within the jurisdiction of the Visalia City Council. The Council asks that you keep your
comments brief and positive. Creative criticism, presented with appropriate courtesy, is
welcome.
This is also the time for citizens to request an item from the Consent Calendar be pulled for
discussion purposes. Public comments related to all pulled Consent Calendar items and
Regular or Public Hearing items listed on the agenda will be heard at the time that item is
discussed or when the Public Hearing is opened.
Each speaker will be allowed three minutes, and a timer will notify you when your time is
expired. Please begin your comments by stating and spelling your name and providing your
city of residence.
Steve Brandt, Visalia, announced the new Plaza Drive overpass has been named the Harry
Tow Memorial Highway Overcrossing. Mr. Tow was the Visalia City Manager for many years
and he passed away in 2020.
Eric Carolina announced he is looking for a playing field for the newly formed Visalia Sharks
football team. He would like to have the team highlight and grow talented, local football
players.
CONSENT CALENDAR
Consent Calendar items are considered routine and will be enacted in one motion. There will
be no separate discussion of these matters unless a request is made and then the item will be
removed from the Consent Calendar to be discussed and voted upon by a separate motion .
A motion was made by Vice Mayor Brian Poochigian, seconded by Council Member Brett
Taylor, to approve the Consent Calendar. No items were pulled for separate discussion. The
motion carried by the following vote:

1. Authorization to read ordinances by title only. 22-0328
Approved 4-0.
2. Authorize the City Manager to file a Notice of Completion for the 22-0308
FY 21-22 Reclamite project (CIP 1410-72000/CP0248-999 & CIP
2730-72000/CP8358-999).
Approved 4-0.
3. Authorize the City Manager to file a Notice of Completion for the 22-0309
FY 21-22 Cape Seal Project (1410-72000/CP0247-999,
2530-72000/CP0214-999 & 2420-72000/CP0411-999).

4. Authorization for the City Manager to utilize the Washington 22-0321
statewide contract for zero-emission transit buses to enter into a
contract in the amount of $2,421,736.60 with Gillig LLC. of
Livermore, CA for the purchase of two (2) 35' Battery Electric
Buses (BEB) for fixed route service, including the purchase and
installation of bus chargers (CIP VH0261).
Approved 4-0.
5. Authorize the City Manager to award a Purchase Order for RFB 22-0327
No. 21-22-51 to Allstar Fire Equipment for the purchase of 16
Scott 3M Self-Contained Breathing Apparatus (SCBA) in the
amount of $133,463.68.
Approved 4-0.
6. Authorize the City Manager to file a Notice of Completion for the 22-0330
Parking Lot Maintenance Project located at various locations
identified within the report (1010-72000/CP8214-999).
Approved 4-0.
7. Authorize City Manager to execute appraisal services contract 22-0332
with Hopper Company for up to five annual terms with total “not
to exceed limit” of $200,000.
Approved 4-0.
8. Authorize and designate Councilmember Liz Wynn as the voting 22-0337
delegate for the 2022 League of California Cities Annual
Conference and Councilmember Greg Collins as the alternate
voting delegate.
Approved 4-0.
9. Authorize the City Manager to award an emergency contract to 22-0341
Telcion Communications Group, Inc., of Turlock, to purchase
HewlettPackard Enterprise data storage arrays, for a total of
$350,000.
Approved 4-0.
10. Confirmation of a letter of support for Kaweah Health’s request to 22-0344
the California Department of Health Care Services Behavioral
Health Continuum Infrastructure Program Round 4: Children and
Youth program.
Approved 4-0.

11. Authorization for the Mayor to sign a letter of support for Family 22-0345
Healthcare Network’s proposal to the California Department of
Health Care Services Integrated Systems of Care Division to
establish a program to serve frail seniors.
Approved 4-0.
REGULAR ITEMS AND PUBLIC HEARINGS
Comments related to regular Items and Public Hearing Items are limited to three minutes per
speaker, for a maximum of 30 minutes per item. The Mayor may reasonably limit or extend
the public comment period to preserve the Council's interest in conducting efficient, orderly
meetings.
1. First reading of Ordinance 2022-07 of proposed additions and 22-0175
revisions of Visalia Municipal Code chapter 8.28, Solid Waste
Collection and Disposal. Additions incorporate recent Senate Bill
(SB) 1383 regulations related to edible food recovery.
Jason Serpa, Public Works Manager, provided the overview of Ordinance
2022-07 and Senate Bill 1383. The 6 main elements of SB 1383 are Edible food
recovery, Organics and recycling, Procurement, capacity planning, Education
Outreach, Contamination monitoring. Fines and enforcement will start in 2024.
A motion was made by Council Member Brett Taylor, seconded by Council
Member Liz Wynn, to approve as recommended. The motion carried by the
following vote:

2. Public Hearing of the City of Visalia’s intent to Adopt Resolution 22-0322
2022-51 to Amend the Freeway Agreement for State Highway
Route 198 from 0.2 Miles East of State Highway Route 99 to 1.5
Miles East of Lovers Lane, to incorporate recent freeway
improvements including those at the Lovers Lane (State Route
216)/E. Mineral King Intersection, and changes to the City Limits.
Rebecca Keenan, Civil Engineer introduced Frank Senteno, City Engineer and
Chavone Huntley, Cal Trans provided the presentation and requested the City
Council Adopt Resolution 2022-51 to amend the Freeway Agreement for State
Highway Route 198 from 0.2 Miles East of State Highway Route 99 to 1.5 Miles
East of Lovers Lane, to incorporate recent freeway improvements including
those at the Lovers Lane (SR216)/E. Mineral King Intersection, and changes to
the City Limits.
The Public Hearing was opened at 7:30 p.m.
Samuel Montoya, Visalia, asked if the proposed change includes the existing off
ramp at Lovers Lane.
The Public Hearing was closed at 7:34 p.m.
A motion was made by Vice Mayor Brian Poochigian, seconded by Council
Member Brett Taylor, to approve as recommended. The motion carried by the
following vote:

3. Public Hearing and consideration of the following actions related 22-0325
to the project site located on two parcels situated between North
Shirk Street and Road 88 (Clancy Street), 300 feet south of West
Pershing Court (APN: 081-030-046, 080):
1. Certification of Initial Study / Mitigated Negative Declaration
No. 2021-33 (Resolution No. 2022-52 required).
2. General Plan Amendment No. 2021-03: A request to amend
the General Plan land use designations on two parcels totaling
50 acres, resulting in the removal of a Residential Very Low
Density land use designation, addition to a Low Density
Residential land use designation, and establishment of a
Parks/Recreation land use designation. (Resolution No. 2022-53
required).
3. Change of Zone No. 2021-04: A request to change the zoning
on one parcel totaling 10 acres, resulting in the removal of a R-1-
20 (Single-family Residential 20,000 square foot minimum lot
area) zone designation, addition to a R-1-5 (Single-family
Residential 5,000 square foot minimum lot area) zone
designation, and establishment of a QP (Quasi-Public) zone
designation. (First reading of Ordinance No. 2022-12 required.)
Brandon Smith, Planning Division, asked Council to conduct a public hearing for
the change of zone situated between North Shirk and Road 88 (Clancy Street),
300 feet south of West Pershing Court.
The public hearing was opened at 7:51 p.m.
Frank Senteno, City Engineer, answered Council questions regarding the
widening of Shirk. Several projects on Shirk are being conducted and a bike
lane will not be installed on the west side of Shirk.
Ernie Escobedo, representative of the applicant and developer, appreciates the
work with the city. The amenity being added is an acre of green space for the
entire development to use. The heights of the pads, as part of the condition, will
be above the flood plane.
Corine Demetreos, Director of Entitlements & Forward Planning at D.R. Horton,
introduced herself to thanked the city staff for their diligence.

4. Approve the appointment of Kelli Kincaid as Parks and 22-0347
Recreation Director.
Leslie Caviglia, City Manager announced Kelli Kincaid has been appointed as
the City of Visalia New Parks & Recreation Director.
A motion was made by Council Member Liz Wynn, seconded by Council
Member Brett Taylor, to approve as recommended. The motion carried by the
following vote:
