The Council asks that you keep your comments concise and positive. Creative criticism, presented with appropriate courtesy, is welcome. Each speaker will be allowed three minutes and a timer will notify you when your time is expired. Please begin your comments by stating and spelling your name and providing your city of residence. WORK SESSION AND ACTION ITEMS (as described) 1. Review select FY 2022/23 and 2023/24 Capital Improvement 22-0008 Program (CIP) Budgets and future capital plans. Melody Murch, Assistant Finance Director, provided the proposed CIP adoption process. This is Council’s first opportunity to review the City’s proposed Capital Plan. Portions of the proposed 2022/23 and 2023/24 capital budget will be brought to Council for review at each scheduled meeting during the months of February and March 2022. This allows Council to conduct their review of the proposed CIP budget in manageable groupings. No action required. Page 1 of 8 City Council Meeting Minutes - Final February 7, 2022 2. Presentation of the Citizens Advisory Committee (CAC) 2022 22-0014 Work Plan Calendar Jason Serpa, Public Works Manager, and Frank Ruiz, Citizens Advisory Committee Chair, provided the Citizens Advisory Commission the body of work calendar. The work of the CAC will include a request of the website for ADA issues. The calendar of months for the CAC was presented as tentative guidelines. 3. Discussion and potential action regarding the implementation of 22-0028 Phase 2 of the Fire Department’s Measure N Squad Program. Fire Chief Dan Griswold and EMS Coordinator, Ryan Munger provided the report of the implementation of Phase 2 of the Fire Department's Measure N Squad Programs. Chief Griswold recognized Greg Mattis for running the statistics on the miles saved for the large squad vehicles as opposed to the smaller vehicles. Proposed staffing would be 2 squads during the week based on the stats for calls that indicate such. The fire staff are busy doing the ancillary duties in addition to responding to calls. Councilmember Taylor asked what would help with the drawbacks to the paramedic vehicles. More research needs to be done to enhance the visibility of the vehicle. The medics and the Fire Department are actively recruiting for paramedics. The paramedic squad unit is supervised by the Battalion Chiefs. Phase 1 of the Squad Program was completed when the City of Visalia purchased Squad 51, hired EMS Coordinator Ryan Munger, hired three single-role paramedics, and began operation on June 7, 2021 A motion was made by Vice Mayor Brian Poochigian, seconded by Council Member Liz Wynn, to approve as recommended. Lucia Vasquez, Visalia, thanked the council for the continuance of the map selection . Frank Senteno, City Engineer, requested item 2 to be pulled from the Consent Calendar. Jessica Gutierrez disagrees with the statement that the medical facility is not an abortion clinic. Tia Copian, does not agree with the medical facility, this clinic is not a place for Visalia. A blob does not progress in life. She wants to share with council why not educate at he beginning. Dale Simmons, Visalia, requested for the Council to deny the appeal of the planned parenthood item that was continued to March 7, 2022. Melissa Bourne, Visalia, spoke in opposition to the planned parenthood medical facility. Pamela Silva, Visalia, does not agree with planned parenthood as this is criminal and close to her home. Visalia Citizen does not want an institution of this type in this city (proposed medical facility) Lisa Alvarado, is interested in helping young people and she is interested in getting personal with her story and reproductive care. Xavier Gutierrez, commented on the proposed medical facility. Visalia Citizen had an abortion because she was not given the right answers and now regrets the decision. The motion carried unanimously 5-0. Aye: Steve Nelsen, Brian Poochigian, Greg Collins, Brett Taylor, and Liz Wynn Consent Calendar items are considered routine and will be enacted in one motion. There will be no separate discussion of these matters unless a request is made and then the item will be removed from the Consent Calendar to be discussed and voted upon by a separate motion . 1. Authorization to read ordinances by title only. 21-0496 Approved 5-0. 2. Authorize City Manager to execute an Electrical Maintenance 21-0655 Agreement with Caltrans agreeing to participate in the shared cost for the operation and maintenance of traffic signals and lighting within the State Right-of-Way. Frank Senteno, City Engineer, pulled item 2 from the Consent Calendar to be scheduled on a future agenda date to be determined. No discussion or vote for item 2. 3. Authorize the acceptance of the California Healthcare, Research, 21-0636 and Prevention Tobacco Tax Act Grant award totaling $101,746 and, for the expenses in this fiscal year, appropriate $16,460 for the first year provided by the California Department of Justice (DOJ) for the Tobacco Grant Program authorized under the California Healthcare, Research and Prevention Tobacco Act of 2016, and adopt Resolution 2022-05 regarding the Grant to be executed. The Grant is effective through 6/30/2025. Approved 5-0. 4. Authorize the City Manager to enter into an agreement with Dell 21-0684 to purchase 150 Mobile Data Computers by piggybacking on the National Association of State Procurement Officials (NASPO) ValuePoint competitively bid agreement, for an amount not to exceed $400,000. Approved 5-0. 5. Request authorization to file a Notice of Completion for the 22-0023 intersection Improvements at County Center Street at Riggin Avenue and Giddings Street at Riggin Avenue. Authorize the City Manager to award the construction contract for 22-0026 RFB 21-22-04, Battery Backup System & Traffic Signal Preemption Project in the amount of $204,754 to Pelagic Engineering of Oxnard, CA (3010-72000/CP0226-999 & 3010-72000/CP9531-999). Approved 5-0. 7. Request authorization for the formation of Landscape and 22-0033 Lighting Assessment District No. 21-04 and ordering and levying the annual assessments for Landscape and Lighting Assessment District No. 21-04 for Highland Park, Unit Nos. 1 and 2 subdivisions (Resolution Nos. 2022-07 and 2022-08 required.) Approved 5-0. 8. Adopt Resolution 2022-06 authorizing the Greater Kaweah 22-0037 Groundwater Sustainability Agency (GKGSA) to submit grant application on behalf of the City of Visalia to the California Department of Water Resources (DWR) for the Sustainable Groundwater Management Act (SGMA) Call for Projects. Second reading and adoption of Ordinance No. 2022-02, 22-0041 authorizing four (4) individual four (4) year leases for hangar space in the newly completed four (4) unit Corporate Hangar at the Visalia Municipal Airport to Robin Martella, Rick Bissat, Juan Rodriquez, and Joe Dawkins for the purposes aircraft storage, at the rate of Twenty-One Thousand Dollars ($21,000) annually each. Approved 5-0. REGULAR ITEMS AND PUBLIC HEARINGS Comments related to regular Items and Public Hearing Items are limited to three minutes per speaker, for a maximum of 30 minutes per item. A Public Hearing to consider an appeal of the Planning Commission’s approval of Conditional Use Permit No. 2021-28, a request by Caldwell-Mooney Partners II, L.P. to allow a medical use within a portion of an existing 10,200 square foot multi-tenant commercial building. The new medical clinic will be approximately 6,526 square feet in area and will be located within the C-R (Regional Commercial) zone district. A Public Hearing to consider an amendment to Conditional Zoning Agreement No. 2021-11: A request by CenterPoint Integrated Solutions to amend Conditional Zoning Agreement No. 2003-01, removing provisions that prohibit the establishment of a “stand-alone” used automobile sales use, and adding development standards for “stand-alone” used automobile sales uses for the Visalia Auto Plaza located within the C-S (Service Commercial) Zone. The Visalia Auto Plaza is located west of North Neeley Street, north of West Camp Drive, and south of the Mill Creek Ditch (APN: 081-020-085). 2. TIMED ITEM 7:30 PM - Public Hearing No. 5 and City Council 22-0056 District Decennial Redistricting Presentation and Map Review. No action required tonight. 3. Authorize a one-time lump sum discretionary bonus for City 22-0030 employees as outlined. Public Hearing: Authorization to amend the 2021 Edward Byrne 22-0006 Memorial Justice Assistance Grant (JAG) Program through the Bureau of Justice Assistance (BJA) in the amount of $37,397 and appropriate $4,700 from Police Unclaimed Funds.
