Meeting commenced at 7:07 p.m.

2. Approval of the Minutes:
VPAC22-194 Approve minutes from the June 21 meeting
Approval of the Minutes: Ms. Cousins made a motion to approve the June 21, 2022
meeting minutes, Mr. Comerford seconded the motion. The motion passed
unanimously.
VPAC22-195 VPAF President’s and Treasurer’s reports
Virginia Commission for the Arts grant was awarded on July 7. Completion
paperwork needs to be completed to receive the funds. Ms. Blevins submitted a check
request for the matching $4,500 from the Town.
In the account now-$11,288.27. Owed to VPAC from Patrick Henry library $1,150.
Vienna Inn Fundraiser raised less than $100-no check was issued to VPAC.
VPAC22-196 Chairman’s report
a. Vienna Market proffer- Mr. Cheselka spoke with David Levy, Planning and Zoning
Director, who was unsure how the agreement “to allow the Art Commission to create
at their expense Public Art (Statue), in the space proved in the park
setting…..Additionally….an agreement with the Tonw of Vienna to allow the Art
Commission to create at the Art Commission’s sole expense a Public Art Mural on the
northeast corner of the proposed retail bulding…” got written into the Developer’s
proffer dated May 8, 2018. Mr. Cheselka spoke with the Town Attorney regarding
this, and it was decided that VPAC will not pay for a statue or to have a mural on the
building. Mr. Comerford made a motion to not move forward with the Vienna Market
mural/sculpture, and remove this item from any future VPAC agendas. Ms. Bruno
seconded the motion. The motion passed unanimously.
b. Ms. Georgen, who is the Chair for the Vienna Oktoberfest, offered VPAC free space,
with a free tent to assist with the event’s Kid’s Pumpkin Painting booth-having the
potential to raise $1,500 for VPAC. After discussion, the decision was made to decline
this fundraising offer due to not having the man power to staff the activity on
October 1.

3. Regular Business
VPAC22-197 Vienna I art presentation
Ms. Cousins shared her VPAC outreach effort experience. The children at the camp
were in grades K-7. Ms. Cousins and Mr. Cheseka spoke to them about what public
art is, and the impact it has in the community, while assisting with a LOVE sign craft.
VPAC22-198 Bylaws - final approval
The foundation voted to approve their bylaws.
VPAC22-199 Utility boxes artwork
Glyndon Park, proposed location (trash can containers/utility boxes). Ms. Cousins
will work on finding and formalizing the Call for Artists form that was used by VPAC
in the past. Ms. Bruno suggested an idea for an ongoing project “Support the
Arts”-trash can painting in parks. Ms. Aglio made a motion to develop a focused call
for artists at Glyndon Park. Mr. Comerford seconded the motion. The motion passed
unanimously.
VPAC22-200 Friends of VPAC report
Ms. Apel reported that there are 4 new members.
VPAC22-201
Musical Sculpture Garden
Mr. Cheslka presented “Nature’s Instruments” wooden musical structures. After
discussion it was decided to begin the project with one piece of the Harmony Park
structure (3 mushrooms were suggested). Ms. Bruno made a motion to continue with
the advancement of a Musical “Instrument” Garden. Mr. Comerford seconded the
motion. The motion passed unanimously.
VPAC22-202 Murals on Community Center
Ms. Kennedy presented an idea about painting the brick wall at the Community
Center that faces Caffi field by creating a large mural from painted bricks (like
pixels) that individuals/families can purchase to paint. A sunrise design, artist
would grid it on the wall, use Sherwin Williams app and supplies, possible
covid-related to apply for grants. This would be a VPAF fundraising project to be
approved by VPAC. Ms. Kennedy will send her proposal to Ms. Blevins, in order for
her to set up a meeting to discuss the project with Leon Evans, Vienna Community
Center manager and Leslie Herman, Parks and Recreation Director.
VPAC22-203 Paint gas pipes on back of Town Hall
Ms. Cousins made the suggestion of incorporating the background area behind the
pipes in the design. Ms. Cousins, Ms. Gambino and Ms. Appel volunteered to pursue
this project. Ms. Gambino will have design and renderings within 2 weeks. Ms.
Gambino and fellow art students will do the painting. This project will be brought
before the Town Council for approval. Ms. Kang made a motion to approve this
sub-group to work on the design and implementation of the Town Hall pipe

painting. Ms. Bruno seconded the motion. The motion passed unanimously.
5. New Business
a. Ms. Aglio will be stepping down as a VPAC member effective 9-1-22. Ms. Bruno will
be stepping down as a VPAC member effective 11-15-22. The members of VPAC and
VPAF would like to recognize their outstanding contributions to VPAC and VPAF
over their course of their terms, and their continued devotion to promoting public
art in Vienna. They both will be greatly missed.
4. Meeting Adjournment
a. Ms. Bruno made a motion to adjourn. The motion was seconded by Mr. Comerford.
The motion passed unanimously.
b. Adjournment at 8:58 p.m.
