Town of Vienna 127 Center Street S Vienna, VA. 22180 p. 703-255-6300 TTY 7111 Meeting Minutes Vienna Public Art Commission Tuesday, February 15, 2022 7:00 PM Vienna Community Center 1 Roll Call Mike Cheselka, Midge Biles, Bill Comerford, Michelle Kang, Lu Cousins, Holly Aglio, Colby Bruno, VPA-Foundation members: Caren Ann Appel, Kathy Georgen, Deborah Kennedy, Kathy Blevins-VPAC Clerk Meeting commenced at 7:06 p.m. 2. Approval of the Minutes: VPAC22-131 Approve minutes from the January 18 meeting Ms. Cousins made a motion to approve the January 18, 2022 meeting minutes, Ms. Biles seconded the motion. The motion passed unanimously. 3. Regular Business VPAC22-132 Treasurer report $11,821.69 in bank account, not including money from the sales of the Town ornaments. Once all ornaments have been sold, a check will be cut to VPAF. VPAC22-133 Chairman’s report Patrick Henry Library mural – BAR application will be submitted by Leslie Herman, to be approved at the March BAR meeting. Vienna Market- project managers are reviewing their own artists and mural ideas, but VPAC has to review the artwork, and BAR has to approve it. They may ask VPAC for assistance. Green Heart Juice mural- no update Musical Sculpture Garden- prices have gone up significantly. This project will be revisited when prices come down. VPAF bylaws- Ms. Aglio edited the current bylaws and sent to the VPAF members for feedback. She will then import to the Google drive for VPAC review, then will be sent to Town Attorney to review. VPAC22-134 Master plan and bylaws discussion Ms. Aglio made a motion to have another work session to continue work on the plan on Wednesday, March 2 from 6:30-7:45 p.m. at the Vienna Community Center. Ms. Bruno seconded the motion. The motion passed unanimously. VPAC22-135 VPAC banner Ms. Cousins reported that McCabe’s Printing will need the VPAC logo. Ms. Biles made a motion to approve the quoted amount to have the banner made. Ms. Bruno seconded the motion. The motion passed unanimously. VPAC22-136 VPAC logo and brochure Ms. Bruno shared the VPAC logo. She will ask the designer for a logo “pack” to be able to use in different formats. Ms. Aglio made a motion to approve the VPAC logo as is. Mr. Cheselka seconded the motion. The motion passed unanimously. Ms. Kang presented the first graphic draft of the VPAC brochure. VPAC project pictures will be added. Ms. Kang will work with Ms. Bruno on the wording throughout the brochure. The brochure will be imported on Google drive for VPAC members to edit. Ms. Kang will present second draft at the next meeting. VPAC22-137 VPAC22-138 Upcoming Town events planning Ms. Kennedy will work on collecting photos of VPAC projects and frame them to hang in the tent at VIVA. For the Walk on the Hill event, Ms. Appel has a tent, which will be placed at 227 Windover. Ms. Appel will have a sketch and supply list for the handprints on plywood project to be done at the event. Ms. Cousins volunteered the Vienna Art Society to bring the tables/chairs. Ms. Cousins made a motion to approve up to, and not exceed $200 for the supplies. Ms. Aglio seconded the motion. The motion passed unanimously. Mr. Cheselka will donate the plywood. VPAC22-139 Drain and utility art In need of artists to continue this project. Christine Horner, Planning and Zoning Assistant Director, sent a list of all available drains to Mr. Cheselka and Ms. Biles. Volunteer students working on VPAC projects will be required to complete a release form. Ms. Blevins will check on using the Parks and Recreation Volunteer form. VPAC22-140 Vienna Maple Avenue corridor multimodal transportation and land use study Ms. Cheselka spoke on the possibility of many new sites in Town wanting public art in the Town’s 10-year plan. VPAC22-141 Code statute - potential change to commercial building code requirements Mr. Cheselka researched other local jurisdiction public art mandates with building projects and discovered that mandates for public art do not work. What he found does work is a percent tax on building projects per art project, which can be imposed by the Town. Mr. Cheselka expressed that the VPAC needs to apply for more grants for funding projects. Ms. Natalie Monkou will attend the March VPAC meeting. Ms. Kennedy will send Mr. Cheselka the document table she created on what other jurisdictions allocate to public art. 4. Meeting Adjournment Ms. Aglio made a motion to adjourn. The motion was seconded by Ms. Biles. The motion passed unanimously.
