The Windover Heights Board of Review met in regular session at 7:30 PM on
Tuesday, July 2, 2019 in the Council Chambers at the Vienna Town Hall, 127 Center
Street, South, Vienna, VA.
Roll Call
Members Mary McCullough, Carey Sienicki, and Susan Stillman were present with
Michael Cheselka as acting chair.
Theresa Bachmann is absent.
Also in attendance, representing town staff, was Andrea West, Planner (Permits &
Design Review) of the Department of Planning & Zoning.
Meeting Minutes
Review of meeting minutes were tabled.
1. Request for a Certificate of Appropriateness to construct a new single family detached
residential dwelling on the property located at 222 Lovers Lane NW, Docket No.
WHBR-03-19, in the RS-16, single-family detached residential zoning district; filed by 222
Lovers Land, LLC, Inc., owner, and JDA Custom Homes, Inc., builder.
Attending and representing the application were Myra Pagano and Christina Rice
with JDA Custom Homes, Inc. Ms. Pagano stated that the application is for
construction of a new single-family home. Samples of colors and materials were
passed around for review with the explanation that the house will be constructed
out of the following materials: Mountain Ridge stone façade with hardie fiber
cement plank in board and batten and shingle siding. The main roof will be in
Heather Blend with a smaller bronze metal roof. The structure will be painted using
Benjamin Moore Texas Leather with white, Chantilly Lace for the trim and exterior
doors. There will be two, 2-car garages, with an open deck and screened porch
along the back. A masonry fireplace is shown along the side.
Ms. Sienicki asked to clarify the garage arraignment and whether there will be two
levels. Ms. Pagano answered yes, explaining that one level will be at the basement
level with the other at the main level. A brief discussion followed regarding grade
transitioning out of the lot.
Ms. Stillman asked if there will be a retaining wall. Ms. Pagano answered yes,
stating that it will be situated between the two driveways, delineating between
grades.

Ms. McCullough asked about the view. Ms. Sienicki responded that the driveway
will slope off the side having a big transition of grade. Ms. Stillman asked if the
basement level will be the same color as the basement garage. Ms. Pagano answered
that it is typically painted the same color as the house. Plantings will be installed to
break up the view.
Ms. McCullough asked if it will be open beneath the porch and patio. Ms. Pagano
answered yes, stating that the deck and porch will be on the main level, creating a
walkout basement.
Ms. Stillman asked if the hardy plank, except the trim, will be painted the same color
as the foundation. Ms. Pagano answered yes, with a stone façade along the front.
Chairman Cheselka stated that it will be important to treat the concrete with primer
before painting it. He suggested a concrete stain for longevity. Additionally, he
asked if the metal roof will be powder coated. Ms. Pagano answered yes.
There being no further comment, Chairman Cheselka called for a motion.
Ms. McCullough made a motion that the request for a Certificate of Appropriateness
to construct a new single family detached residential dwelling on the property
located at 222 Lovers Lane NW, Docket No. WHBR-03-19, in the RS-16, single-family
detached residential zoning district be approved.
Ms. McCullough noted she had spoken with the neighbor who had no comments
about the plans. Chairman Cheselka agreed, stating his appreciation of the
applicant’s handling of the project with the neighbors. He has heard many positive
comments from neighbors that the applicants have been very detail oriented in their
communications.
There being no further comments, Chairman Cheselka called the question.
Motion: McCullough
Second: Sienicki
Vote: 4-0
Absent: Bachmann
New Business
Ms. McCullough announced that this will be her last meeting, stating that she
enjoyed working with the board and getting to know everyone. Chairman Cheselka
thanked Ms. McCullough for her service.

There being no further discussion the meeting adjourned at 7:45 pm.
