1. Roll Call
Midge Biles, Bill Comerford, Colby Bruno, Michelle Kang, Lu Cousins, Holly Aglio,
Mike Cheselka, Belle Gambino, Caren Ann Appel (new VPAF Volunteer), Kathy

VPAC21-076 Continuity of government resolution
Ms. Biles read the Continuity of Government Resolution. All agreed via vote.
2. Approval of the Minutes:
Approval of September 27, 2021 minutes

Acceptance of Electronic Participation Resolution Policy
Motion accepted unanimously
3. Regular Business
VPAC21-077 Vienna public art foundation- this item is essential as the foundation
receives donations for projects
• call for VPAF volunteers update
• 501c3 status update/grant update
• New VPAF member Caren Appel introduced herself.
• VPAF bylaws need to be updated and adopted.
• The issue with the Articles of Restatement has been resolved and re-submitted.
• Waiting for $4,500 grant check from the Virginia Commission for the Arts.
VPAC21-078 VPAC/foundation brochure update
• Ms. Bruno reported that the graphic designer with New York School of Art in
Vienna is still working on the brochure. Ms. Blevins will ask the Town Attorney if the
Foundation can write the recommendation letter for Yunzi’s Visa.
VPAC21-079 Green hearts juice mural- this is not a VPAC project, but relates to
business revitalization and economic development.
Ms. Biles reached out to the owners but has not heard back.

VPAC21-080 Musical sculpture garden update
• Ms. Cousins reached out to several Ayr Hill Garden Club members to inform them
about the project, and heard back from one, Anne Stuntz. Ms. Cousins will contact
the Children’s Discovery Garden Coordinator.
• Ms. Bruno reported on making contact with a company called Kaplan Co.com.
Musical instrument price quote is approximately $18,000. She will get installation
quote-needs picture with dimensions of proposed area (20’Wide, 12’Deep on one
side, 12’Deep on other side, 18’Deep in the middle).
• Ms. Aglio mentioned the need to determine what percentage of VPAF funds will be
spent on the project.
• Ms. Biles suggested holding off on fundraising efforts until spring 2022 due to the
uptick in covid-19
VPAC21-081 TOV “Vision for public art”- in collaboration with economic development
office
• Thirty-minutes of next meeting will be devoted to creating a mockup plan for the
Vision of Public Art.
VPAC21-082 VPAC member participation as a Light Up Vienna contest judge
Business judges will be Mr. Cheselka and Ms. Biles
VPAC21-083 Vote to re-elect current chair person
This election will take place at the November 16, 2022 meeting
4. Meeting Adjournment
Mr. Cheselka made a motion to adjourn. The motion was seconded by Ms. Cousins.
The motion passed unanimously.

VPAC21-084 The next meeting of the Vienna Public Art Commission will be held at 7:00
p.m., Tuesday, November 16, 2021 in person and via zoom at the Vienna
Community Center.
