The Windover Heights Board of Review met in regular session at 7:30 PM on
Tuesday, February 6, 2018 in the Council Chambers at Vienna Town Hall, 127 Center
Street, South, Vienna, VA. Mary McCullough presided as chair with the following
members present: Susan Stillman, Carey Sienicki, Theresa Bachmann, & Michael
Cheselka. Also in attendance were Town staff: Hyojung Garland, Deputy Director of
the Department of Planning & Zoning and Jennifer Murphy, Board Clerk.

Theresa Bachmann & Michael Cheselka are absent.
Approval of Minutes: February 6, 2018
Ms. Sienicki made a motion that the January 2, 2018 meeting minutes be approved as
drafted.

1. Request for a Certifiate of Appropriateness to construct a new home at 303 Windover Avenue, NW
(Docket No. WHBR-02-18), in the RS-16, single-family residential zoning district; filed by Patrick
Ohlhorst, owner representative.
Ms. Garland provided the staff report stating that the property is located in RS-16,
residential single-family zone. Currently, there is a one-story home on the property
built in 1962. The applicant is proposing to construct a new two-story single family
dwelling with a porch and side-loading garage. She stated that the proposed
application meets lot coverage, setback, and height limitation. Chairwoman
McCullough invited applicant forward to present.
Craig Patrick Ohlhorst owner of Cloud IX Homes residing at 2307 Hunter Mill Road
stepped forward to speak. Mr. Ohlhorst explained that he is the builder on the
project and stated that the owners are present in the audience. Samples and
elevations were presented to the Board. Mr. Ohlhorst stated there would be slight
variations to the design with respect to the columns at the front porch and curvature
at the gables. Samples of cedar, roofing, and trim materials were presented. Mr.
Ohlhorst stated that the roof will have an architectural shingle and a wood front
door in walnut.
Ms. Sienicki asked if the garage door will be in a walnut finish. Mr. Ohlhorst

answered that it will match the trim color of the home, stating that the owners may
be interested in a wood stain color. Ms. Sienicki asked if the front garage will be
connected by a mud room area. Mr. Ohlhorst answered yes. Ms. Sienicki asked
about the intention of the driveway. Mr. Ohlhorst answered that the driveway will
have a turnaround area and will be constructed out of pervious pavers.
Chairwoman McCullough stated that the left elevation of the home shows a large
wall. At their last meeting, they discussed dressing up the side of that home so that it
was not a large blank wall. She asked if anyone else had the same question. Ms.
Bachmann stated that she liked the detail or break in lines at the front of the house.
They may consider installing nice landscaping on that side of the house to help with
the expanse of the wall.
Mr. Cheselka asked if there are any windows. Mr. Ohlhorst answered that they
typically would install more windows. Originally, the plans called for small
windows because the floor plan was not conducive to full sized windows. He
presented cedar trim material samples, explaining that the house will be
predominantly covered in cedar siding. They specifically set back the home
bringing the garage forward for less impact on the street. The home will be shingled
in Harvard slate with White Anderson windows and the front door in a Walnut
finish. There being no further comment Mr. Ohlhorst was seated.
Chairwoman McCullough asked if any members of the audience would like to speak.
There being no public comment further discussion followed regarding options for
changing out the garage door style.
Mr. Ohlhorst asked whether the driveway will need to be brought back for review.
Further discussion followed and was determined that because the driveway is being
installed as part of the building permit for new construction the applicant should
come back for review.
Ms. Sienicki thanked the applicant, stating that she appreciated the detail and
thoughtful design presented in the application. The feeling of the neighborhood is
evident in the architectural design and proposed materials.
There being no further discussion a motion was in order.
Ms. Sienicki made a motion that the request for a Certificate of Appropriateness to
construct a new home at 303 Windover Avenue, NW (Docket No. WHBR-02-18), in the
RS-16 single-family residential zoning district be approved to allow the walnut
selection or color of trim as acceptable for the garage doors. Any changes beyond
will require review by Windover Heights Board of Review.
Motion: Sienicki
Second: Cheselka
Vote: 5-0
Additional discussion followed regarding the driveway. Mr. Ohlhorst explained
that he is currently working on stormwater management solutions for the project,
which may be handled with a permeable paver driveway.
Ms. Sienicki amended her motion as follows:
Ms. Sienicki made a motion that the request for a Certificate of Appropriateness to
construct a new home at 303 Windover Avenue, NW (Docket No. WHBR-02-18), in the

RS-16 single family residential zoning district be approved to allow the walnut
selection or color of trim being acceptable for the garage doors and that the
applicant may choose concrete with the option of permeable pavers for the
driveway. If this option is chosen then the color and material selection can be
verified at a later date.

Amended: 5-0
Ms. Sienicki stated that the Walk On The Hill will take place April 29th, which is the
last Sunday in April, occurring between the hours of 2-5 pm. She invited everyone to
attend. Ms. Bachmann noted to Mr. Ohlhorst that if construction is occurring at that
time to rope off the area for safety purposes.
Ms. Stillman reminded everyone that the Green Expo and Ayrhill Garden Club flower
show will also occurring soon.
