the deer management plan. Time Called. Remainder of comments to be emailed. Ian Assael, 319 Mill St., N I wanted to speak briefly about the proposed community swimming pool. We have a boys and girls youth wrestling club located on Mill St. I believe [the pool and fitness center] is something that the Town should look at providing. I see so many kids today that are on their screens all day, whether it’s television, video games, or I-pads and there’s just not any type of recreational exercise/wellness or fitness. There are gyms for adults obviously, but the kids don’t have a place where they can Town of Vienna Page 4 Printed on 9/22/2025 Town Council Meeting Meeting Minutes - Final July 7, 2025 swim and exercise and be together and socialize. I think it’s an investment, I don’t look at it as a cost. The other thing is, I’ve been in Vienna for about three years and having lived in a lot of other cities and states, this is truly a community. You have a great community center but it doesn’t lend itself to the community being together on a daily basis for fitness. I know there are classes but I just believe that a centralized place that offers fitness and wellness and socialization for kids and adults is a valuable thing. When it comes to the monetary costs, I know, as we all do, that everything is more expensive today. Here you pay a small increment more and you are getting something that will benefit everyone. I just think it’s a great opportunity and I wanted to voice my support. Thank you. Brian and Pam Christopher, 315 Branch Circle, SE We’re here to express our support for the swimming pool and fitness center. As residents for over 20 years, we love how the Town continues to invest in itself. Thank you Council, for that. The Town Green, the Community Center, the sidewalks, even the newsletter. The improvements that we’ve seen over time have been fantastic. It was a wonderful place to live 20 years ago and it’s even better now. We see a swimming pool; and fitness center as another opportunity for one more asset. Others have noted the long wait lists for the pools here in Vienna. There isn’t a fitness center nearby that is easily accessible, especially one that caters to all ages. We have teenage sons and we would see this as an opportunity for them to gather with their friends, partaking in a healthy activity, where there are many choices to gather in a healthy and productive way. We’ve been looking at options for them to join a gym. [To do so] we would have to drive a significant distance. It would be fantastic for them and we would also enjoy it as we are entering our senior years. We intend to age in place in Vienna, so this would be a great place for us. The 1% meals tax we feel is well worth the tremendous value it would bring. When we think about adding a dollar to a hundred dollar meal bill we personally would not be upset and feel it would be a worthwhile investment. hank you. Patti Hanley, 333 West St., NW I believe the bigger issue here is the meals tax. I am a property manager for three commercial buildings in Town. We have restaurants [as tenants]. I think, as a resident, our needs should be met. If we would like to have a pool and fitness center, or whatever the Council decides, this is acceptable, in my mind. My biggest concern is how. If we are raising the meals tax, it is going to be disruptive to the businesses. If we could time a disruption like this, while this is going on in Fairfax County broadly, it would not be as disruptive. As the County begins their tax increase on January 1, 2026, it makes sense not to rock the boat until everyone’s boat is rock’n. Then we are not going to have to worry about people establishing new habits such as dining somewhere else just because of a penny. We are talking about long-term investment in the Town. Thank you. Matt DiFiore, 207 Owaissa Ct., SE I have a few things for tonight. 1) The four way stop at Glyndon and Adhai. I went to the Transportation Safety Commission (TSC) last month and complained about the process. I understand that the DPW did their work and I cannot fault it. However, I can fault that no one knew about it. TSC was not aware that they were working on this. It was started in February with traffic counts, yet it never [appeared] on the TSC agenda; never in TSC minutes. The citizen’s guide to important street safety has a business process but it does not anticipate that the Town would do this unilaterally and no one would see it; 2) Yes to the aquatics facility; Town of Vienna Page 5 Printed on 9/22/2025 Town Council Meeting Meeting Minutes - Final July 7, 2025 3) Yes to deer culling; 4) Yes to the proposed meals tax increase. If delayed until January, that’s great; 5) Town website. I realize it is a work in progress but I believe some of the functionality of the old site is still needed. Specifically we need to know who the Town website content leads are so there is someone to contact if there is something we don’t see. This means that the former feedback logs are not on the new site; 6) Real estate tax bill. I got my bill July 4. It was likely put in the mail July 1 or 2. The bill is due July 28th. We knew what the tax rate was in May and we knew the assessments prior to May. It should not have taken so long [to get the bills in the mail]. We should consider allowing Fairfax County to do the tax bills. Herndon does this. Just like personal property; 7) We need to broadcast the Town Council Works Sessions and Planning Commission Work Sessions audio as they occur. I know we can get them later, but I personally do not want to wait; 8) Finally, reconsider the Church St/East St roundabout. In 10-15 years we will wish we had done this. 4. Reports/Presentations A. 25-5162 Mayor Colbert read into the record a proclamation recognizing July 2025 as Parks and Recreation month is Vienna. B. 25-5173 Proclamation VA250 - American Revolution Commemoration Council Member Anderson read into the record a proclamation declaring the period of July 4, 2025 through December 31, 2026 to be a greater Vienna celebration of the Declaration of Independence. Mayor Colbert gave special thanks to Melanie Clark, who is retiring this month as Vienna Town Clerk. A. Report and Inquiries of Council Members Council Member Allen shared a brief visual history of her diverse family with the hope that this would provide insight into her effort to create unity and respect for all. She stressed that Council, as leaders, must be aware that they lead an entire community. Council Member Brill noted the well-researched and well-spoken public comments this evening. He also wished the best to Melanie Clark, Town Clerk. Lastly, he commented on the deadly Texas flooding, noting the unpredictability of life. Council Member Baldwin expressed appreciation to everyone involved in Liberty Amendments Month. Events have been meaningful and unique. He reminded Council of the mobile museum coming to Vienna Elementary beginning July 9, 2025 through July 11, 2025. Council Member Ramakis noted the excellent quality of the events of Liberty Amendments Month offering thanks to First Baptist Church and the many community partners as well as the vision of Town Manager Payton. She further mentioned the Restricted Vienna event, the naturalization ceremony and the foundational document reading as opportunities to reflect on history. Report of the Town Manager Town Manager Payton thanked Staff for their work on all the aforementioned events including the fireworks display. He also offered thanks to the department of Public Works and the Vienna Police for their behind the scenes efforts. Town Manager Payton thanked Melanie Clark, Town Clerk for her many years of service. C. Report of the Mayor Mayor Colbert remarked on the number of ribbon cuttings in the Town noting that new owners point to the community environment as a reason for selecting this location. The W&OD Trail tree replacement project with Dominion Energy remains as a top priority. An MOU has been drafted by NOVA Parks. D. Proposals for Additional Items to the Agenda E. Closed Session Report It was moved that the members of the Vienna Town Council be polled to affirm that a Closed Session was held on July 7, 2025 at 6:30 PM in accordance with Virginia Code, Section 2.2-3711, a(1), for discussion or consideration of personnel matters, specifically the discussion of advertising the position of Town Clerk. It was further moved that the Certification Resolution be adopted in accordance with State Statutes, and that the Town Clerk is authorized to execute the Certification Resolution. And it was further moved that the Closed Session be continued to Monday August 25, 2025 at 6:30 PM in accordance with Virginia Code, Section 2.2-3711, a(3) for discussion or consideration of disposition of real property. Mayor Colbert recognized Town Attorney Briglia to present the Item for consideration. He noted for the record that there were no issues brought forth especially as related to amendments to the DWI Code. Council suggested a language change to eliminate need to adopt yearly, however Town Attorney Briglia indicated that there remains disagreement on whether that would prove more efficient, especially as related to DWI changes. It was moved to adopt the proposed ordinance to amend as presented the Code of the Town of Vienna Chapter 9, Motor Vehicles and Traffic, Article 1, In General, Section 9-3, Adoption of State Code. Regular Business A. 25-5140 8:20 p.m. - Request approval to award the Transportation Alternatives Program (TA)-funded Capital Bikeshare Station Installation Contract. ..Body Date(s) of Prior Council Consideration of this Issue: - Nov 19, 2018 - Council Meeting: Presentation on The Vienna-Fairfax-GMU Bikeshare Feasibility Study (a study implemented by the City of Fairfax). - Sept 16, 2019 - Council Meeting: Request and approval of VDOT TA grant application for design and installation funding for Bikeshare Stations in Vienna. - May 16, 2024 - Board of Architectural Review (BAR): Three of the five proposed stations required BAR review and approval. The BAR approved during its May 16 meeting. - June 16, 2025 - Town Council Work Session presentation. EXPLANATION AND SUMMARY: The Department of Public Works (DPW) requests that the Council authorize the award of a purchase order for the installation of four VDOT TA-funded Capital Bikeshare stations, with an option to add a fifth station, in an amount not to exceed $231,000 to Lyft Bikes and Scooters, LLC (the manufacturer of Capital Bikeshare stations and bikes). DPW will utilize the City of Alexandria’s cooperative procurement contract with Lyft Bikes and Scooters, LLC (Town of Vienna rideable contract). Project Details: Four Capital Bikeshare stations will be located within the Town along with an initial 25 bikes (21 classic, 4 electric). Vienna Community Center 3. Between the W&OD Trail and Navy Federal Credit Union 4. 444 Maple Ave - Along Maple Ave frontage Option for an additional docking station with an initial 7 bikes (5 classic, 2 electric): 5. TBD Alternate Site (previously proposed to be at public parking site near Town Hall) Locations are based on the recommendations from the Vienna-Fairfax-GMU Bikeshare Feasibility Study. Staff finalized the locations based on Town needs, conditions, and right-of-way. Background: In 2018 the City of Fairfax completed a feasibility study for adding bikeshare stations to the City of Fairfax, Geore Mason University, and the Town of Vienna. The findings of the study were presented to Town Council in November of 2018, and the Town proceeded with a grant application. VDOT TA funds to design and purchase the bike stations were granted to the Town, and in September 2026, the Town Council authorized DPW to proceed with the design. VDOT recently approved the final plans and contract documents along with providing final TA funds authorization for the Town of Vienna to purchase/install the stations and bikes. Operation and maintenance of the bikes and stations will be funded and managed by the Fairfax County Department of Transportation. Next Steps: If approved by Council, DPW will issue a purchase order to Lyft Bikes and Scooters, LLC, to purchase and install bikeshare stations and bikes. Expected Completion Time Frame: The stations and bikes are expected to take approximately six months to manufacture and deliver. It was moved to approve an authorization in an amount not to exceed $231,000 and a purchase order to Lyft Bikes and Scooters, LLC for the purchase and installation of Capital Bikeshare stations as described.
