The meeting was called to order at 4:30 p.m.

2. Discussion and overview regarding the forthcoming 2023-2031 22-0350
(6th Cycle) Housing Element and related General Plan Updates,
including phases, schedule, expectations, community
engagement strategy, and introduction of the Housing Technical
Advisory Committee.
Paul Bernal, Community Development Director, introduced Brandon Smith,
Principal Planner, and consultants, Ryan Lester and Brent Gibbons. The
purpose of the housing element is to identify and analyze existing and projected
housing needs in order to preserve, improve, and develop housing for all
economic segments of the community. The update must include an
environmental justice element and must be a stand alone process and is due
December 2023.

ITEMS OF INTEREST
The Council commented on various activities they participated in the last few weeks.
Council Member Collins requested an item to be added to the 10/3/22 agenda for
consideration and discussion of an aquatic facility.
PUBLIC COMMENT
This is the time for citizens to comment on subject matters that are not on the agenda and
within the jurisdiction of the Visalia City Council. The Council asks that you keep your
comments brief and positive. Creative criticism, presented with appropriate courtesy, is
welcome.
This is also the time for citizens to request an item from the Consent Calendar be pulled for
discussion purposes. Public comments related to all pulled Consent Calendar items and
Regular or Public Hearing items listed on the agenda will be heard at the time that item is
discussed or when the Public Hearing is opened.

Vic Ramante, Visalia spoke about short term rentals, specifically the Air BnB businesses. His
neighborhood has a few homes that are short term rentals. He feels like he is living next door
to a hotel. These types of short term rentals are affecting home values in Visalia.
Pamela Silva, Visalia, spoke about a movie and drag show that was supposed to be held at
the Fox Theatre on September 3, 2022; however, it was moved to a different location. This
show was targeting young people in the community. She would like to see the current
municipal code changed to prevent shows of this type targeting our youth.
Travis Hamilton, Principal of Oak Grove School, thanked the Council and city staff for the
newly installed blacktop pathway that connects two existing sidewalks for a safe route to
school on foot and on bicycles. A big thank you to Council and the Public Works Department.
Bobby Garcia, expressed concern about the lack of medical care available to her in Visalia.
She cannot stay at a shelter because she is a liability due to her medical issues. She has
asked the HOPE team for help and she does not get help from anyone.
CONSENT CALENDAR
Consent Calendar items are considered routine and will be enacted in one motion. There will
be no separate discussion of these matters unless a request is made and then the item will be
removed from the Consent Calendar to be discussed and voted upon by a separate motion .

A motion was made by Vice Mayor Brian Poochigian, seconded by Council Member Brett
Taylor to approve the Consent Calendar. The motion carried unanimously 5-0.
1. Appropriate $50,000 annually from the General Fund for the next 22-0312
two years (FY 22/23 & 23/24) for the ongoing clean-up of the St.
Johns River.

2. Accept the City of Visalia Cash and Investment Report for the 22-0349
fourth quarter of the fiscal year which consists of months April,
May, and June 2022.
Approved 5-0
3. Authorize accepting the Fiscal Year 2021 Assistance to 22-0331
Firefighter Grant (AFG) award in the amount of $65,280.00 for
the purchase of four (4) battery-operated combi tools and
accessories.
Approved 5-0
4. Authorize the City Manager to execute the Southern California 22-0326
Edison (SCE) Joint Use Agreement (JUA) and adopt Resolution
2022-52 for the Riggin Widening project between Mooney Blvd to
Conyer street.
Approved 5-0
5. First reading of Ordinance No. 2022-13 authorizing the sale of 22-0258
APN 094-095-001 (410 E. Race and 606 N. Bridge) to the
Creative Center and Visalia Players at a selling price of
$1,400,000, to include a forgivable loan in the amount of
$1,222,000.

6. Request to Authorize the City Manager to 1. file Notice of 22-0313
Completion for the Packwood Creek Trail - Santa Fe to Crumal
Dr (RFB 20-21-24), 2. Execute an amendment to the Measure R
supplement agreement, 3. Authorize an additional appropriation
of $70,000 from the Measure R Trails (132) Fund and 4. Amend
the Measure R Trail Expenditure Plan to reallocate $70,000 from
the “K Road along SJ line” to the “Packwood Creek Trail.”

not to exceed $150,000, and appropriate $150,000 from the
General Fund.

8. Request authorization to record the final map for Diamond Oaks 22-0354
- Unit No. 2 subdivision, located south of East Caldwell Avenue
between South Burke Street and South Ben Maddox Way (126
lots); and the annexation of Diamond Oaks - Unit No. 2 into the
Landscape and Lighting Assessment District No. 19-05
"Diamond Oaks" (Resolution Nos. 2022-53 and 2022-54
required). APN: 126-100-0575, 126-990-023.

9. Second reading and adoption of Ordinance 2022-07 of proposed 22-0355
additions and revisions of Visalia Municipal Code chapter 8.28,
Solid Waste Collection and Disposal. Additions incorporate
recent Senate Bill (SB) 1383 regulations related to edible food
recovery.

1. Public hearing and approval of the 2021-22 Program Year 22-0319
Consolidated Annual Performance and Evaluation Report
(CAPER). Resolution No. 2022-55.
Margie Perez, Housing Specialist, provided a brief overview of the CAPER
report and covered CDBG expenses and accomplishments. The Consolidated
Annual Performance and Evaluation Report (CAPER) is a report of actual
expenditures and accomplishments for the Program Year 2021-22 and is
presented in a format prescribed by HUD. The CAPER report must be submitted
to the U.S. Department of Housing and Urban Development (HUD) by or before
September 30, 2022. Annually, the City is required to prepare and approve the
CAPER through the adoption of a resolution. The public hearing was opened at
7:24 p.m. and closed. There were no public comments.
A motion was made by Vice Mayor Poochigian, seconded by Council Member
Wynn, to approve as recommended. The motion carried unanimously 5-0.
