Visalia Blue 11U Cal Ripken All Stars 23-0339 PUBLIC COMMENTS Page 1 of 4 Visalia City Council Meeting Minutes - Final September 5, 2023 This is the time for citizens to comment on subject matters that are not on the agenda and within the jurisdiction of the Visalia City Council. The Council asks that you keep your comments brief and positive. Creative criticism, presented with appropriate courtesy, is welcome. This is also the time for citizens to request an item from the Consent Calendar be pulled for discussion purposes. Public comments related to all pulled Consent Calendar items and Regular or Public Hearing items listed on the agenda will be heard at the time that item is discussed or when the Public Hearing is opened. Each speaker will be allowed three minutes, and a timer will notify you when your time is expired. Please begin your comments by stating and spelling your name and providing your city of residence. CONSENT CALENDAR Consent Calendar items are considered routine and will be enacted in one motion. There will be no separate discussion of these matters unless a request is made and then the item will be removed from the Consent Calendar to be discussed and voted upon by a separate motion . A motion was made by Council Member Nelsen, seconded by Council Member Hernandez Soto, to approve the Consent Calendar. The motion carried unanimously. Authorized the City Manager to award a contract in the amount 23-0314 of $1,903,150.64 with Golden State Fire Apparatus for the sole-source purchase of two (2) Pierce Enforcer 1500 GPM Pumper Engines approved in the 2023/24 capital improvement program budget. 3. Accept the City of Visalia Cash and Investment Report for the 23-0327 fourth quarter of the fiscal year which consists of months April, May, and June of 2023. 4. Authorization for the City Manager to award a not to exceed 23-0328 annual contract in the amount of $16,500 for RFB 22-23-52 to Westscapes, from Hanford, CA for a one-year contract with an optional four additional years of landscaping maintenance services at City of Visalia Convention Center (RFB 22-23-35). 5. Reappointment of the City Attorney and authorization for the City 23-0336 Manager to exercise the option to extend the current agreement with Peltzer Richardson law firm for an additional term of two-years at the monthly rate of $48,685 for in-scope/routine matters, and $187.25/hr for special services. Authorization for the City Manager to enter into an agreement 23-0338 with Herr, Pedersen, and Berglund for a two-year term. REGULAR ITEMS AND PUBLIC HEARINGS Comments related to regular Items and Public Hearing Items are limited to three minutes per speaker, for a maximum of 30 minutes per item. The Mayor may reasonably limit or extend the public comment period to preserve the Council's interest in conducting efficient, orderly meetings. 1. Public hearing and consideration of the following actions: 23-0326 1. Adoption of Initial Study / Mitigated Negative Declaration No. 2023-37, consistent with the California Environmental Quality Act (Resolution No. 2023-40). 2. Initiation of Proceedings for Annexation No. 2021-04: A request to annex 95.56 acres, located within the City of Visalia Urban Development Boundary Tiers II and III, into the Visalia city limits. The annexation request includes authorizing the detachment from County Service Area No. 1 in accordance with State and County requirements and authorizing the City Manager to sign and enter into a Pre-Annexation Agreement (Resolution No. 2023-41). 3. General Plan Amendment No. 2021-05: A request to amend the location and acreage of General Plan land use designations within 95.56 acres, resulting in the elimination of Very Low-Density Residential designation and redistribution of Low Density Residential, Medium Density Residential, and Parks / Recreation designations (Resolution No. 2023-42). 4. Introduction and First Reading of Ordinance No. 2023-08 for Specific Plan No. 2021-06: A request to establish a new specific plan (Pratt Family Ranch Specific Plan) on 95.56 acres, including districts for low density residential, medium density residential, and parks and open space, and establishment of lots below minimum lot size. Full buildout of the plan will accommodate approximately 541 dwelling units and 8.3 acres of parks & open space, to be developed across Urban Development Boundary Tiers II and III. (Ordinance No. 2023-08 required) Project Applicant: D.R. Horton CA3, Inc. Project Location: North of Riverway Drive on the west and east sides of North Mooney Boulevard. (APN: 078-010-025, 028, 029; 078-110-022, 023) Brandon Smith, Principal Planner provided the report to Council and requested to hold a Public hearing and consideration of the actions listed in the staff report. The project applicant is D.R.
