Meeting commenced at 7:02 p.m.
2. Approval of the Minutes:
VPAC23-298 Approve minutes from the May 16, 2023 meeting
May 16, 2023 minutes passed as written
VPAC23-299 Deborah Kennedy, VPAF president
A. Review new day final version rendering.
B. Fees for grant writer

VPAC23-300 Chairman’s report
On July 10 VPAC will be presented with a check for $5,000 made payable to the VPAF
for the Town ornament sales.
Mr. Chesleka announced that the New Day mural project has been terminated and
will not be moving forward. The artist will be pulling the rendering from the project
and has agreed to refund the payment to VPAF for the artwork and rights to use the
image. Mr. Comerford, recommended forming a small group of VPAC and VPAF
members to do an objective analysis of pubic art project processes to learn from the
New Day project experience.
Grant writer update- VPAC members agreed to approve $1000 -up to 10 hours for the
VPAF grant writer to research eligible grants.
3. Regular Business
VPAC23-304 New Day project update
The project has been terminated.
VPAC23-301 Pipes on Town Hall
Ms. Cousins reported the rendering by Teresa Ahmad will be delivered tomorrow.
Ms. Cousins will bring to the August VPAC meeting to be voted on.

VPAC23-302 Cherry street enclosure update
Ms. Biles is having trouble finding metal artists. Mr. Comerford will share other
jurisdictions who have used metalwork artists.
VPAC23-303 Harmony park update
Mr. Cheselka reported the project is stalled. He is having difficulty getting needed
information from the Town and NOVA Parks in order for the project to move forward.
In addition, the price of the musical pieces has risen 37%.
New business
Add to August agenda- discuss 2024 VPAC Action plan to be able to present to
Council on August 28.
VPAC23-306 Nominate and elect VPAC officers
Mr. Comerford made a motion to re-elect Mr. Cheselka as VPAC Chair for the ensuing
year. Ms. Cousins seconded the motion. The motion passed unanimously. Mr.
Cheselka was elected as the VPAC Chair. Mr. Comerford made a motion to re-elect
Ms. Biles as VPAC Vice Chair for the ensuing year. Ms. Kang seconded the motion.
The motion passed unanimously. Ms. Biles was elected as the VPAC vice-chair.
4. Meeting Adjournment
Ms. Kang made a motion to adjourn the meeting. Ms. Biles seconded the motion. The
motion passed unanimously.
