Town of Vienna 127 Center Street South Vienna, Virginia 22180 p: 703.255.6341 TTY 7111 Meeting Minutes Windover Heights Review Board Tuesday, April 3, 2018 7:30 PM COUNCIL CHAMBERS-VIENNA TOWN HALL The Windover Heights Board of Review met in regular session at 7:30 PM on Tuesday, April 3, 2018 in the Council Chambers at the Vienna Town Hall, 127 Center Street, South, Vienna, VA. Mary McCullough presiding as chair with the following members present: Susan Stillman, Carey Sienicki, Theresa Bachmann, & Michael Cheselka. Also in attendance representing town staff were Hyojung Garland, Deputy Director of Planning & Zoning and Jennifer Murphy, Board Clerk. Roll Call All members are present. Approval of Minutes: Ms. Sienicki made a motion to approve the February 6, 2018 meeting minutes as submitted. Motion: Sienicki Second: Chesleka Carried: 5-0 1. Request for a Certificate of Appropriateness for the replacement and installation of new wrought iron fences on property located at 325 West St, NW (Docket No. WHBR-03-18), in the RS-12.5, single-family detached residential zoning district; filed by James and Theresa Bachmann, owners. Providing staff’s report, staff representative Hyojung Garland stated that the applicant is requesting approval to replace an existing fence with new, four and six foot, black wrought iron gate and fencing, 2 inch thickness with cast iron ornamental features. Per §18-280.4 the application requires review by the Windover Heights Board of Review. She stated that the application complies with all town code requirements. The applicant, Theresa Bachmann residing at 325 West Street NW stepped forward to present. Ms. Bachmann thanked Ms. Garland for her presentation and explained that the fence will meet up with the onsite retaining wall. Samples of colors and materials were presented to the Board. Ms. Stillman asked if there would be one gate. Ms. Bachmann answered that there would be two gates; one located at the back patio and the other remaining in its current location. Mr. Cheselka asked if the onsite picket fence will remain. Ms. Bachmann answered yes. Mr. Cheselka asked if the wrought iron would be powder coated. Ms. Bachmann answered yes. Mr. Cheselka noted that the coating further protects it from rusting. Ms. Bachmann presented a rendering of the fence style and location. Additional discussion followed. Mr. Cheselka asked for clarification on “maybe boxwood” text indicated on the plan. Ms. Bachmann explained that they hope to save the boxwoods but they might have to include additional plantings flanking the gates; that will soften the look. There being no further discussion a motion was in order. Ms. Sienicki made a motion that the request for a Certificate of Appropriateness for replacement and installation of new wrought iron fencing on property located at 325 West Street NW(Docket No. WHBR-03-18), in the RS-12.5 single-family residential zoning district be approved. Ms. Sienicki disclosed that she is a direct neighbor of Ms. Bachmann. Mr. Cheselka noted that the proposal would be a nice improvement to the property. There being no further comment, Chairwoman McCullough called the question. Motion: Sienicki Second: Cheselka Vote: 4-0-1 Abstain: Bachmann Ms. Sienicki announced that the annual Walk on the Hill and Green Expo would occur on Sunday, April 29th. Additionally, the Ayr Hill Garden Club Flower Show and Art Show are scheduled to occur the same day. Meeting Adjournment There being no further discussion the meeting adjourned at 7:44 pm.
