Commissioner Lowther seconded the motion. Motion carried unanimously, 7 – 0. Two Commissioners abstained. 4 DPW Report NONE 5 Communication from Citizens and/or Commissioners Receipt of Petitions and Communications from the Public Bert Hackney, 300 East Street NE, asked that the new website be updated with older minutes. Town of Vienna Page 1 Printed on 7/13/2021 Transportation Safety Commission Meeting Minutes May 25, 2021 6 TSC21-005 Street Safety Guide updated draft review Street Safety Guide – Updated Draft Review Vice Chairman Sorrell explained the latest draft of the Street Safety Guide would be reviewed by the TSC and any comments would be incorporated as appropriate. Commissioner Strunk suggested changing the phrase “strong single-family neighborhoods” (page 6, paragraph 1) to something more inclusive. He also said the photo at the bottom of page 32 depicts a solution that would pose a problem for people in wheelchairs. He would like it to be replaced with a photo of the bump-out on Marshall Road at Hillcrest Drive SW. Commissioner Smith mentioned the call-out box on page nine had gotten distorted during the editing process – it needs to be just a bit larger to include the word “years.” Commissioner Lowther asked if the cost of projects should be included in the guide. Mr. Jinks recommended stating whether a project is a lower cost option or a higher cost option to the Town. Chairman Sorrell confirmed that Mr. Jinks recommendation is already included in Appendix B. Commissioner Ignatowski asked that the Emergency Routes Map be updated (the current map is dated 2010) with additional stop sign locations. He suggested the numbers on page 22 be associated with the pictures and pros/cons in the following pages. Commissioner Penna asked for a more defined description of the 3-year period between petitions on the same block or street. Commissioner Hartogs suggested the 3-year period should start after the TSC has had time to consider the petition and makes a recommendation to Council or not. Bert Hackney, 300 East Street NE, had sent in comments at the beginning of the process and does not see any of them reflected in this new document. He would like to know why his comments were not addressed. Vice Chairman Sorrell asked if Mr. Hackney would summarize his suggestions for the Commission. Mr. Hackney said he would like to see feedback from all residents in Town regarding TSC petitions, or everyone who drives along a particular road, not just the residents in the affected area. Additionally, he would like to see a periodic review of existing traffic controls to ensure they are still necessary. Commissioner Hartogs made a motion to accept the latest draft of the “Town of Vienna Guide to Improving Street Safety” and forward it to Town Council for approval. Commissioner Strunk seconded the motion. Motion passed unanimously, 9 – 0. Town of Vienna Page 2 Printed on 7/13/2021 Transportation Safety Commission Meeting Minutes May 25, 2021 7 BAC Report BAC Report BAC Vice Chairman Strunk reported that four years ago the Town had been awarded Bronze status as a Bike Friendly Community. The BAC reapplied this year and the Town has again been awarded Bronze status. On May 15, the BAC participated in the Tour d’Hunter Mill, an organized bike ride and the brainchild of Supervisor Elkhorn of the Hunter Mill District. The ride started and ended in Reston, but looped through Vienna. There were about 180 participants and the feedback was positive. Next year the directions will reverse. 8 PAC Report PAC Report PAC Vice Chairman Smith reported they had discussed the Street Safety Guide, more exposure on the Town’s Website and the new Comprehensive Plan. They discussed the new ordinance requiring builders to set aside funding for, or to build, new sidewalk at every new home constructed. There were questions about a new 4 or 5-foot wide sidewalk tying into a narrower, older sidewalk that does not meet ADA requirements. 9 Reports of the Commissioners Reports of Commissioners Commissioner Smith asked Mr. Jinks if there was a reason chicanes are not used more often. Mr. Jinks replied drainage becomes an issue with chicanes. Commissioner Strunk asked if DPW publishes their summer repaving schedule. Mr. Jinks will check with Ms. Ervin, Project Manager. Commissioner Kapitan asked if a bike route map could be posted on the website. Commissioner Strunk will provide Mr. Jinks with a draft bike route map.
